Lewisville OKs economic agreement in Old Town Lewisville City Council members unanimously approved an economic development agreement with Old Town Craft during a Nov. 18 meeting. The gist The company intends to open a beer garden and food truck eatery on a 0.6-acre lot at the corner of Charles and West Main Streets. As part of the agreement, Old Town Craft is proposing to invest $800,000 at a minimum to rede- velop the lot, according to a staff memorandum. The agreement approved by council also confirms a lease of up to seven years for the city-owned property. “This project will attract both residents and visi- tors to Old Town, increasing foot traffic and activity throughout the area, and it will build on its ongoing success as a destination to live, work, and play,” the memorandum states.
Coppell restores more services after outage Coppell city officials have restored several online services as they continue working through a system outage spurred by a cyberattack in October. Online utility payments and billing portals and online library services are now func- tional, according to a Nov. 14 news release. The details The Cozby Library & Community Commons re-opened Nov. 15 and resumed standard operation hours, per the release. Residents that notice any discrepancies in overdue material notices after Nov. 18 can contact the library for assistance. The city resumed normal billing date and payment due date schedules in December. Bills mailed by Dec. 4 will be due Dec. 20.

Under terms of the agreement, Old Town Craft will redevelop two buildings on the same lot to add a bar, beer garden, gaming areas, art yard and tap room. The developer will add outdoor seating through- out the lot with a raised deck located near the food trucks and shaded tables in front of the house. What else? The city is leasing the property out for an initial five-year term. Both parties will have the option for a 24-month renewal during the fifth year. The project is expected to open in August 2025, according to a staff memorandum.
3 Coppell parks to undergo renovation projects At a Nov. 12 meeting, Coppell City Council approved material purchases for several rec- reation projects outlined in the summer. The Coppell Recreation and Development Corpo- ration, CRDC, approved the contracts for the projects Nov. 18. The overview The CRDC board drafted a $5.8 million budget and work plan for fiscal year 2024-25, which included renovations at Andrew Brown Park East, Andrew Brown Park West, and Wagon Wheel Park and its accompanying tennis and pickleball courts. Renovations at Wagon Wheel Park include replacing batting cages and the artificial turf field, and resurfacing the tennis and pickleball courts.

5 Lewisville ISD schools to close ahead of 2025-26 school year
The Lewisville ISD board of trustees voted to close five elementary schools and approved various boundary adjustments starting in the 2025-26 school year. The details The board unanimously voted to close B.B. Owen, Creekside, Garden Ridge and Highland Village elementary schools, and Polser Elementary STEM Academy at a Dec. 9 meeting. The decision brought a close to discussions that took place from October through December, and is poised to save the district around $2.3 million, or about $460,000 per campus, according to district documents. The boundary adjustments and rezoning for the closed campuses will be as follows, according to the district’s plan: • B.B. Owen Elementary’s 273 students will be rezoned to Ethridge, Camey, Morningside and Peters Colony elementary schools. • Creekside Elementary’s closure will result in boundary adjustments for Lewisville, Lakeland and Degan Elementary schools, which will absorb Creekside’s 373 students . • Garden Ridge Elementary’s closure will impact Donald Elementary STEM Academy and Forest Vista Elementary, which will absorb the cam- pus’s 323 students . • The 378 students at Highland Village Elemen- tary will be rezoned to McAuliffe Elementary and Heritage Elementary. • The 504 students attending Polser Elementary STEM Academy will combine with Hebron Valley Elementary, which will become the new STEM academy.

thought for keeping our schools open, which we believed were really compelling,” Natt said. “In the end, [the board] was not transparent enough, we did all this work and its devastating for us and our students.” Going forward The district will begin the process of transfer- ring students and staff over the next year, with changes set to take effect in the 2025-26 school year. With the closure of Polser, the district will begin the STEM Academy certification process for Hebron Valley Elementary beginning next year, officials said.
Transfer students currently attending affected schools will be allotted a space at the school they were originally zoned for, but the district will consider further transfer requests, officials said. The board adopted a $4.51 million budget shortfall for the fiscal year 2024-25. Enrollment decline was one factor that precipitated discus- sions on school closures and prompted the board to forgo staff raises for the FY 2024-25 school. What they’re saying Garden Ridge Elementary parent Katy Natt said she would have liked to see more transparency in the decision to close schools. “Parents of the community have poured their heart and soul into giving the board food for

CISD board hears 2023 bond project updates Progress has been made on several Coppell ISD projects included in the 2023 bond package. Bond Project Manager Sid Grant provided updates to the school board at the Nov. 18 meet- ing, including details on the Coppell High School fine arts building and tennis center projects. The details In April, the board approved a maximum price of $18.6 million for the fine arts building and $5.5 million for the tennis center. The 46,593-square-foot fine arts building will feature dressing rooms for band, choir, color guard, dancing and cheerleading as well as a dance and cheer gymnasium that will double as a storm shelter. Once students move into the new building, the district will begin creating a career and technical education center in the vacated space at the high
LISD staff to receive one-time payment The Lewisville ISD school board approved a $1,000 one-time payment for all staff at the Nov. 11 meeting. What you need to know After a Nov. 4 workshop, the adminis- tration decided to increase the one-time payment to $1,000 in lieu of a percentage raise. According to documents, a 1% raise would have equated to a $665 increase per staff member. The one-time payments are estimated to cost $6.7 million, per district documents. “This is the very least that we can do for our staff members,” trustee Staci Barker said. The payment will be dispersed to staff by no later than Dec. 31, according to district documents.

When conversations of school closures sparked this summer, the board approved a postponement of elementary bond projects at Pinkerton, Lake- side and Town Center elementaries, Grant said. Now that discussions are complete, district staff will resume these projects aside from Pinkerton.

Silver Line testing to begin in Coppell Preliminary track testing could begin in December, but DART officials won’t test vehicles on the Coppell portion until January, Project Communications Manager Mario Zavala said. The details During testing, crews will assess the track validity to ensure it can handle specific speeds as well as examine the track sections and check traffic signals and railroad cross- ing mechanisms functionality, Zavala said. Additional testing with vehicles running on the track will then occur. The Silver Line rail features ten stations, including one in Cypress Waters. The station is about 75% constructed, and Zavala said he anticipates completion in 2025.
Lewisville permanently closes Kia Drive to through traffic All but a private drive portion of Kia Drive is per- manently closed, according to a city news release. The overview The road was used for through traffic between the I-35E service road and East Southwest Park- way, next to Glory Park/Parque La Gloria at 301 E. Southwest Parkway. According to the release, the closure is neces- sary to address safety concerns for pedestrians, cyclists and families using the park. Access to the DriveTime facility will still be per- mitted using the private driveway portion of Kia Drive coming off the I-35E service road, however, motorists will no longer be able to drive all the way through from I-35E to Southwest Parkway.

Motorists on Southwest Parkway will still have access to the I-35E service road by driving south to the Corporate Drive interchange. “With the closure of the private drive, the city aims to create a safer, more accessible environ- ment for everyone to explore and enjoy the park without the risk of traffic hazards,” officials said in the release. The closure of parts of Kia Drive was made official at the end of October.

Lewisville’s West College Street will soon get a makeover once construction starts in 2025. What’s happening? Dallas-based Axis Contracting, Inc. is oversee- ing the project which includes new street paving, sidewalk improvements, new public utilities and landscaped bumpouts along the street. Axis will also add back-in parking on Mill Street across from Whatley Avenue.
Construction is expected to start in early 2025 after a community meeting, which is expected to be held with residents and the contracting company in January. Construction is anticipated to last one year, according to the city’s website. The details The $5.64 million project is funded by a combi- nation of city bonds, stormwater funds and grant funds, according to the city website.

Construction of the $11.5 million fire station at 157 S. Moore Road is nearly half complete, Fire Chief Kevin Richardson said. The station will be the fifth for the city and its central location will allow for better coverage and increased response times as call volumes increase yearly, Richardson said. The additional fire station could also reduce insurance rates for homeowners. While the new station will be a valuable tool for recruiting new fire candidates, Richardson said there are no plans to hire more personnel. “I’m excited that our community supports our public safety efforts so that we can get out there and provide them high-level service,” he said.
The 30-year old service center houses the Community Experiences Park Operations division, along with Special Events, Community Programs, Special Projects, and administrative teams. The South Coppell Road site will provide additional meeting, work and storage space, and will feature improved locker rooms for staff, Community Experiences Director Jessica Carpenter said in an email. Plans entail constructing additional parking and a new 9,052-square-foot building that will house the departments’ office staff and include a training space for all city staff use, Garza said. The parking lot expansion was completed the first week of December. Afterward, construc- tion of the new building and renovation of the existing service center is anticipated to take about 16 months. The new center will also feature space for collaboration between public works and community members, Garza said.

The three projects are funded by a $53.5 million bond package, which the council approved in May. The bonds were then sold in August, said Kim Tiehen, director of strategic financial engagement, in an email. The bond allocated around $12 million each for the fire station and service center, respectively, with the Royal Lane project expected to cost $24 million, according to district documents. The principal and interest for the bonds are repaid with the interest and sinking portion of the city tax rate, Tiehen said. The principal and interest due during fiscal year 2025 is approximately $8.5 million. When issuing the recent bond, city staff maintained the current tax rate. The bonds were to be issued in 2023 and were delayed until 2024 to meet this objective, Tiehen said. Officials plan to repay the bond debt by 2044 at an interest rate of 3.782%.

Coppell Senior and Community Center promotes healthy aging Not willing to stymie the popularity of senior programs, the city of Coppell opened the Coppell Senior and Community Center in 2019. What they oer A myriad of programs and learning opportu- nities ll the center’s schedule including tness classes, health and wellness classes, monthly local trips, and monthly special events. David Ruiz, Coppell Senior and Community Center customer experience supervisor, said the center’s Indepen- dence Day lunch, holiday lunch and Mother’s Day Tea Party are their most popular events. Fitness classes are taught by city tness instruc- tors, while educational and social classes are taught by volunteers, sta or educational sponsors. All members are welcome to attend these classes. Who it’s for Anyone over the age of 50 can become a mem- ber. Membership rates are $10 a year for Coppell residents and non-residents pay $20 a year. Fitness classes are included with membership. A small fee is charged for trips and special programs. Going forward Ruiz said the one-year goal for the center is to explore additional recreational opportunities. A ve-year goal is to continue to adapt with the 50 years old and older demographic. “We want to stay relevant and ensure that we’re providing programs that are desired in the community,” Ruiz said.
