Kyle properties purchased for $4.45M The city of Kyle is continuing its quest to revital- ize the downtown area. Kyle City Council unanimously approved the purchase of multiple downtown properties totaling $4.45 million during a special meeting on July 24. Council members Bear Heiser and Miguel Zuniga were absent from the meeting. What residents need to know The car wash properties were purchased for $1.65 million, and the pawn shop properties were purchased for an additional $1.5 million. The Hays City Donuts and The Main Squeeze are currently operating out of 106 N. Burleson St., and the property was purchased for $1.3 million. However, City Manager Bryan Langley said the city does not need the buildings right away. The Main Squeeze owners said they were “blindsided” by the property being sold to the city
Buda gets new public information ocer City Manager Micah Grau appointed Michelle Henley as Buda’s new public information oficer, effective July 22. The details Henley has over a decade of live pro- duction experience, and several years of journalism and strategic communications experience. She previously worked as a marketing specialist in the community rela- tions and destination services department with the city for the last two and half years, according to a news release. “I grew up in this community, and it’s exciting to serve my hometown in this new way,” Henley said in a news release. Henley said she will also work toward fostering a positive relationship between the city and its residents.

but are navigating the next steps, according to a Facebook post. “This is not the end for Main Squeeze,” the post states. “As of right now, we will continue to be open and serve the beautiful people who have supported us.” The property acquisitions will be paid for through the city’s capital improvement project budget, Langley told Community Impact . Langley said the city will proceed with closing on the properties, and continue working on master planning and redeveloping downtown Kyle.
Sights & Sounds pauses planning for 2024 festival
After 36 consecutive years, the Sights & Sounds of Christmas board of directors has paused planning eorts for the 2024 festival due to multiple chal- lenges aecting festival operations and nancial viability, according to a July 12 news release. The festival—founded in 1987 and organized by the nonprot Sights & Sounds of Christmas Founda- tion—spans two weekends in December and features carnival rides, a petting zoo and more.
Going forward Although festival planning is paused, the 2024 Jingle Bell Run 5K and Kid-K will still take place. “We will be engaging all stakeholders about the future and currently discussing options with the city of San Marcos to bring some format of holiday spirit to our community this Christmas,” the news release states.

Kyle City Council halts $65 million bond for indoor sportsplex
Kyle City Council decided not to call a bond elec- tion for a $65 million city-owned, indoor sportsplex this November on Aug. 6. Zooming in The indoor sportsplex could include an indoor track, community room, catering kitchen and an open workout area, according to agenda documents. A 175-foot-long tunnel under FM 1626 was also discussed, which would improve connectivity and accessibility from the west and east side, said Mark Maldonado, a senior principal with Stantec Consult- ing Services, during a meeting on July 16. If council called the bond and it had passed, resi- dents may have seen a slight tax increase, according to previous reporting by Community Impact . What the dais is saying Mayor Travis Mitchell said he thought the need for sports infrastructure was the city’s “most-press- ing need.”
“I [want to] see the town prosper, and I think that potentially phasing a proposal could work,” Mitchell said, noting that if council can’t agree on a long- term plan, the city would miss out on opportunities. Mayor Pro Tem Robert Rizo said he thought the process was being a little rushed. “I don’t think we’ve done a good job as a city to give everybody the information they need,” Rizo said. “I denitely would love to see more invest- ment in the building to be larger. ... I just don’t think we’re ready right now.” One more thing With council’s direction, city sta will continue to develop a master plan for the outdoor sportsplex, City Manager Bryan Langley said. “Over the next few months we’ll be working with our design rms to conduct some public outreach and gathering input from the community, and then we’ll be coming back to provide options,” Langley told Community Impact .

Texas State to offer aviation science degree Beginning in the fall semester, Texas State University will offer a new aviation science degree to address the growing national demand for pilots. In partnership with Coast Flight Training, the city of San Marcos and Texas Aviation Partners, the university will begin offering a Bachelor of Applied Arts and Science degree with a concentra- tion in aviation science. The course will provide a pathway to certifications and licensure required for professional pilots, according to a news release. noting that FM 150—a state highway that moves through downtown Kyle—is the main pathway for individuals traveling east through the hill country. “There’s not really a way to get around downtown, and as a result, the traffic often gets very, very gridlocked,” Mitchell said. The road bond emphasizes preserving the right-of-way, according to a presentation. About $6.22 million is anticipated to be spent on right- of-way acquisition for the new alignment of the FM 2001 Gap project among several other projects including the roundabout for Windy Hill and connecting segments of Leah Avenue.
“As difficult as it is to see the number, I’m also very optimistic and excited about the potential that this is [going to] bring,” Cohen said. Bond projects in precincts 3 and 4 will give drivers an alternative route to I-35, improving mobility and safety for individuals driving to and from Austin from Hays County. For example, the SH 45 Southwest Extension project will extend the four-lane highway from FM 1626 to I-35 in Travis County, and the Dripping Springs Southwest Connection project will align a new four-lane roadway. Kyle Mayor Travis Mitchell said the bond will improve east and west mobility,
The bond will fund the construction, design and right of way needed for 35 transportation projects across the county. The plan focuses on projects that will enhance safety, mobility and regional connectivity in Hays County, county officials said. The majority of projects in precincts 1 and 2 are on the east side of I-35—an area that has historically been neglected due to lack of growth, Reich said. Precinct 2 Commissioner Michelle Cohen said although the cost amount is a “big pill to swallow,” she believes the road infrastructure on the east side is “severely underserved.”

In Hays County’s 2021 Transportation Plan—a planning document that looks to identify safety improvements and improve regional connectiv- ity—residents surveyed said it was dicult traveling inside and outside the county. However, the majority of the projects in the 2024 bond are east and west connectors—which will give drivers an alternative route to I-35. Cory Grell, project manager with HNTB, an engi- neering consultant for Hays County, said all projects from the 2024 bond program are intended to reduce trac and provide faster commute times. Transportation challenges Based on travel in 2020, road conditions and travel time to places outside of Hays County were top of mind for county residents. 55.45% said they spent too much time in traffic 73.76% thought county road conditions needed to be improved 47.27% said they had a difficult time traveling to places within Hays County

Cohen said she believes the county needs to address rapid population growth, improve road safety and update current infrastructure. “A lot of the roads that are in my precinct basically look the same as they did 40 years ago,” she said. Some projects will impact more than just one city, Precinct 4 Commissioner Walt Smith added.
The last road bond voters passed—which cost $131.4 million—was in 2016 when the county population was 204,581. The county’s population has increased by about 37% from 2016 to 2023, according to data from the U.S. Census Bureau. It’s anticipated to increase again by almost 85% by 2060, according to population projections from the Texas Demographic Center.
County staff put together a draft bond election ordinance and presented it to commissioners on Aug. 6. Hays County Commissioners are expected to officially call the bond on Aug. 13—a day before the deadline to place items on the November ballot. More information can be found at www.hayscountytx.com.

Motor vehicle transmission manufacturer sets sights on Buda
Hays Co. Bar-B-Que looks to open in Kyle Family-owned Hays Co. Bar-B-Que is looking to open a new location in Kyle at 505 S. Old Hwy. 81. The barbecue joint is locally owned by Michael and Asenette Hernandez and was established in 2007. Project details The project is being considered with a Chapter 380 Economic Incentive Agreement for a one-time maximum $300,000 grant for utility improvements. A three-year restau- rant incentive is also being considered with the Chapter 380 agreement. The proposed 2,000-square-foot restaurant would have a large playscape, outdoor music stage and outdoor walk-up bar. Phase 2 could include a two-story layout with retail upstairs, according to agenda documents.
Low-income multifamily project moves forward San Marcos City Council approved another tax credit resolution for a proposed low-income multifamily housing project—The Springs—on July 2. This is one of several proposed low-income housing projects the dais has supported this year. Council also approved a $400,000 lump sum payment in lieu of taxes. The apartment would be located between Aquarena Springs Drive and Davis Lane. Applicant Joe Pollack with Streamline Advisory Partners LLC will be partnering with the San Marcos Housing Authority to provide 304 income-restricted units, according to agenda documents. The Springs will offer a wide range of amenities including a swimming pool, a furnished fitness center and community room, and an enclosed dog park. There will also be support services provided to residents, such as notary services during regular business hours and rent reporting to credit bureaus.

Shannon Mumley, Buda EDC Assistant Director said Futronic would be Buda’s largest employer.“Buda has a skilled workforce, with a school district that provides robust CTE programming, so this is a real asset for not only our economy but for families and future generations,” Mumley said in a news release.
Futronic USA Inc., a motor vehicle transmission and powertrain parts manufacturer, plans to open its first-ever U.S. location in Buda, according to a news release. The South Korea-based company—which also supplies Tesla—will be located at 2899 Business Park Drive. Hays County commissioners unanimously approved a Chapter 381 Economic Incentive Agreement on July 16. A Chapter 381 agreement allows counties to negotiate directly with developers and businesses to provide incentives that will encourage developers to build in their jurisdictions, according to the Texas Comptroller’s website. The city of Buda is also offering its own
incentive, which will consist of a 50% property tax rebate each year for 10 years. Futronic USA is aiming to begin production by the end of the third quarter in 2025. The company, which began in 1993, has supplied a variety of motors, actuators and controllers to automotive companies across the globe, according to a news release.
