San Antonio City Council unanimously passed a resolution Jan. 14, reprimanding District 10 council member Marc Whyte after his arrest for driving while intoxicated. Whyte was charged with DWI following a trac stop Dec. 29, per police reports. Following his release from jail, Whyte publicly apologized and expressed regret for his actions. In the resolution, council recognized Whyte’s apology and “nds it necessary to censure council member Whyte because his behavior of drinking and driving is not acceptable and should not be tolerated,” the resolution stated. The resolution also stated San Antonio has the highest per-capita rate of drunk-driving crashes among large Texas cities, and that Whyte jeopardized the public and aected council’s functionality. Whyte censured after DWI arrest

The bottom line

Mayor Ron Nirenberg did not say when Whyte could return to three council committees— audit, economic and workforce development, and public safety—from which Whyte was removed after his arrest. Whyte’s court arraignment is set for Jan. 30, according to court records. DWI is a Class B misdemeanor, punishable by up to 180 days in jail.

Whyte was asked to recuse himself from the council vote on the resolution, but he addressed meeting attendees, apologizing to colleagues, friends, family and supporters for his behavior. “Anybody that has had even one drink should not get behind the wheel of a car, in my opinion, and I take full responsibility for my decision to drive that night,” Whyte said. “I’ve learned a lot in the last two weeks.”

Turn lanes, new curbs, sidewalks, driveway approaches and drainage fixes are planned for Stone Oak Parkway at Evans Road and at Hardy Oak Boulevard, and on Evans Road from Peacemaker to Bush Middle School, officials said. Digging deeper Limited sight distance and speeding concerns on Evans prompted city staff to plan a new traffic signal and new pedestrian crossings near Bush Middle School. Construction will happen from summer 2025 to the end of 2026.

CPS Energy raising rates to address sustainability

Average yearly residential bill from 20132024 From 2013 to 2023, the yearly average residential bill has increased $23.37. CPS Energy ocials approved increases to the base rate in 2014, 2022 and 2024. Ocials say they anticipate another hike in 2027.

The rate hike, approved by CPS Energy board and City Council Dec. 4 and 7, respectively, will generate $85 million more yearly for the utility. CPS Energy ocials said the new revenue will go toward reinforcing the utility’s wires, poles and other infrastructure; overhauling its 20-year-old computer system; enhancing customer service; and preparing to replace workers eligible for retirement over the next ve years. District 10 Council Member Marc Whyte proposed a 2.125% rate hike and returning part of a $420 million-plus city budget surplus, including CPS Energy excess revenues, to the city-owned utility to stave o the 4.25% increase. Council rejected that proposal. “In the 2025 budget process, we need to cut spending on the city side and invest those savings into CPS,” Whyte said later.

CPS Energy President and CEO Rudy Garza said the rate hike will also support implementation of the utility’s new power generation portfolio. Ocials plan to phase out coal use by 2028; close one coal plant; turn another into a natural gas facility; and add nearly 5,000 megawatts of power capacity over seven years—a blend of natural gas, solar, wind and lithium battery storage. In all, CPS Energy ocials plan to spend $6.2 billion over the next ve years to implement these and other improvements.
