City adds 40 more license plate cameras Round Rock City Council unanimously approved a contract with Flock Safety, a security hardware and software manufacturer, to increase the num- ber of automatic license plate readers, or ALPRs, in the city at its meeting June 12. The history Right now, Round Rock utilizes 30 fixed cameras through Flock. The city has used license plate readers for crime prevention for 15 years, Police Chief Allen Banks said. Despite criticisms of the technology, Banks said the license plate readers have helped in “high-pro- file cases” such as a shooting at Round Rock’s Juneteenth celebration in 2024. The details Of the 40 additional cameras, 30 will be mobile throughout the region, and 10 will be in fixed

Parakeets damage historic water tower The city of Round Rock is preparing for repairs to its historic water tower after invasive monk parakeets caused damage to its lighting system. The current situation Round Rock’s Parks and Recreation Department installed deterrents to prevent further nesting and chewing on the tower. The city has ordered new tank lights, totaling $35,500, which should arrive within the next few weeks, Communications Director Sara Bustilloz said. How we got here Monk parakeets arrived in the U.S. as pets, and over time many escaped or were released into the wild, creating populations sometimes as common as pigeons.

“These aren’t for tracking folks. It doesn’t tell me if you’re an illegal person here in the United States. It doesn’t tell me your religion. It doesn’t tell me your sex orientation. That’s

not what it’s set up for.” ALLEN BANKS, POLICE CHIEF

locations throughout the city. Police will place the fixed cameras in “high-crime areas,” Banks said. Flock’s license plate reading software is able to identify vehicle information, including license plate numbers, car details and visible markings like bumper stickers. RRPD will only be able to read from the rear license plate, and will retain the data for 30 days before it purges. In order to find information on the owner of a vehicle, police personnel would need to use an outside resource like the Department of Motor Vehicles.

Round Rock ISD passes FY 2025-26 budget with plans to amend in August

What’s next

Trustees also approved a debt service budget of $106.13 million in revenue and $105.6 million in expenditures. These budgets, which are used to fund operations and pay district debts like bonds, are predicated on a total property tax rate of $0.8931 per $100 of valuation. This is made up of the $0.7101 maintenance and operations rate, which goes to the general fund, and the $0.183 interest and sinking rate for debt service. Covington said districts with a July 1 start to their fiscal year are directed by the TEA and will receive guidance on implementing HB 2, which provides additional funding and explicitly outlines teacher raises. If approved by voters, SB 4 would raise the $100,000 homestead exemption for school district properties to $140,000.

The Round Rock ISD board of trustees approved a budget plan for the 2025-26 school year June 17, but will reconvene to consider an amended version in August. The Texas Education Agency hasn’t shared guidelines for implementing House Bill 2, which created raises for educators and support staff, and Senate Bill 4, should it pass in a November election, RRISD Chief Financial Officer Dennis Covington said. Trustees approved $472 million in expenses, supported by $461 million in revenue, with a projected shortfall of about $11 million. The budget was approved to meet the June 30 deadline, but does not reflect the final version.

Round Rock ISD FY 2025-26 budget The majority of Round Rock ISD's budget for fiscal year 2025-26 will go toward payroll for staff.

Round Rock to repair walls of historic bridge After years of settlement of the retaining walls near the Immortal Ten Bridge in Round Rock, City Council approved a contract for repair work at its

Trail to connect east, west Round Rock After facing delays due to a waterline issue, Round Rock’s Lake Creek Trail project is back on track. About the project Spanning Round Rock West Drive to Centennial Plaza, the new trail will connect the east and west sides of the city with a trail along Lake Creek. The project includes an underpass under I-35, a bridge at Centennial Plaza and a crosswalk connection with Round Rock West Park. The update Round Rock City Council approved a change order with Muniz Concrete & Con- tracting amounting to $524,998, addressing delays and cost increases. The project funds come from 2023 voter-approved bonds.

Retaining walls help keep soil in place on slopes, making roads built on hillsides more stable. Over time, the wall can sink if the ground underneath is too soft or if the wall is too heavy. The railing of the Immortal Ten bridge has settled and is now offset by about 5 inches. Areas under the bridge structure have also widened, creating a gap. Next steps City Council awarded the construction contract to Austin Filter Systems, which had the lower of two bids at $2.04 million. The company will

construct ground anchors to stabilize the retaining walls, as well as replace the roadway approach and sidewalks. What else? When replacing the portion of the bridge to make these repairs, the crew will repaint the green and gold rail stripes to match the beige of most of the city’s road structures.

Two projects will reconstruct CR 112

West CR 112 runs from A.W. Grimes Boulevard to CR 117. Both projects will expand the road from two lanes to a six-lane divided road with a center median, pedestrian features and an updated storm drainage system. The work is expected to improve access to residential and commercial develop- ments in the city’s planning pipeline. Funding for the projects comes from developer contributions, the Round Rock’s Type B sales tax revenue, city-issued bonds and contributions from Williamson County.

1460 Because the MUD is now located within city limits, its residents will pay taxes to both the utility district and city, similar to communities like Salerno and Homestead at Old Settlers Park, which are also designated as in-city MUDs. Bill Peckman, of New Home Co., said the project has a 10-year timeline and will feature 50-, 60- and 70-foot lots. While he said it’s dicult to predict the cost and type of homes in the future neighbor- hood, he expects homes to range from $400,000- $500,000—intended for second-time homebuyers. What else? The city will provide standard services to land on the Round Rock-Georgetown border, which became Municipal Utility District No. 3. 900-unit, 230-acre MUD No. 3 annexed into city Round Rock ocials approved measures to cre- ate a 900-unit municipal utility district and annex over 230 acres of land into the city June 12. The details Plans for this MUD also include a right-of-way dedication for a new piece of Kenney Fort Boule- vard, connecting University Boulevard in Round Rock to Southwestern Boulevard in Georgetown. Contract updated for wastewater plant Round Rock council approved a contract update for the Brushy Creek Regional Waste- water System plant expansion June 26. In a nutshell The BCRWWS plant expansion—a collab- oration between Round Rock, Austin, Cedar Park and Leander—will increase treatment capacity to 30 million gallons per day. The original contract with Thalle Con- struction amounted to $107 million, with Round Rock responsible for 12% of the regional expansion. The fth change order adds $1.3 million to the construction work, and Round Rock will be responsible for $157,334 of that. Director of Public Works Michael Thane said the plant expansion will have a tentative completion date of this fall.

000 TOLL City to address east side erosion issues Due to severe erosion, the South Creek Channel in Round Rock requires construction work to avoid damage to nearby properties, Director of Public Works Michael Thane said. The gist The South Creek Channel encroaches upon the South Creek neighborhood in east Round Rock. Erosion of the channel will continue unless intervened, Thane said. “We do not want to impact the property lines,” he said. City Council awarded a $327,991 contract to Gage Cade Construction June 12 for the improvements, which includes installing rock riprap to stabilize the channel bank.

After working for over a decade in the software engineering industry, Mike Ng decided to pivot in his career path and follow his passion for cooking. With years of cooking experience and life-long admiration for the craft, Ng opened Misaki Ramen and now serves authentic Japanese and Korean meals to the Round Rock community. The inspiration Despite his long career outside of the restaurant world, Ng was no stranger to the kitchen. As a child, he found his love for cooking by preparing dishes such as rice, stir fry and ramen. While living in Seattle, Ng worked as a sushi chef in several Thai, Japanese and Korean restaurants throughout his college years. In 2017, Misaki Ramen opened across from the Dell campus in Round Rock and served ramen and sushi before closing during the COVID-19 pandemic. Ng reopened the restaurant at its current location in The Shops at Legends Village, where it now focuses on ramen, bowls and appetizers. “I’m really passionate about the restaurant and the ramen, so we downscaled a little bit and tried to keep the business running instead of just giving up on the passion I have,” Ng said. Must-try menu items What makes the eatery stand out from other ramen restaurants is its healthier version of ramen broth that originates from a Japanese town, Ng said. “Our broth is dierent from other ramen restau- rants in that we don’t make it really creamy,” Ng said. “Our start comes from a town in Japan called Nagahama, so the broth is a little lighter and the noodles are thin noodles.” The most important aspect of the restaurant is the quality control of the dishes, Ng said. As a former sushi chef, he said it’s key to be consistent in the food being served to the customers. “I want to make sure the dishes are going to be made exactly the same every time,” Ng said. “It’s a high-quality experience for the food and we make sure every day it’s the same thing every time.” Another detail Ng designed the restaurant with various sce- narios in mind from catering for a celebration to smaller parties wanting an intimate experience. “It makes us really happy and it’s a good place in Round Rock, and we really appreciate the local A lifetime of passion served in a bowl: Round Rock’s Misaki Ramen

support because they come here and enjoy the food and they can relax,” Ng said. “That makes me happy and is the reason why I’m here basically everyday.” The future He said the restaurant is focusing on prioritizing quality over quantity at its current location, but if he were to open another location in the future, he said it will likely be in South Austin.
