TOWNSHIP Talk FROM THE BOARDROOM The Woodlands Township Board of Directors met in January to discuss key community initiatives, approve agreements and receive updates on financial performance, infrastructure projects and public safety efforts. Proclamations honored Gil Staley for his 20 years of service as CEO of The Woodlands Area Economic Development Partnership and designated January 25 as the 49th anniversary of The Woodlands Arbor Day. Reports were presented on law enforcement efforts, wildfire preparedness and ongoing infrastructure projects. The Board received an update on the expansion of Kuykendahl Road, a Montgomery County project aimed at alleviating congestion through widening and improved intersections. Construction progress on Fire Station 5 and the Emergency Training Center was also reviewed, with enhancements expected to improve firefighter training and emergency response. A financial report showed Township revenue at $129 million, exceeding budget projections by $1.6 million. Higher-than-expected hotel occupancy tax collections reached a record-breaking $10.3 million and mixed beverage tax revenue was 23% over budget. Sales tax collections totaled $73.8 million, slightly below projections but still reflecting growth over the previous year. Hurricane Beryl recovery costs impacted expenditures, though the Township remained $3.7 million under budget overall. Infrastructure projects included the approval to develop construction drawings for landscaping improvements along SH 242, an extension of the construction access agreement for The Woodlands Waterway and new programmable lighting for the Waterway Avenue Bridge. Routine items such as insurance renewals and administrative reports were also approved. Residents are encouraged to attend Board meetings, typically held on the third Thursday and fourth Wednesday of each month. Feb. 28: On Go Texan Day, the unocial kicko of the HLSR, the Houston community is invited to celebrate Western heritage to raise awareness of Rodeo season. March 1: The Rodeo Run precedes the Downtown Rodeo Parade and kicks o with a wheelchair race, followed by a 5K and 10K. The parade will feature decorative oats with thousands of men and women on horseback as well as marching bands.

Held from March 4-23, the HLSR will show- case a livestock show, a horse show, auctions, a carnival and carnival food. Attendees can purchase single-day carnival admission, season tickets or performance tickets. Carnival admission is included with the purchase of an NRG Park admission ticket or a rodeo and concert ticket, per the website. Concert attendees can select from 20 perfor- mances with performers, such as Luke Bryan and Post Malone, which were announced Jan. 9. Grounds tickets are $21 online and include admission to NRG Park but do not allow entrance into NRG Stadium for the rodeo and concert performances. Carnival admission is included with the purchase of a grounds ticket; however, carnival tickets must be purchased separately and are $1.25 each. Most rides require three to eight

Montgomery County to pursue $480M road bond in May

Deitz said once the bond election is called commissioners can not advocate for or against the bond initiative. Mark Mooney, a senior project engineer with LJA Engineering and former Mont- gomery County engineer, said the rm will work with commissioners to set public workshop dates in each precinct to conduct outreach initiatives ahead of the May 3 election. “We’ve got three and a half months before the election actually occurs, and there’s a lot of information materials that [the county] will likely provide over that period of time and discuss with the voters what impact this is going to have on the taxes, because they’re all going to be asked,” Deitz said on Jan. 31. Commissioners previously discussed including some infrastructure projects such as a new animal shelter on a bond issue in 2024. However, County Judge Mark Keough said infrastructure projects were no longer on the table for a May bond elec- tion to allow the county to focus on road needs.

Montgomery County commissioners unanimously agreed Feb. 11 to pursue a $480 million road bond in May—the rst bond initiative the county has put forth since 2015. During a special workshop on Jan. 31, commissioners received information from the county’s bond nancial advisor John Robuck and bond counsel Marcus Deitz, who outlined three options for a May bond initiative. The presentation included options for no tax rate impact, a $0.005 tax rate increase and a $0.01 tax rate increase. Commissioners agreed to pursue the $480 million bond scenario ocially on Feb. 11, which would have no impact on the county’s debt service tax rate if it is approved by voters May 3.

Council positions open in 2 cities Two local cities could see elections in May if the city council positions open are contested. The filing deadline for both Oak Ridge North and Shenandoah city council posi- tions for the May 3 election was Feb. 14, after press time. What to know The May election will be for terms for council positions 2, 3 and 4 in Shenandoah, and positions 2, 4 and 5 in Oak Ridge North. In Shenandoah, Joe Summerlin was recently appointed Nov. 13 as council member for Position 2 after former council member Ted Fletcher resigned from his position, as previously reported by Community Impact . If all positions are unopposed, the cities will have the option to cancel the elections.

Hwy. 242 median concept design approved The Woodlands Township board of directors approved a concept design Jan. 16 for the Hwy. 242 median being constructed by the Texas Depart- ment of Transportation for $700,000 as part of a traffic flow enhancement project. The context The median design is part of a number of lane improvements along the 4.36-mile stretch of Hwy. 242 from I-45 to FM 1488 by TxDOT such as widening and restriping. John McGowan, the township’s director of parks and recreation, said the new medians would include foliage shared across all township entry signs and medians. TxDOT will fund the landscaping and median construction as part of the agreement made with the township in 2022, which only required the township to cover the cost of a conceptual design. According to contract documents between the County terminates library director Montgomery County on Jan. 29 officially terminated Rhea Young, who served as executive director over the Montgomery County Memorial Library System, following concerns from the public voiced at Com- missioners Court meetings regarding the availability of “conservative literature.” What you need to know Montgomery County commissioners voted 4-1 on Feb. 11 to affirm the termination after Young and a number of residents petitioned for her reinstatement. The Woodlands outlines 2025 legislative priorities As the Texas Legislature proceeds with its 89th session, The Woodlands Township board of direc- tors is looking to amend its enabling legislation in an effort to allow the township greater autonomy as a special-purpose district. What you need to know Director of Intergovernmental Affairs Todd Stephens presented two priorities to the township board on Jan. 22 for lobbying firm Williams Public Affairs to focus on during the legislative session, both of which aim to amend the township’s enabling legislation. Meet Montgomery County Precinct 3 Commissioner Wheeler Montgomery County Precinct 3 Commissioner Ritch Wheeler sat down with Community Impact on Jan. 24 to discuss the future of Precinct 3 and what priorities he has for the next four years. Answers have been edited for length and clarity. When it comes to the operations of the Precinct 3 Commissioner’s Oce, are there any particular areas you want to grow or expand over the next four years? I haven’t identied any areas yet that we need to grow the oce, per se. What I will say is we know that The Woodlands is 50 years old. I mean, we just celebrated a birthday, and we know that Imperial Oaks and Benders Landing and Spring Trails and Harmony and Woodson’s Reserve and Oak Ridge North, Shenandoah, all of those other areas in the precinct outside of The Woodlands, while they may not be, at least not all of them, as old, they have their own infrastructure needs as well. So what we’ve got to balance is where do we need new infrastructure to help mitigate some of the congestion that these folks are dealing with? Then where do we need to go back and start replacing existing infrastructure? Because [Precinct 3] is just aging, we’re 50 years old, and at some point you

have got to start looking at replacing stu. What needs have you identied for a potential road bond in 2025? Intersection improvements, signalization improvements, ... but then we know we have some infrastructure needs in other areas that are going to help move trac. That’s new infrastructure. That’s I’ll give you a couple of examples, for instance, Rayford Road and [the Grand Parkway] at Rayford Road, 99 at Birnham Woods ... neither one of those have a dedicated right-hand turn lane. We’re going to look real hard at Robinson Road in Oak Ridge North, and can we help with the project that Oak Ridge North is doing at the Robinson Road and Hanna [Road] intersection? Is there a way that we can help with storage and maybe even extend- ing some of those improvements to help move trac through that area better? I think the big one is, can we take Townsen Boulevard from Rayford Road north to [the Grand Parkway]. That’s a big endeavor, but ... for those folks that live along Rayford Road, they only have one way in and one way out, and so it’s not safe if we have a natural disaster of some sort where they get bottled in, we can’t get rst responders down there. We

can’t get re trucks, ambulances—they can’t get out, because that’s their only access. What should Precinct 3 residents expect from the oce going forward? What they need to know about this oce going forward is we’re going to have a culture shift. So, we as an executive team, have really tried to put the message out, not only internally, but externally, that we’re here, we’re open, we’re open for busi- ness, we’re available. We want to hear from people. We want to collab- orate with them. We’re going to be as transparent as possible with new projects coming online so that we can get feedback, and so really, what we want people to know is that we’re open, we’re open and we’re available, and we’re going to have a culture shift to be more collaborative with the community.
