Manvel to adjust protocol following death of dog at shelter
After a dog died in the care of the Manvel Ani- mal Shelter earlier this year, officials are discussing plans to revamp the shelter’s protocols to ensure they don’t have a repeat incident. The full story In mid-May, city officials picked up a pair of bulldogs in the Rodeo Palms area, Police Chief Keith Traylor said. In the middle of the night, officials found one of the dogs deceased. As it stands, Traylor said an investigation is going on to determine what went wrong and what the shelter can do to prevent future deaths. “When you have an incident like this, it triggers reviews,” he said. “How can we do things better? Did we do anything wrong?” Manvel has kept an animal shelter since 2023, Traylor said. This is the facility’s first dog death. Manvel’s animal shelter, which is located in the police department, is meant to hold an animal for up to 72 hours, Traylor said. The animal is then
transferred out to one of the city’s partners, such as the Alvin Adoption Center. Diving in deeper Among the various protocols for the shelter, Traylor said officials are looking at how to docu- ment things better, such as keeping closer track of when kennels are cleaned or last checked on. Typically, officers are required to walk and check on the animals’ welfare before they go on duty. In this incident, officers waited until the rush of the day subsided to check on the bulldog, Traylor said. Going further, the shelter is looking to be more cognizant of certain breeds of dogs and the heat. Stay tuned Traylor said he will debrief the public on the investigation once it is completed. “If we did do something wrong, we’re going to take accountability,” he said.

Drones—not police oficers—could soon be the irst to respond on a scene following 911 calls made in Friendswood. The Friendswood Police Department will launch its drone irst responder program— where drones will be dispatched to arrive on the scene before oficers—in late 2025, Chief of Police Josh Rogers said. The department has used drones since 2019 in more limited capacities. For example, oficers could request a drone from the scene if needed or reconstruct accident scenes, according to the department’s quarterly newsletter, On Patrol. Oficers will operate the drones from three launch locations, including the public safety building at 1600 Whitaker Drive, Friendswood, and two other yet-to-be- determined locations, allowing the drones to get to anywhere in the city’s 21.2 square miles in about 60-90 seconds, Rogers said. The Federal Aviation Administration approved waivers for the department to y the drones up to two miles from their starting point, according to the newsletter. “We’d be able to launch [the drone] from here, someone’s manning it [and] seeing what’s going on,” Muir said. “You’re there in 30 seconds and [get] a bird’s eye view of the scene.” Rogers said the drones will not be used for general surveillance but may be used to observe suspects when serving a high-risk warrant. However, drones could be used to monitor large public events, such as Fourth of July celebrations, Muir said. The department has nine drones, but when the drone rst responder program goes into eect, it will have a eet of 10 drones, Muir said, with 12 ocers trained to pilot the drones. Each drone is outtted with cameras with zoom and thermal imaging capabilities, Muir said. Each costs between $10,000-$30,000 , Rogers said, and the program is expected to cost $11,000 annually. The drones are battery-operated, but he said one of the drones has the ability to y 24/7 because it is always powered by a generator. “The way we’ve distributed our pilots is we have 24/7 coverage,” Muir said. “Every shift, every day, every hour of the day has someone on the table to be able to y. ... We want to be able to respond as needed with the tools we have.”
Because the drones arrive rst, Multimedia Communications Specialist Taylor McCombs said they will be able to provide dispatch and respond- ing ocers with a live video feed of the area, which helps keep the ocers safer and gives them a better, earlier assessment of what’s happening on the scene. Sgt. Scott Muir said said he hopes having the drones capture on-the-ground realities will better protect ocers and help them better understand how to deploy resources in time-sensitive situa- tions, like clearing a scene of a car accident—a task that can take up to several hours and potentially longer if there’s a fatality where evidence needs to be gathered. Currently, the department’s response time for nonemergency calls is less than seven minutes. This compares to the national average of 10 min- utes, according to the National Police Association’s website. “The exciting part is just being able to get there a little bit quicker and probably solve some issues that we weren’t able to solve until we were physically on scene,” Rogers said.

Independence Park in Pearland could get new lake
Friendswood reduces solicitor sale hours Door-to-door salesmen doing business in Friendswood will have to cease operations after 7 p.m. or sunset, whichever comes first. The details Friendswood City Council approved an ordinance Aug. 4 aimed at changing the hours of operation within which solicitors can do business in Friendswood. The move follows concerns for safety risks at night, crime and concerns over noise disturbances, documents show.
City developers could build a lake in Pearland’s Independence Park in 2026. What you need to know Pearland City Council voted unanimously at its July 28 meeting to apply for a Texas Parks and Wildlife Department Local Parks Grant to build a 5.6-acre lake at Independence Park. The project is estimated to cost $750,000. The grant would require a 50% match from the city, which could total around $375,000, according to city documents. City documents state Pearland lacks “an acces- sible and inclusive space for on-water experiences and peaceful outdoor retreat.” Looking ahead The application for the project was due to the TPWD on Aug. 1, according to city documents. TPWD will announce grant winners in January. Construction on the lake would start in November 2026 and is expected to be completed by March

Water study’s second phase moves forward The second phase of developing a flood mitigation plan for the Lower Clear Creek and Dickinson Bayou watersheds near Friendswood and League City has received approval to move forward from the U.S. Army Corps of Engineers. In a nutshell A delegation of city and county officials traveled to Washington D.C. in June to seek formal approval from the USACE. In 2022, League City and Galveston County coordinated with more than a dozen local entities to complete Phase 1, which included a number of small and large projects. The background The study stemmed from flooding in the area caused by Hurricane Harvey.
Manvel OKs zoning change for medical clinic Manvel City Council voted 7-0 at its Aug. 4 meeting to approve the second and final reading of a zoning change that will allow for the develop- ment of a new medical clinic in town. The gist The 0.55-acre vacant lot is located at 19200 Morris Ave., along the south side of Hwy. 6. It was rezoned from light commercial to the same designation with a specific-use permit. The item was approved with several conditions, including the hours of operation, requirements for the project’s site plan and landscaping, among others. According to city documents, property owner Charles Huang plans to develop the site into Manvel Medical Clinic, offering family medicine, preventative care, ultrasound imaging and allergy testing, among other services.

The clinic would be part of a broader network with existing locations across the Greater Houston area, including in Conroe, Humble and Kingwood. How we got here The project dates back to April when the developer met with the city to discuss the project, according to city documents. In July, the city’s Planning, Development and Zoning Commission recommended unanimously that council approve the project, documents show. Later that same month, City Council approved the first reading of the ordinance unanimously at its July 21 meeting.

Pearland is looking to upgrade its sidewalks. Long story short Sidewalk repairs have long been on the city’s radar. In May 2023, Pearland voters approved a $181.4 million bond, which included $26.1 million for street, bridge and sidewalk improvements, Community Impact previously reported. In February 2024, Mayor Kevin Cole requested that Pearland City Council discuss the city’s progress on sidewalk and street maintenance and create a plan to address the city’s aging roads. About the projects The city is considering a proposed fiscal year 2026-2030 Capital Improvement Plan that includes more than $15 million to address concrete side- walk gaps and replacements. Brazoria County Alliance for Children provides services to abuse victims Brazoria County Alliance for Children is a child advocacy center that has been providing free services to children and families of children who have been aected by abuse since 2004. The history BCAC was created as a response to poor industry practices, including excessive interviews, poor communication and the development of physical evidence, according to its website. Today, BCAC works with children ages 1-17 and adults with intellectual or developmental disabil- ities who have been victims of abuse. The center teams up with the therapists and community agencies to give children the help they need, BCAC Executive Director Kristi Hawkins said. The details According to the National Children’s Alliance, more than 1 billion children globally are esti- mated to be victims of sexual violence. “We want the families and children to know that even though this is something they’ve experi- enced, it doesn’t dene them,” Hawkins said. BCAC worked with 1,462 children in 2024. A majority of those kids, 66%, come in because of sexual abuse allegations, Hawkins said. The organization has two dedicated counselors who work year-round. “There’s so many kids and families that need the trauma-focused counseling,” Hawkins said. “Hon- estly, my advocates, they’re getting a bit burnt out because their caseloads are high,” Hawkins said.

Manvel City Council approves Meridiana expansion Manvel City Council approved a new phase of the Meridiana master-planned community at its July 7 meeting. What you need to know The council unanimously approved the next Meridiana master- planned community
Friendswood annexes land to extend park Friendswood City Council on July 7 voted to annex 1.3 acres of land near Lake Friend- swood and could annex more to extend Lake Friendswood Park on the city’s east side. What you need to know City Council also approved a measure authorizing City Manager Morad Kabiri to begin acquiring an additional 5.4 acres at the southeast corner of the lake. The city is considering options for pur- chase, dedication or eminent domain.
Pearland to replace 6.4 miles of water lines in Green Tee area Pearland will replace 6.4 miles of aging transit water lines in the city’s Green Tee neighborhood. What happened Pearland City Council voted unanimously at its July 14 meeting to award a $2.8 million con- struction contract to Underground Construction Solutions to replace 6.4 miles of aging transit water lines. The project comes nearly a year after Green Tee Bridge, which is in the area, was fully replaced, Community Impact previously reported. The bridge reopened in November. The impact The project will replace existing transit pipes, which are 35-50 years old, to improve water flow
Pearland OKs $7M in water projects Pearland’s water infrastructure received major funding from the city to make key improvements to help ensure the city complies with state regulators. What you need to know Pearland City Council voted to award roughly $7.3 million in water infrastructure improvements at its July 14 meeting. The projects cover a wide variety of upgrades and will help the city meet state standards and increasing demand. Some of the projects could take around a year or more to complete, documents show. In 2023, Texas Commission on Environ- mental Quality identified eight violations at Pearland water facilities for inadequate chemical containment and weather protec- tion, city documents show.

During a June 2 public hearing, three city residents said they were concerned over potential traffic and drainage issues, Community Impact previously reported. City officials cited a traffic analysis from May that showed the development would not significantly impact traffic at nearby intersections. Drainage plans have also been submitted and will be reviewed during the platting process. Mathew Lawson, developer and president of Rise Communities, which is building out Meridi- ana, addressed those concerns at the July meeting.

Officials said the roadway and homes in the area will be accessible, with one-lane road closures taking place as needed. Looking ahead The construction is scheduled to begin in August and is expected to be completed by May 2027, according to the agenda documents.
He said the project exceeds required detention capacity and incorporates connected stormwater ponds for upstream and downstream protection. What’s next? The approval allows the development team to proceed with construction and infrastructure design. However, officials did not give a specific timeline for when the groundbreaking might take place.

Brazoria County sees increase in food-insecure population
More than 50,000 people across Brazoria County are facing food insecurity, according to a May report from Feeding America, a nationwide network of food banks and programs. By the numbers Feeding America’s annual Map the Meal Gap study provides estimates of local food insecurity and food costs for every county and congressional district, according to the report. In 2023—the latest year for which data are avail- able—the food insecurity rate in Brazoria County stood at 14.2%, with more than 54,000 individuals struggling to nd adequate access to food. The percentage represents a slight increase from the previous year’s rate of 12.9%, data shows. In Galveston County, approximately 16.4% of the population struggled with food insecurity in 2023, up from 15.1% the previous year. Between 2019 and 2023, the number of food-insecure individuals in the county increased by more than 10,000, according to the study. As dened in the report, food insecurity occurs when a household cannot access enough food due to lack of money or other resources. Those counted as being food-insecure are the individuals who live in a food-insecure household. “This year’s study shows we still have work to do in creating a future where every child has access to the meals they need,” Melanie Hall, chief research and innovation ocer for Feeding America, said in the report. The local impact The food pantry at Pearland Neighborhood Cen- ter, a multiservice center in Pearland, has seen an estimated increase of 100 families per week in the
last six months, PNC Executive Director Deborah Rubestello said. “We’re actually seeing a lot of new people that are coming in for food, whether it’s job loss or health reasons or just the fact that the cost of living has gone up dramatically,” Rubestello said. Demand for food also increases during the summer months because children are no longer receiving free or reduced-price lunch at school, Rubestello said. On the supply side, increased food prices have put a strain on PNC’s resources. “We get food through the Houston Food Bank, and when the Houston Food Bank is low on food, then we’re low on food,” she said. “Even for us to go buy food to ll the pantry, with the prices being at an increase, that’s less food that we can purchase, which is less that you can give out.” The big picture As previously reported by Community Impact , President Donald Trump’s budget reconciliation bill, titled the One Big Beautiful Bill Act of 2025, was signed into law on July 4. The bill calls for cutting about $186 billion by 2034 from the Supplemental Nutrition Assistance Program. SNAP is a program that provides food benets to low-income families to supplement their grocery budget to aord essential foods. Currently, SNAP requires most people ages 16 to 59 to follow work rules, meaning a person must be working or partici- pating in a work program at least 20 hours per week, according to Texas Health and Human Services. Many individuals struggling with access to food may not qualify for SNAP benets. The study esti- mated that more than half of food-insecure people in Brazoria County in 2023 were not eligible.
