I had no idea about the business since I was still relatively new to the area, but I kept it in the back of my mind. I did some research and found out about the scooter store that was in Colleyville. Plans were altered for the Grapevine restaurant and bar June 20 during a joint Grapevine Planning and Zoning Commission and City Council meeting. The changes came almost two full years after the initial plans for the location at 440 W. Hwy. 114 were ap- proved by council in July 2021. According to a ling with the Texas Department of Licensing and Regulation, the estimated completion date of the $5 million project is now Dec. 31.

William D. Tate Avenue median work Raised curb medians are being installed to enhance safety on William D. Tate Avenue between Mustang Drive and the frontage road for Hwy. 114. The Texas Department of Transportation project will limit vehi- cles from turning left out of restaurants located on the east side of Mustang Drive. A TxDOT official said crash rates are reduced by 40% after raised medians are constructed, resulting in safer traffic patterns. There will still be turn lanes to reach businesses on both sides of William D. Tate Av- enue as well as room for making U-turns, according to TxDOT officials. During construction the two lanes are reduced to one lane in each direction. The westbound frontage road is reduced to one turn lane as well. Timeline: Summer 2023-fall 2024 Cost: $252,804 Funding source: Texas Department of Transportation

North White Chapel Boulevard, Kirkwood Branch bridge improvements Roadway, bridge, sidewalk and water line improve- ments will be made at North White Chapel Boulevard at Kirkwood Branch. Southlake City Council approved a contract with Rebcon, LLC for construction on June 20. Temporary repairs were made to the bridge after a 2018 storm with the intention of a more robust project happening in the future, according to city documents. Permanent improvements include elevating the cross- ings at Kirkwood Branch and adding sidewalks along North White Chapel Boulevard. Improvements will also be made to the retaining wall, drainage and water line, city documents stated. Timeline: Summer 2023-end of 2024 Cost: $6.9 million Funding source: City of Southlake’s Capital Improvement Program

Colleyville street beautification A couple street medians in Colleyville are getting a makeover with the help of the Texas Department of Transportation. Colleyville City Council approved an agreement with TxDOT on June 6. TxDOT’s Green Rib- bon Program helps fund the planting and establishing of native trees and plants on the state highway system. The projects include the following: A SH 26 at Longwood Drive B Precinct Line Road at LD Lockett Drive The city will be responsible for all design costs and environmental studies as well as any excess costs. Timeline: TBD Cost: A $178,389 B $206,322 for (the city’s partici- pation is estimated at $30,200)

GRAPEVINE-COLLEYVILLE ISD The district’s board of trustees approved a balanced budget for fiscal year 2023-24 on July 24. “If we don’t start with a balanced budget, [then] spending will get totally out of control,” Board Member Tammy Nakamura said. The gist: Chief Financial Officer Derick Sibley presented the budget’s components to the trustees. The dis- trict’s budget is split into three pieces. • The general operating fund budget is $215.23 million. • The debt services budget is $49.28 million.

The options: To balance the budget, Johnson presented possible options to the trustees. • A special legislative session could be held to address school nance. • The board could consider a VATRE, or Voter-Approval Tax Rate Election. A tax rate election is held to ask voters to approve a modi- ed tax rate in order to increase revenue for the district. • The district could sell real estate it owns in 2023-24. • Reduce payroll budget for antici- pated underspending by approxi- mately $2 million to $3 million. • The district could partner with additional sponsorships for facilities. “Even though we’ve got some challenges, I think we’ve come up with some really good solutions that give the board a lot of options as we move forward,” Johnson said.

CARROLL ISD As the 2023-24 school year approaches, Carroll ISD is making its nal analyses for its budget. The overview: David Johnson, CISD assistant superintendent for nancial services, presented a budget update to the board of trustees on July 24. A preliminary budget for the district shows $131.38 million in total revenue, $89.02 million in expenditures and a recapture payment of $37.45 million. Johnson noted legislative bills would have improved school budgets but many did not pass the legislature. “I waited with bated breath to see what would happen in the legislative process and not a lot did,” Johnson said. A closer look: Johnson said there are budgetary assumptions going into the 2023-24 school year. For the district’s net revenue, he said 82% comes from the state

The Grapevine-Colleyville Education Foundation has held two major events each year, but will add an annual campaign drive this fall. It also manages football stadium sponsorships.

Grant Program. The opening of the application process is announced each year during convocation in mid-August. The recipients are awarded their grants in November during campus visits. The foundation has awarded up to $100,000 in some years and last year awarded around $70,000 in grants. Teachers apply for funds to support classroom projects and programs, such as a chicken coop to raise chickens or a robotics program. “That’s why we need to get the word out about our mission. The more money we raise, the more we can give back,” Richards said. A closer look: The foundation will also host its annual golf tournament and silent auction in the spring. Eventually, the foundation will focus its eorts on one big cam- paign each year, Richards said. The

The Grapevine-Colleyville Edu- cation Foundation is celebrating its 25th anniversary of supporting Grapevine-Colleyville ISD teachers and students. The foundation is an independent 501(c)(3) nonprot that generates and distributes resources to support teachers and students through a variety of events. Executive Director Jane Richards said 100% of the funds raised stay within the district. “Our mission is to raise funds to support teachers and students,” Rich- ards said. “We are celebrating our 25th anniversary this year. A lot of people in our community still don’t know about the Education Foundation. One of our goals this year is to get the word out.” The details: Richards said the funds raised by the foundation go back to the district through the Star Teacher

On June 1, Texans for Excellence in Education launched a suite of services for school districts. Texas Association of School Boards (TASB) Texas for Excellence in Education (TEE)

Hava Armstrong, executive director of TEE, told CISD trustees on June 19 that the organization was created in response to the demand for an alternative to the TASB. “Our mission is to provide policies that take politics and social agendas out of the classroom and focus on the education of our students,” she said. TEE did not immediately respond to requests for further comment. The organization began oering several services to school districts, including policy drafting, legal guidance and a templated board book for agendas on June 1, according to a press release. “We believe competition is helpful and will result in lower prices and bet- ter services for all,” Bryan said in a press release announcing TEE’s services. “With TEE, we now have an alternative for our board to consider.” For TEE, Inno-

Bryan did not respond to requests for comment on the board’s decision. Former Trustee Michelle Moore, who chose not to seek another term, gave the lone opposing vote in March. Moore cited concerns about losing information from the Texas Legislature that was provided from the TASB. “We need to make sure that those [policy] resources are available at a competitive price,” Moore said.
