Lewisville outlines almost $100M in park projects
Planting for the future

In 2018, 60% of Lewisville residents lived within a 10-minute walk of a park. In 2025, that number increased to 85%. By 2035, that number could be 100%. To accomplish this, the city adopted the healthy infrastructure plan in 2023 which will guide the addition of over 250 acres of parkland and 51 miles of trails in addition to planting trees and renovat- ing existing spaces, Lewisville Parks and Recreation Director Stacie Anaya said. In May 2024, voters approved a $263 million bond, with $98.8 million for parks and trails. Bond funds from the 2024 bond will be allocated toward renovations at Lewisville’s core green spaces, which includes Lake Park, East Hill Park and Lewisville Lake Environmental Learning Area nature preserve, a 2,600-acre wilderness park. “All things should lead to the green centerpiece and we should extend that green centerpiece to everybody’s front door,” Anaya said.

Some schoolyards in Lewisville will continue being open to the public outside of school hours after city and school district officials renewed an interlocal agreement in December 2024. In a nutshell Under the agreement, 11 public school parks will be open to the public during non-school hours and times. The renewal terms included two additional school parks and Queen Margaret Park, and extended the agreement to 2041, according to a December 2024 Lewisville City Council agenda. The expansion means 4,457 more Lewisville residents, about a 2% increase, live within a 10-min- ute walk to a park, according to the agenda. Long story short The school parks are accessible to the public from 6:30 p.m. to dusk during weekdays while school is in session, according to Lewisville’s website. They are open from dawn to dusk on Saturday, Sunday and
any other day school is not in session.
Lewisville ISD’s board of trustees approved the agreement extension during a November meeting, fol- lowed by Lewisville City Council’s approval last month. Under the agreement, LISD is committed to build a playground and other recreational equipment at Hedrick Middle School. The city is committed to replacing Queen Margaret Park’s playground. Officials anticipate both projects will be complete by December 2025, according to the council agenda. Queen Margaret Park was also added to the agreement in order to formalize the school district’s use of the park. Though Queen Margaret Park is owned by the city, it has historically been used by Castle Hills Ele- mentary, according to the council agenda. Included in the renewal are expectations for maintenance responsibilities by both parties at Queen Margaret Park.

Denton County to pay into Lewisville TIRZ Lewisville City Council members approved an agreement with the county for its participation in Tax Increment Reinvestment Zone No. 4 during a Dec. 16 meeting. All funds will be used for improvements to Lewisville Lake Park and the surrounding area, according to a staff memo. Breaking it down The zone was established in 2019 and encom- passes more than 276 acres. Under the agreement, Denton County will allo- cate 80% of taxes collected on increased prop- erty values for financing public improvements. The city of Lewisville already allocates 80% of taxes to public improvements in the area. The agreement runs through December 2040 when TIRZ No. 4 is expected to expire, according
Coppell trash fees to increase in 2025 Trash collection fees for Coppell residents and businesses are expected to increase 3% in 2025 as part of the city’s agreement with Republic Services. In a nutshell The fees were amended during a Dec. 10 Coppell City Council meeting. The increases took effect Jan. 1 for residents and busi- nesses, according to a staff memo. Residential fees will increase from $19.33 per month to $19.91 per month. Senior residential fees will increase from $17.39 per month to $17.92 per month. The fee paid by a business is determined by the size of its container and how often trash is collected.

Progress continues on LISD bond projects Lewisville ISD’s board of trustees approved engineering selections and guar- anteed maximum prices for several bond projects during a December meeting. The $1 billion bond in 2023 funds technol- ogy upgrades and life cycle improvements at various campuses. The $101.8 million bond in 2024 funds maintenance, repairs and renovations at various facilities. The details Out of the 2023 bond, Degan Elementary is set to receive a playground equipment replacement, which has a cost of $639,730. The bond also outlined nearly $2.64 million for pavement replacement at Degan that will take place in the 2025 and 2026 summers. Trustees also approved the $1.5 million pur- chase of teacher iPads with protective cases.
Coppell ISD enrollment could drop by almost 2K students in 10 years Projections indicate Coppell ISD enrollment could dip by 1,970 students by the 2034-35 school year. The decline is due to limited future development and housing options for families with children and an over 300-student disparity between the 2024-25 graduating class and the 2024-25 kindergarten class, Zonda Education demographer Rocky Gardiner said. What to know CISD enrollment for the 2024-25 school year was 13,209 and could fall to 13,049 by next year, Gardiner said. In recent years, demographers have seen a shift toward homeschooling and private schools that are also contributing to enrollment decline, he added. Using the state funding formula at $6,160 per student, the projected 1,970-student decline would result in a funding loss of over $12 million.

Going forward Staff are also working on a boundary adjustment and rezoning plan as a result of Pinkerton Ele- mentary’s closure and the consolidation of school programs, Superintendent Brad Hunt said. The board will consider approval of rezoning plans by Feb. 24 and the decisions will take effect in the 2025-26 school year.

Lewisville to bid King Arthur Boulevard project in spring 2025
Lewisville city staff are looking to make traffic calming improvements along King Arthur Boule- vard in the Castle Hills area. The street has a history of speeding concerns, according to November presentation documents. The current speed limit is 25 miles per hour, however, the majority of people are driving faster than that, per the presentation. The details Traffic calming measures consist of horizontal and vertical obstructions, lane narrowing, tree- lined medians and other features to produce slower speeds, according to the presentation. City staff have allocated $650,000 for the project, but it could exceed that amount as staff are considering Americans with Disabilities Act compliance issues that may increase the project scope, Senior Traffic Engineer Sirwan Shahooei said in an email.
Zooming in According to the presentation, the city has added signage since the 2021 Castle Hills annex- ation and has performed targeted enforcement. The city does not use speed humps or speed tables due to negative affects to emergency response times as well as other unintended consequences. Mitigation efforts could include the following: • Bump-outs • Lane narrowing by moving curbs • Parking bays and bike lanes • Painted crosswalks • Traffic control devices • Medians • Traffic circles/roundabouts According to presentation documents, the project includes adding bike lanes on either side of King Arthur Boulevard from Old Denton Tap Road

County program links residents to mental health providers
Denton County Public Health’s Links program, which aims to reduce barriers for Denton County residents to access mental health providers and is free for residents, engaged with over 400 individ- uals in 2024. The Denton County program launched in August 2023 in response to a United Way of Denton County survey, which found that 20% of Denton County residents experienced a mental health crisis, Healthcare Program Access Coordinator Isabel Rodriguez said. How it works Individuals can reach out to a mental health navigator during normal business hours Monday through Friday, or online any time, Rodriguez said. Navigators connect with individuals to gure out what services or referrals are needed, but the program is not a crisis helpline. Mental Health Navigator Rachel Herrera said care navigators ask about potential barriers, such
as a lack of insurance or nancial constraints, when seeking care. Rodriguez said that the program is condential, unless reporting is required by law, such as in the case of child or elder abuse. The program is available in both English and Spanish. “I work a lot with our Spanish-speaking commu- nity members, and I understand the stigma that comes with mental health,” said Mental Health Navigator April Hernandez. Zooming in Once a referral is made, care navigators will reconnect with referred individuals about two weeks after the initial call to ensure that they were able to connect with a mental healthcare provider. Herrera said another follow-up takes place about three months after the fact to check in on referrals. “We are having really good feedback from the people reaching out, because they’re saying that their well being has improved,” Herrera said.

What’s happening?
Lewisville park land The neighborhood focus areas are regions where the city is targeting land acquisition, tree planting and possible parks. Addressing these areas will help the city hit its goal of bringing all residents within a 10-minute walk of a park by 2035.
The city renewed an agreement with Lewisville ISD in December for public access to 10 school parks. The agreement includes an 11th park, which will be built at Hendrick Middle School. The agreement increased the number of residents 10 minutes away from a park from 83% to 85% without the need for new construction. Agreements like this can help the city bridge the last 15%, which will be challenging since Lewisville is around 90% built out, Anaya said. In the summer, the city opened Glory Park after ve years of work and closed o Kia Drive in October to stop through trac, ensuring safety for parkgoers. The $3 million project contains two playground structures, a tness station and free Wi-Fi, giving internet access to nearby residents, Anaya said. The city planted 80 new trees at Glory Park and will plant more at future park projects where possible, she said. In September, City Council approved a 1-mile extension of Timber Creek trail for $112,000 after previously approving at least $431,000 for design and project management services in 2021. Once complete, the trail will connect with another that runs from Central Park to Corporate Drive. Over $42 million from the 2024 bond is allocated for Lake Park and Vista Ridge Park and Amphitheater redevelopment. Plans include renovating trails, repairing eroded shorelines and stormwater improvements to mitigate ooding, Anaya said. “Sta plan to add re support, beach safety improvements and neighborhood park updates to Lake Park, and an inclusive playground and ball eld at Vista Ridge so kids who might use a wheelchair can play alongside their families,” she said.

Tree planting will be a major initiative when targeting these lower socioeconomic areas and vulnerable populations, which have disparate access to parks, trails and tree coverage, Anaya said. “It’s one thing to have a 10-minute walk to a park, but if it’s too hot to make that walk July through September then what’s the use of it?” she said.
The city has secured design contracts for a trail o of Levee Improvement District between Rockbrook Drive and MacArthur Boulevard, Anaya said. The $3 million trail will use 2024 bond funds and connect apartments in the area with Rockbrook Elementary to oer a safe walking route for nearby residents. The city is targeting work in a park desert triangle made up by Business 121, Sam Rayburn Tollway, and I-35 and similar areas with disparate park access,

disparities between urban and rural areas, Wettengel said. “A lack of green spaces and canopy coverage can increase risk of heat-related heart stress, blood pressure issues and anxiety,” he said. Additionally, tree coverage can reduce tempera- tures by up to 15 degrees compared to tree barren areas while also helping to absorbing pollutants, Wettengel said. A single tree planted on the south or west side of a house can also help a homeowner save 20% on energy costs, per Oncor data.
According to Tree Equity Score, an organization that tracks nationwide canopy coverage, cities with 33% canopy coverage are about 2.6 degrees cooler than the urban area average and cities like Lewisville with around 17% canopy coverage are 2.3 degrees warmer than the average. “Lewisville is a great example of an urban heat island,” said Eric Wettengel, urban forestry manager with Texas Tree Foundation. The city also removes diseased, damaged or dead trees that may pose a risk to surrounding environments, Parks Administrative Analyst Jose Marines said. In some years, the impact of drought and storms can increase tree removal. To combat this, the city partnered with Keep Lewis- ville Beautiful to coordinate planting over the last two years, Marines said.
For its centennial birthday this year, staff plan to plant 2,025 trees of varying sizes, Anaya said. This will include a program called Centennial Grove where 45-gallon trees will be planted in Memorial Park, Lenard L. Woods Park, Railroad Park, Fan Park and Garden Ridge Boulevard medians. Residents can purchase a tree and be memorialized in the celebration, she said. “One of our biggest parts of the urban tree canopy is residential property, so we also want to

Restaurateur opens new Cypress Waters spot While working as a general manager of a restau- rant in Dallas, Miriam Jimenez sometimes elded guest complaints, such as one she received about what the guest perceived as sub-par non-alcoholic beer choices. “I said ‘What would you like to have?’ He told me the brand and I went to buy it for him and gave it to him the next time he came in,” Jimenez said. That customer was Shannon Wynne, co-owner of 8.0 Management, which operates multiple restau- rant concepts including Flying Saucer, Flying Fish, Rodeo Goat and others. The background Jimenez said Wynne knew she was working towards opening a restaurant and he approached her about partnering with him to open Miriam Cocina Latina at a spot in Dallas near Klyde Warren Park. The restaurant opened in 2019.
