District board approves $215.23M balanced budget
HIGHLIGHTS TARRANT COUNTY Leaders across North Texas are calling for improvements and expansion to a section of Hwy. 183, which runs along the south end of the Dallas Fort Worth International Airport. RECAPTURE RAISES Grapevine-Colleyville ISD’s 2023-24 budget has a higher projected recapture payment.
GRAPEVINE-COLLEYVILLE ISD The district’s board of trustees approved a balanced budget for fiscal year 2023-24 on July 24. “If we don’t start with a balanced budget, [then] spending will get totally out of control,” Board Member Tammy Nakamura said. The gist: Chief Financial Officer Derick Sibley presented the budget’s components to the trustees. The dis- trict’s budget is split into three pieces. • The general operating fund budget is $215.23 million. • The debt services budget is $49.28 million.
Terms to know: • Recapture, also known as
Robin Hood, is a process that redistributes tax dollars from property-wealthy districts to those deemed property poor by the Texas Education Agency. • Golden pennies are pennies within a district’s maintenance and oper- ations tax bill that are not subject to recapture payments. • Average daily attendance is used to determine the district’s funding per student, which is $6,160 per student, according TEA data.

Council approves fleet replacement
Trinity Metro hires Jordan as new CFO

The background: At a June 6 work session, the draft approved buying 18 new vehicles for $1.37 million— which includes a mix of cars, trucks and SUVs with after-market equipment additions—and selling 15 vehicles for an estimated $226,000. Council then passed it 6-0 at the next meeting.
COLLEYVILLE City Council agreed to purchase 18 vehicles while selling 15 other ones ahead of the start of the fiscal year 2023-24 budget. This was part of the fleet replacement plan that is in the budget.

GRAPEVINE Greg Jordan left his post as the city’s chief financial officer for the same position with Trinity Metro, taking over July 19. According to a news release, Jordan was selected after a nation- wide search. Zooming in: Jordan’s job duties will include innovations in operations, fare collection and long-term funding strategies for the agency. The backstory: Jordan has been with the city of Grapevine since 2015, overseeing risk management and financial operations.
