Texas adopts first statewide flood plan After ve years of planning and collaboration, Texas ocials adopted the state’s rst-ever roadmap to reduce ood risks Aug. 15. The ood plan nds that over 5 million Texans live or work in ood-prone areas and recommends over $54.5 billion for ood management solutions. What you need to know State lawmakers directed the Texas Water Devel- opment Board to create the ood plan in 2019, in the aftermath of Hurricane Harvey. The plan lays out policy recommendations from the board and 15 regional ood planning groups, including: • Increasing funding for low-water crossing safety • Expanding early warning systems for oods • Enhancing dam and levee safety programs • Creating building and infrastructure standards to reduce fatalities and property damage
“If we have large storms, we’re still going to ood—but if we work properly and proactively, and have appropriate ood plain management practices, we will see less impact.” REEM ZOUN, DIRECTOR OF FLOOD PLANNING, TEXAS WATER DEVELOPMENT BOARD
What’s next In a social media post, Gov. Greg Abbott called the plan “a big achievement for Texas” and said the board’s work would help Texans better prepare for future ooding. TWDB ocials expected to submit the plan to the Texas Legislature by Sept. 1. Lawmakers are expected to consider the plan’s recommendations when drafting the state budget and other policies next year. The board must update the plan every ve years, and Director of Flood Planning Reem Zoun said that process had already begun as of Aug. 15.
