TOWNSHIP Talk FROM THE BOARDROOM The Woodlands Township Board of Directors is pleased to share several important updates from recent meetings, reflecting our continued commitment to safety, community engagement and infrastructure improvements. The Board of Directors issued a proclamation designating October as Walk to School Month in The Woodlands. This annual observance encourages physical activity and promotes safe travel for students across our 220-mile pathway network. Residents are encouraged to support student health and safety throughout the year by being mindful along pathways and road crossings. An additional proclamation recognized October 5, 2025, as National Night Out Day in The Woodlands. This event strengthens police-community partnerships and promotes Neighborhood Watch efforts to prevent crime and violence. Over 100 Township neighborhoods registered to participate in this important community-building initiative. The Board unanimously approved letters of support for two significant water infrastructure projects. These include the Bear Branch Dam Modification Project and the Bear Branch and Panther Branch Drainage Project—both aimed at improving flood control and community resilience. These projects, supported by local municipal utility districts and state and federal funding, will enhance drainage near key areas such as The Woodlands High School and surrounding neighborhoods. Additionally, the Board applauded a report given by Director of Communications LeaAnn Petersen on pathway safety education. As part of our Respect the Path initiative, we continue efforts to promote safe and courteous use of our pathway system. Special outreach is underway for Walk to School Month, and metrics from the campaign are being closely monitored to guide future education efforts. We remain grateful to our residents, partners and local agencies for their continued engagement. Together, we are building a safer, stronger and more connected community.

ARE HOLIDAY DECORATIONS ALLOWED?
Winter holiday decorations and lights may be installed no earlier than the first Monday in October and must be removed by January 15 of the following year. They may be illuminated
no earlier than the second Monday in November through January 15 of the
following year. Decorations for other holidays or special occasions throughout the year may be displayed for a period not to exceed three weeks. This includes outdoor holiday lighting, yard displays and seasonal inflatables. All seasonal decorations, including lighting and displays, should be limited in scope and must not become a nuisance to the neighborhood. Following these guidelines ensures that seasonal decorations contribute to the festive spirit while maintaining the standards of The Woodlands community. SLOW DOWN ON THE PATHWAYS The pathways in The Woodlands are for everyone to enjoy. The Township reminds all pathway users to practice safety measures like keeping to the right and passing on the left, obeying stop signs and being courteous to others along the way. Also keep in mind that high speeds lead to high risks, and everyone on bikes and scooters should ride at speeds lower than 10 miles per hour on all pathways, as the system was not designed for vehicles traveling at high speeds.

A new app has just launched to help commuters track The Woodlands Express buses with real- time updates and complete route details. The Woodlands Express GO app makes it easy to plan a ride and stay on the move, and the app is available through the App Store and Google Play. The Woodlands Express offers commuters a convenient, comfortable and cost-effective commuting option to the Texas Medical Center, Greenway Plaza, downtown Houston and the Energy Corridor. An announcement of what businesses are planned for Phase 1 of the ORN Plaza District will soon be made public, Identity Architects said in early October. intersection of Robinson and Hanna roads, and it will include multiple retail centers, a new city hall and professional oces, according to information from Oak Ridge North. “The Plaza District is more than a project. It is the heart of our city, where restaurants, shops, businesses, The Plaza District will be a redeveloped area along the walking spaces and open areas all connect us,” Mayor Paul Bond said at the event. “It’s where Oak Ridge North shows who we are, a community with the hometown feel, yet with the vision to grow and prosper.”
The Plaza District commercial zone was established in 2013 for Town Center development in the city, as previously reported by Community Impact . “When I rst started, I thought we’d be standing here with a shovel in hand in about two years ... but the thing is that I would have to say that patience makes the payo sweeter,” said Keenon Raynor, co-founder of Identity Architects.

The Shenandoah Public Works Department will rework its Parks Master Plan following concerns raised from residents and council members at the Aug. 27 meeting. The plan was previously presented at the July 23 meeting and developed by the city in partnership with Burditt Consultants following a city survey. Suggestions included an option for a new dog park and improvements to current parks. However, several residents expressed concerns about the idea of building parks at the two city-owned tracts at the end of Rosewood Drive and west of Cedarwood Drive.

As part of its FY 2025-26 budget, the county also approved nearly $1.7 million in allocations to local nonprots and outside agencies, including $369,844 for Meals on Wheels Montgomery County.

Oak Ridge North increases police pay
Bear Branch project secures funding An additional $500,000 needed for a drainage improvement project at the Bear Branch dam will be provided by municipal utility districts in The Woodlands, The Woodlands Water Agency told township ocials Sept. 18. The WWA manages 10 municipal utility districts in The Woodlands. “The full scope will be moving forward and moving as quickly as we can,” WWA General Manager Erich Peterson said. Ocials also agreed to submit a letter to the U.S. Army Corps of Engineers for federal support. A goal is to reduce water levels around the Research Forest area, particu- larly for the passage of emergency vehicles, Director of Intergovernmental Relations Todd Stephens said. More details The original engineering costs were esti- mated at about $700,000, and preliminary work revealed the need to expand the scope of the project, Peterson said.

Oak Ridge North Police Department began increasing police salaries Oct. 1 after City Council members on Sept. 22 voted 4-1 to raise the starting salary to $71,000. What to know Ken Foulch, police chief in Oak Ridge North, presented a plan for pay adjustments to the city based on the Montgomery County Sheri’s Oce pay scale, which was adopted during the county budget workshops in August. Under the adjust- ments, the department will eliminate two vacant positions. “[We will] take that money and plug it into the current ocer salaries,” Foulch said. “... We did not want to burden the citizens of Oak Ridge North with new taxes. The budget has already been approved, and so this is what we’ve come up with to meet that need and to retain our ocers.” The pay increase is based on years served with an emphasis on retaining ocers and recruiting new ocers in the future, Foulch said. The pay for existing ocers’ salary increase would be paid in yearly increments from 2027-29, Harris County judge won’t seek third term Harris County Judge Lina Hidalgo formally announced she will not seek reelection for a third term as judge of Texas’ largest county. Hidalgo said in a Sept. 15 news release that she is keeping her promise not to serve more than two terms. “I ran for oce as a change maker to chal- lenge the establishment and bring a fresh perspective to a Harris County government. I never ran for oce to build an empire, which is why I am keeping my promise not to serve more than two terms,” Hidalgo said. Zooming out Hidalgo has served as county judge since 2019 and was reelected after winning the county seat during the November 2022 general election. Her current four-year term ends Dec. 31, 2026.
