Within Lewisville ISD, home values continue to climb while the amount of new construction declines, according to data from Zonda Education, LISD’s contracted demographer. This has contributed to declining enrollment within LISD, which has dipped every school year since 2015-16. Jennah Ciers, a local real estate agent, said LISD remains a desirable district to live in, which has contributed to higher home prices and a competi- tive market.

“First-time [homebuyers] are priced out of these established neighborhoods and that really does impact our schools,” Ciers said. “Now, we don’t have the same number of school-age children.” One factor driving the slowdown of new families moving into the district is more homeowners are opting to age in place. Interest rates in the area are hovering around 6% to 7%, which is higher than what individuals who bought or renanced in 2021

Argyle, Lewisville ISDs approve teacher, staff raises
Flower Mound increases homestead exemption to 20% Flower Mound officials approved setting the local homestead exemption at the highest level allowed for a municipality at its June 16 meeting. What you need to know The new homestead exemption will apply to bills that will be sent out later this year, according to town documents. Despite the increase, Chief Financial Officer John Zagurski said the burden from the exemption should shift to the town’s commercial tax base. “If we go to 20%, it will keep the rate slightly higher, even though homeowners will get more benefit,” council member Adam Schiestel said.
Both Argyle and Lewisville ISDs have approved compensation increases for their staff. The details LISD staff presented a compensation package that included a 3% raise from the midpoint for all staff and an increase in substitute teachers’ pay rates for the 2025-26 school year. Substitute teachers’ pay will see an average increase of about $7, from $128.57 to $135.71, depending on degree and/or certifications. However, the raises for staff members will take a hit due to an increase in health insurance costs, according to district staff. AISD’s cost of the compensation plan will not exceed $2.5 million and includes staff and employees not on the teacher pay scale. Similar to LISD, there are also projected increases in health insurance premiums.
Teachers who have completed 3-5 years or more than 5 years of experience will have raises as outlined in House Bill 2 approved during the 89th Legislative Session. $2,100 raise for Argyle ISD teachers with less than 2 years of experience $2,074 raise for Lewisville ISD teachers with less than 2 years of experience $2,500 increase for classroom teachers who have completed 3-5 years of experience $5,000 raise for classroom teachers who have completed more than 5 years of experience 3% midpoint raise for other Lewisville ISD staff 3.5% midpoint raise for other Argyle ISD staff

Highland Village council hires Dean Construction for Pilot Knoll Park project Highland Village City Council named a construc- tion manager at risk for proposed improvements within Pilot Knoll Park, located along Lewisville Lake, at its June 10 meeting. $2.2M Flower Mound Road construction to wrap up this summer
Construction crews with F&F Concrete Construction started working on the outside eastbound travel lane of Flower Mound Road between Old Settlers Road and Arbor Creek Lane in early June. The details During construction, the inside eastbound lane will be open to traf- fic, but the south side of the Arbor Creek intersection will be closed, per the news release. Similar to the first four phases of construction, concrete panel replacements are planned for the road segment. “We’re replacing the failed con- crete panels as part of our ongoing maintenance program to extend the overall life of the roadway and avoid more costly full reconstruc- tion in the future,” Flower Mound’s Communications Director Melissa
Demmitt said in an email. Traffic delays during the project are expected and work crews will post detour signage for alternate routes around the construction area. The estimated cost for the final phase of construction is $500,000. Demmitt said the entire Flower Mound Road concrete panel replacement project costs $2.2 million and is funded through the town’s sales tax dedication to street maintenance. Looking ahead The final phase of the project is expected to wrap up by the end of July, Demmitt said. “This work has been scheduled over the summer months to mini- mize disruption, particularly with school out of session,” she said.

In an interview with Community Impact , Realtor Newman Dalton of Keller Williams Realty in South- lake discussed some of the changes the market is seeing this summer for both buyers and sellers. We’re not necessarily going through a recovery in terms of ... going to go back to where things were in 2020, 2021, 2022; I think we’re actually going through more of a correction. It doesn’t look as

If you look at the last 40 years, ... between 1981 and 1983, mortgage rates got up to 18% and that was one anomaly on one end. Then the completely other end was what we saw in [20]21 and [20]22 with the lower mortgage rates, whereas the average is 7.42%. It’s actually looking like a market correction, maybe leaning toward more of a buyer’s market. What leads to the market becoming a buyer’s market? Some homes are experiencing price drops on listings in the area. The other thing is days on market. If you have price drops, [if] you have long days on market, then you’ve got a little bit more bargaining power on the side of buyers. If somebody wants to sell a home, what are things you kind of recommend they do, or what should they do before they list it? You want to make sure that your home is in a good state of repair. Pay attention to the details. I was at a home, showing some folks the house. The seller had done, I want to say, approximately

Bailey said one of their most common jobs is remodeling and opening walls in galley kitchens to add more workable space. Bailey mentioned a job the company recently completed where contractors removed most of a wall in a galley kitchen, opening up the space between the kitchen and living room, and creating a kitchen island, adding space to move. “The family’s ability to operate in the kitchen and interact with anyone in the living room is now completely revolutionized because we’re able to

Boyd, a local real estate agent in North Texas, said that despite a buyer’s market, which is when the supply of houses exceeds the demand, younger families are being priced out of homebuy- ing because home prices have substantially grown in recent years. “We’re not seeing a lot of people move out because it’s a buyer’s market and they think it’s a horrible time to sell,” Boyd said. Another factor in housing affordability is interest rates. Boyd said that for every 1% increase in interest rates, it corresponds to a 10% decrease in buying power for a homeowner. If a homebuyer could afford a $600,000 house with a 4% interest rate, that same individual could only afford a $540,000 home with a 5% interest rate. “When you’re used to looking at houses at $600,000 and now you are looking at houses

that are $540,000, it’s difficult to make that shift because a $540,000 house is not going to be as nice as a $600,000,” she said.
One of the reasons for LISD’s declining enrollment is the decreasing amount of home sales in the last three years. Between 2023 and 2024, new home sales declined by 14%, according to Zonda Education data. New and older homes are about the same price, which encourages buyers to purchase new homes for their updated amenities, Templeton said. “That’s not good for Lewisville because they don’t have many [new homes],” he said. Additionally, more multifamily homes are being constructed. “A lot of these apartments are built for professionals, empty-nesters or lock- and-leave flexible housing arrangements because they may be here temporarily,” Templeton said. “So we don’t see high yields [of students] in multifamily.”
