The air Denton County residents breathe could put their health at risk, according to the State of the Air 2024 report from the American Lung Association. However, residents could breathe cleaner air in about ve years following the devel- opment of a new plan to reduce regional emissions. The North Central Texas Council of Governments submitted its Priority Climate Action Plan to the Environmental Protection Agency on March 1, the rst step in an eort to improve air quality throughout North Texas. “The higher the concentration of these toxic substances in the air, the more unhealthy the air is for breathing, even in people who are healthy,” said Dr. Olakunle Iluyo- made, a pulmonologist on sta at Texas Health Presbyterian Flower Mound, adding people should be aware of how pollutants can cause lung irritations that can trigger serious illness. Flower Mound considers recreation center bond Flower Mound’s Community Activity Center could get some additions in a few years, but voters would have to approve a bond to fund the project. The details Officials from Barker Rinker Seacat Architecture discussed proposed design plans with the Flower Mound Parks Board on May 2. The project would cost an estimated $66.8 million and bring the total space from 61,000 square feet to 106,500 square feet. A bond would be proposed for May 2025. If approved, the proposed renovations and expansion are estimated to be ready for use in summer 2028. More meetings, including with town staff and Town Council, are planned. Argyle Town Council took no action concerning drafting a code of conduct for town elected and appointed officials during an April meeting. Council will decide what happens next, Town Administrator Erika McComis said in an email. The matter was previously tabled March 18. Zooming in The agenda memo states it was important to town leaders that feedback was gathered from all boards and commissions and included in the completed document. McComis said adherence to the code of conduct is integral to the fulfillment of members’ responsibilities within and beyond meetings, especially in discussions or dealings pertaining to town affairs.

What they’re saying Parks Board Vice Chair Rick Kenyon praised the presentation. “There’s nothing missing that I thought we needed to see,” he said. Parks Board Chair Teresa Thomason offered sug- gestions for fitness space and additional services for increased user rates.

Cheryl Moore begins role as Flower Mound’s new mayor Cheryl Moore was elected Flower Mound mayor on May 4. She has lived in the town for 18 years and previously served on its Planning and Zoning Commission and Transportation Commission. Community Impact spoke with Moore about a number of issues. This interview has been edited for clarity and length. What did you learn from the planning and zoning, and transportation commissions that can help you as the mayor? You learn the processes. Learning more the intri- cacies of the town, the development standards of the town, more of the master plan, specics on the streets, the technology—that really helps. I can have more conversations on the dais as mayor than I could have maybe three years ago.

What do you like most about Flower Mound? I think the parks and trails are great because you have every kind of trail. You have the hard-paved trails, and you have the dirt trails. [Lake Grape- vine] is right here. It’s a big town with everything you could want, but it has that small-town feel. What changes would you like to see? The River Walk is a big deal for me, [as is] the west side of Flower Mound, what amenities are going into that development, and then just that

community engagement as we grow. How do you approach being mayor?

Being a health care practitioner sets me apart from previous mayors. Just because I have so much experience in health care, I align well with all of our emergency services. Having that connect with people that I’ve always had with patient care—like a compassion for people—not that anybody doesn’t have it, but it’s just connectivity that I’m so used to on a daily basis—connecting with families, with people in need. I feel like that’s going to bring a dierent perspective.

The Lewisville ISD board of trustees discussed staff salary increases May 13. LISD is consid- ering a midpoint percentage raise or a one-time payment, Superin- tendent Lori Rapp said. A mid- point salary is the middle point in a salary range of a particular pay grade, usually between the highest and lowest salaries. The specifics District officials presented the board with two compensation options. The first option would be a midpoint raise between 1% and Lewisville ISD considers staff salary increases

4%. The second option would be a one-time payment of either $500 or $1,000 for all staff members or $1,000 for teachers and $500 for all other staff. Going forward Given the pending financial shortfall in fiscal year 2024-25, the board elected to delay approving the raises. LISD officials estimated next year’s budget shortfall at around $8 million, Rapp said. The compensation adjustments will only be approved after a financial audit this fall can better determine the district’s fiscal bearings, trustee Buddy Bonner said. LISD officials will bring forward a preliminary resolution for the board to preview in June. The board will consider approval for a final compensation plan in August.

Pay increase options

If approved, the total cost of the chosen option would be added to the budget shortfall.

One-time payment: three options • Option A: $500 for all staff would cost $3.5 million for LISD • Option B: $1,000 for all staff would cost $7 million • Option C: $1,000 for teachers and $500 for all other staff would cost $5.5 million

Percent of Midpoint Raise: four options • Option A: 1% raise (about $655 per teacher annually) would cost $4 million for LISD • Option B: 2% raise would cost $8 million • Option C: 3% raise would cost $12 million • Option D: 4% raise would cost $16 million

teachers, one diagnostician and one occupational therapist. Hiring additional staff is the first step in a three-year plan to update and optimize the district’s special education program. The primary goal of the changes is to better integrate special education and general education, Superintendent Courtney Carpenter said.

The Argyle ISD board of trustees approved hiring additional special education staff April 15. Physicians can conduct various procedures including heart catheter- izations, cardiac angiograms and peripheral angiograms. Dr. Geetha Ramaswamy, an interventional cardiologist at Texas Health Flower Mound, said treatment times vary based on the testing patients need. “It could be as short as 20 minutes and as long as an hour, hour and a half,” she said. Climate plan to reduce air pollutants From the cover

BY COLBY FARR, MIRANDA JAIMES & DON MUNSCH

Denton County has a population of 977,281, based on 2022 census figures. These are four of the populations in the county that are most at risk on high ozone days. Populations at risk in Denton County

Explained

Why it matters

What’s next?

Two-minute impact

To reach attainment, each North Texas monitor has to report less than 75 parts per billion in ozone concentration on a three-year average. The region’s ozone average was reported at 81 parts per billion between 2021-23.

The plan’s 42 measures include initiatives such as funding infrastructure for low-emission and electric vehicles. Traffic and idling automobiles are factors that cause pollutants that affect air quality. Despite improvements made over the past 20-30 years, North Texas is still not meeting the attainment standard for ground-level ozone set by the EPA, Nance said. The region’s population growth may have contributed to stalls in air quality improvement. Denton County’s population increased more than 100% between 2002 and 2022, per data from the U.S. Census Bureau. The EPA website lists several activities individu- als can do to help air quality: • Reduce air pollution by walking or bicycling. • Reduce electricity use. • Improve indoor air quality by using things such as air purifiers. • Help prevent wildfires by avoiding using fire on dry, hot days.

Ten counties in North Texas, including Denton, do not meet federal standards for ground-level ozone concentration, which can impact quality of life and respiratory health for North Texas residents.

The council of governments will make every effort to collaborate with the region in implementing improvement measures, Nance said. In Argyle, town officials have concentrated their efforts to improve air on the tree canopy, Mayor Rick Bradford said. The town aims to have a 35% tree coverage over the entire town. Argyle was at 31% in May 2024. “One of the aspects of that is the clean air and environment,” he said. He said the town has not been involved in clean air initiatives but it is something they may consider. Argyle does not have manufacturing or high- impact businesses, but auto traffic does contribute to the air’s quality, Bradford said. The full plan is available at www.bit.ly/3V7Pb0i

Iluyomade said air quality can affect the lungs in a number of ways, including causing serious conditions and diseases. He said poor air quality can harm lungs in the long- and short-term. The long-term harm can affect those who suffer from asthma, chronic obstructive pulmonary disease and COVID-19. Those conditions even could have been under good control previously until those people encountered pulmonary infections from pollutants. The Priority Climate Action Plan covers the next five years and has 42 actionable measures, Senior Air Quality Planner Savana Nance said. If all measures are fully implemented, the region could see a reduction in ground-level ozone, which has been rising in North Texas for the last three years. Ground-level ozone is a harmful air pollutant and the main ingredient of smog, according to the EPA.

Flower Mound completed a trails and bikeways plan in 2022 that could help reduce the number of vehicles on the road, Parks and Recreation Director Chuck Jennings said. “A well-planned trails and bikeways system can promote active transportation, reducing reliance on fossil fuel-powered vehicles and subsequently decreasing harmful emissions,” Jennings said.
