Lake Travis-Westlake businesses faced with challenges of stang, rising rents and ination
When Christopher Haydostian opened R19 Taqueria in Lakeway in October 2021, he was looking forward to pioneering his Cali-Mexican taco brand in the Lakeway community. However, after struggling to main- tain his restaurant amid rising food costs and stang issues, Haydostian closed R19 Taqueria at the end of December, just a year after opening. “I don’t want to deter people from starting a business in Lakeway [or the immediate surrounding areas], but I do want to change how we do things around here, and I want other BY TAYLOR CRIPE & GRACE DICKENS
rise, and houses priced at $750,000 or more comprise nearly three-quar- ters of the entire market, according to November data from the Austin Board of Realtors. As a result of the high cost of living, business owners told Community Impact it is a con- stant battle to hire, and keep, good employees. Julian King, owner of Capriotti’s Sandwich Shop in Bee Cave, said he struggles to nd sta to work the daytime shift. “In order to live out here, you also need to make a very good salary, and CONTINUED ON 30

The challenges Haydostian cited— along with ination, rent rates and labor shortages—are similar to con- cerns plaguing other small-business owners in the Lake Travis and West- lake market as they head into 2023. Each special session focuses on specic topics chosen by the governor and only laws on those topics can be passed.

This is because the state does not charge an income tax. Additionally, local property taxes are used to fund schools, city infrastructure, emer- gency services and more. Multiple bills have been led to eliminate or reduce schools’ mainte- nance and operations taxes, which fund day-to-day operations and employee salaries. Rep. Andrew Murr,
RJunction, led two bills to eliminate the tax. HB 29 would create a joint commit- tee that would deal with the details of eliminating the tax, while HB 38 would increase certain state taxes in place of the local property taxes. Homeowners can also receive homestead exemptions, or a reduction in a portion of the home’s value for tax purposes. A $40,000 reduction is available for each homeowner’s primary residence. HB 40, led by Rep. Erin Zwiener, DDriftwood, would create a homestead exemption for property that is used to harvest rainwater or gray water. HB 144, led by Rep. Diego Bernal, DSan Antonio, would create an exemption for the parent or legal guardian of someone who receives care in their home while waiting on state support.
A month before the Jan. 10 start of the 2023-24 legislative session, Texas lawmakers had led over 1,100 bills. Thousands more are expected to be led, but only some will become laws. Lawmakers have until the 60th day of the session—March 10—to le prospective pieces of legislation. Education funding and property tax relief are two topics of early lings. BEE CAVE Bee Cave’s median age is the youngest among cities in the Lake Travis-Westlake area, coming out to 37.5, almost 10 years younger than the next-closest city, Rollingwood.
LAKEWAY From 2016 to 2021, Lakeway’s population rose 35.2%, compared to 8.82% in Travis County overall. The median household income rose about $30,000 in the same time frame.
ROLLINGWOOD The Rollingwood population went down 17.53% from 2016 to 2021, while the median household income went up almost $40,000. The median age is 46.3.
WEST LAKE HILLS The population of West Lake Hills rose 1.92% from 2016 to 2021. Residents in West Lake Hills have the highest median age of the Lake Travis-Westlake area at 49.4.

The city of Lakeway is looking into how to mitigate the eects of construction on RM 620 when the state eventually widens the roadway from four to six lanes. Part of the preparation includes the creation of an overlay zoning district, which encompasses existing zoned areas to allow for easier attainment of rights to widen the road. There are ve tasks that must be completed for the overlay project to move forward, Lakeway Senior Planner Charlie Sullivan said. The rst of the tasks, to dene the corridor and summarize the physical impacts to existing busi- nesses and driveways, was presented to council Dec. 5. The nal task is to

Progress continues on Loop 360 between Westlake Drive and Cedar Street The rst of the ve Loop 360 projects began in June at the intersections of Westlake Drive and Cedar Street just south of the Pennybacker Bridge. Construction activities for the Loop 360 at Westlake Drive and Cedar Street project include tree excavation, cli cutting, and the digging and installation of various waterlines, said Bradley Wheelis, public information ocer for the Texas Department of Transportation. In the coming months, crews will continue to make cli cuts and construct water lines as part of the drainage system, he said. The drainage system will be necessary for the construction of the northbound and southbound connector roads and shared-use paths. The main focus of the Westlake Drive/ Cedar Street project is improving the intersections by removing trac signals on the Loop 360 main lanes. Construction crews will also add an underpass where the main lanes go under the cross streets, according to TxDOT ocials. The Westlake Drive/ Cedar Street project has four phases and is in Phase 1, which is slated to last through October 2023.
