City of Manvel moves forward with new animal policy

The service also helps connect businesses to others, Cacique said. For example, a business owner looking to design a logo may find a graphic designer through the platform to help create it. “Members can receive valuable support through the technical assistance program,” Cacique said in the release. What the ordinance includes
Manvel City Council gave the first of two approv- als on its new animal ordinance at its Sept. 16 meeting. The ordinance has been treated like a working document since it first came up for a vote in July. Since receiving that initial approval, stakeholders, residents and city officials have held several meet- ings to shore up the ordinance. What you need to know The new ordinance does not put a limit on how many pets a person can have. However, it creates requirements for those classified as rescuers. Officials also said they will try and create a system that allows residents to register online. Other changes could come ahead of the final vote for the ordinance, which is expected to take place Oct. 7, Mayor Dan Davis said at the Sept. 16 meeting. One such change could be removing the requirement for pet owners to spay or neuter their pet within a certain timeframe.
What they’re saying Despite the ordinance receiving approval, several officials said the ordinance likely will not make everyone happy, as several stressed the policy was a series of compromises, but many also said it was more important to move forward with something. “There’s just so much at stake,” council member Crystal Sarmiento said. How we got here In July, City Council approved a version of the ordinance in a 6-1 vote but cut several portions of it, including regulations about kennels, catteries and permitting requirements for animal rescue groups, due to concerns from residents. The new ordinance replaces one the city had on books that dated back to 1997, officials said at the meeting. Starting earlier this year and up until the Sept. 16 meeting, officials pushed to replace it, saying it didn’t do enough to address the growing problem of stray and abandoned animals in the city.

Local businesses and entrepreneurs in Pearland now have access to a free online, interactive platform offering webinars, one- on-one technical assistance and a grants database. On Sept. 4, Pearland Innovation Hub launched the Pearland HUUB platform, a data-driven platform that provides resources for small businesses, according to an Aug. 30 Pearland Innovation Hub news release. Funded through the Pearland Economic Development Corporation, which collects revenue from sales tax, officials hope the platform will expand what the hub can offer to its members in the way of grants, learning webinars and technical assistance, Pearland Innovation Hub Navigator Sonia Cacique said in the release.

BRAZORIA COUNTY Brazoria County Emergency Services District No. 3 (BCESD3) is proud to announce a new partnership with Gulf Coast Regional Blood Center that will strengthen the emergency response capabilities in our community. Beginning on September 30, 2024, BCESD 3’s emergency vehicles will be equipped with life-saving blood components, including red cells and plasma, ensuring these critical resources are available when time is of the essence. In life-threatening situations, every second counts, and immediate access to blood components can significantly impact patient outcomes. Red cells are vital for transporting oxygen throughout the body, while plasma plays a cru- cial role in clotting and stabilizing blood pressure—both essential for trauma care. By equipping emergency vehicles with these blood products, BCESD 3 is enhancing its ability to provide swift, life-saving interventions. “The addition of blood products to our ambulances has been a goal of Chief Welch. He and his team have worked hard to prepare for it,” stated Jeff D. Braun, Executive Director at Brazoria County Service District No. 3. “We are always striving to provide the best possible care for our patients, and we believe this will make a significant impact on patient outcomes.” The success of this initiative relies on the generosity of blood donors. Every donation helps maintain the supply of blood needed for trauma care, surgeries, and other medical emergencies. Regular donations ensure that our community’s emergency services are equipped and prepared to respond swiftly. “We are thrilled about this partnership. This has been a goal of Chief Welch and our emergency medical services department for quite some time. Chief Welch, Deputy Chief Lammert and the entire EMS team have done a won- derful job in preparing and training to implement this program. The Board of Commissioners for the District have been very supportive and are excited that we can now offer this service to our community. We are the first in the county to implement a program like this but Chief Welch and his team are sharing our information and working with other local agencies to assist them in implementing their own programs,” stated Jeff Braun, Executive Director. A celebration hosted on September 30th included a blood drive that included 14 successful donors, with 17 units of blood collected, which can help save up to 51 patients in need. Brazoria County Emergency Services District No. 3 provides Emergency Med- ical Service and Fire Suppression to 650 square miles, serving a population of over 86,000. Pearland approves budget, tax rate for FY 2024-25 Pearland City Council approved a $123 million budget for fiscal year 2024-25 and a property tax rate of $0.6350 per $100 valuation of a home at its Sept. 23 meeting. Pearland’s budget expenditures over time +37.59%
City of Friendswood approves 2.7% tax rate increase The city of Friendswood will increase property taxes in fiscal year 2024-25, result- ing in a $116 increase in the city’s portion of the average property tax bill. What you need to know On Sept. 9, City Council voted to approve a tax rate of $0.514172 per $100 valuation, a 2.68% increase from the FY 2023-24 tax rate. This rate will create $27.7 million in rev- enue, Director of Finance Rhonda Bloskas said. City documents show the average tax bill will be $1,813.09. The adopted rate falls between the no-new-revenue rate of $0.495117 and the 2023 voter-approved rate of $0.552283, according to a city staff presentation.
The new rate is expected to raise the city’s portion of the average property tax bill by $61, according to city documents. The big picture On Sept. 23, City Council gave the second and final approval for the budget and tax rate, which is lower than the tax rate in FY 2023-24, but still higher than the no-new-revenue rate of $0.599536 per $100 valuation. The general fund for the FY 2024-25 budget is about $9 million more in expenses, a nearly 8% increase, than the originally adopted FY 2023-24 budget, according to city documents. What else? We need to continue to advocate at the state level for increased student allotments and full mandate funding. Enhanced funding will enable reduced class sizes and second planning period for teachers; therefore, improving learning environments, staff retention and student outcomes. There is a business component to FISD. Spending the tax revenue collected from the citizens of Friendswood is a serious responsibility. First, I would eliminate over-spending and stay out of debt, only spend what monies you actually have. Second, I would allocate more funds for Westwood [Elementary], Bales [Intermediate] and Windsong [Elementary].

My top priority is reinstating women’s reproductive rights. Access to reproductive care is a human right. We must ensure access to reproductive health care services which include contraception, prenatal care and safe abortions. Reproductive rights are about bodily autonomy. We as women must be in control of our own bodies.
I think reproductive rights, voting rights, immigration reform, health care, jobs and the economy, the environment and education are the biggest issues facing residents in District 22. I would work to codify Roe v. Wade, pass the John Lewis Voting Rights Advancement Act and pass a bipartisanship immigration bill to start.
My top priority is to defend and strengthen public education in Texas. I will fight against efforts to divert funding from public schools, ensure every child has access to quality education and support educators with the resources they need to help students succeed.

If the bond is passed, residents will see a tax rate decrease of $0.02, according to bond documents. The board adopted a tax rate of $1.17 per $100 valuation for the 2024 tax year at its Sept. 10 meeting. AISD Chief Financial Officer Daniel Combs said that rate will drop down to $1.15 if the bond is approved. “The new rate of $1.15 would be the ceiling for the life of this bond package, … so the rate would stay at $1.15 or below,” Combs said. “Our taxpayers certainly can anticipate a tax rate decrease should the bond be approved or [not].” Combs also noted that with the current homestead exemption, homeowners could see tax bills go down $80 even with the bond approved. The district would be able to lower the current tax rate with the new bond because it would replace the 2018 bond, Combs said. The current tax rate accounts for the 2018 bond. However, it’s unclear what the tax rate might be if the bond fails. Options could include: • Lowering the tax rate as no new debt is being created • Keeping the tax rate the same to continue paying off other debt • A combination of the first two options
The $380.1 million bond follows the 2018 $480.5 million bond. Similar to this bond package, that bond was aimed toward district growth, per the district’s website. The 2018 bond resulted in five new campuses, two replacement campuses, renovations to existing campuses and land for future schools. The 2018 bond projects were completed $15 million under budget. The 2024 bond’s projects are worth $395.1 million, but the savings from 2018 bring the total new funds needed down to $380.1 million, according to bond proposal documents. Since the 2018 bond, enrollment increased by about 4,095 students, according to the Texas Education Agency. A 2024 study from Zonda Demographics suggests that trend will continue, with the district expected to add hundreds of students each year over the next decade. The $380.1 million bond was recommended by the district’s Citizens Advisory Committee, which consisted of parents, elected officials and community members, according to the district’s website. Along with recommending two new elementary schools and a junior high school, the CAC recommended the following in the bond proposition: • Replacement campus for Disney Elementary and Stevenson Primary • Renovations and additions to Manvel High School and Alvin High School • Updating security vestibules, monitoring equipment and purchasing backup generators • Acquiring future land sites
