Mike Holley, Montgomery County’s new district attorney, discusses his career, top priorities

to modernize. We are traditional, but we look for things that are innovative that help us do the work the right way. And so, for example, we transition from paper les to paper list les, from CDs or DVDs with video on them to a server with a link. ... We’re using [articial intelligence] in some ways to help us with some of our work. What are some initiatives that your predecessor had that you’re wanting to continue or some new initiatives that you want to introduce? What we’ve done really well is ... we take calls from police at the scene, and we handle those calls from the start, which is unusual. It’s very unusual. In many jurisdictions, a prosecutor won’t get a case until days, weeks, sometimes months after the arrest, and a lot can happen in that time, including the possibility that somebody may have been charged inappropriately. ... We’re going to continue to be very aggressive in the Internet Crimes Against Children world. Unfor- tunately, crime doesn’t stay static either, and the use of computers and the exploitation of children, the people who do that are getting more aggressive. And so we’re responding in kind. And we have built a lab here ... to be able to get into computers, get into cellphones, so ... one of the things that we will do is continue to build that and develop that. I would like to advance the ability for our prosecutors to get into the courtroom and have the visuals they need and the resources they need. ... What are some other big crime challenges in the community? A perpetual problem we’ve had in Montgomery

Mike Holley began serving as Montgomery Coun- ty’s new district attorney in late October, after being appointed by Gov. Greg Abbott on Oct. 29. Holley succeeds former DA Brett Ligon, who resigned from the position in early October to run for Texas Senate District 4—Brandon Crighton’s seat, which he vacated due to being named chancellor and CEO at Texas Tech University. In an interview, Holley discussed his career journey, his top priorities and the crime challenges he sees in Montgomery County. What are your top priorities in the new role? If I was going to summarize my kind of philos- ophy ... is that people who are doing good things should be happy in this county, and people who are doing bad things should be scared. ... I want families and students and kids and retirees, and people who are working, or just anybody ... if they’re trying to do the right things, I want them to be safe and nd joy. But for the people who commit serious crimes, they need serious time, and I want them to be afraid that if they’re in this county, ... they’re going to be arrested, and ... we’re going to prosecute them. ... Beyond that, not every crime is a serious crime, and not every defendant has to go to prison. There are other things that we can do to restore people to our community and to their families, and we do that. Veterans Treatment Court is an example. Drug Court, DWI Court, those kind of things. What’s your vision for the department as the community is also growing? Brett ... had a vision for what it looks like, and I’m going to continue that vision, which is, we continue

County is impaired driving. And you’re not likely to be killed in a murder in this county. ... They do occur, but they’re fairly infrequent, but we have impaired drivers who hurt and kill people, ... and so when we have an intoxication manslaughter or an intoxication assault, we can be at the scene and help law enforcement. Those cases are complicated. They’re as complicated as any murder, because you have the issues of impairment from the driver, but you also have issues of causation. It can get very technical with the science of accident reconstruc- tion. And so we’re going to press that.

Magnolia’s development moratorium expires Magnolia’s temporary building moratorium is no longer in place after officially expiring Dec. 14, according to an update posted by the city Dec. 15. Magnolia’s development moratorium was first enacted in December 2022, when city leaders said the city’s water facilities were at capacity and unable to support new development, Community Impact previously reported. The full story As of Dec. 15, residents and developers seeking new water or sewer connections are being directed to contact Magnolia’s utility department, city officials said. City staff also told the mayor and City Council that multiple department meetings were held Dec. 15 to prepare for what could come next, and that the city is finalizing graphics and an updated application process—including an interactive

Draft master plan highlights Tomball unveils $33M in proposed natural gas projects to improve reliability Tomball City Council received an update Dec. 1 on the city’s natural gas master plan, which out- lines system vulnerabilities, capital improvement needs and recommendations. What we know

Tomball ISD approves new high school attendance boundaries

At its regular meeting Dec. 9, Tomball ISD trustees approved new high school boundaries for the 2026-2027 school year. The new boundaries are due to TISD’s new high school, Tomball West, opening next August. The context This will be the third and final part of TISD’s district rezoning process. The district’s efforts for boundary redesign began in October 2023. When they go into effect, only 9th and 10th graders will be affected by the new high school attendance zones, and not students in 11th and 12th grades, as previously reported. TWHS will have a student enrollment of 855 in its first year, according to district estimations. At trustees’ Nov. 11 meeting while presenting the proposed new boundaries, TISD Chief Operating Officer Steven Gutierrez said when Tomball Memorial High School first opened around 15 years ago, it did so with 843 students.

Tomball ISD approves new land purchases At its regular meeting Dec. 9, Tomball ISD trustees approved spending $3.1 million for the purchase of two parcels of land near

The two plots of land are 5.2503 acres and 2.2379 acres, per district documents. The land will be purchased using funds from the 2025 bond. Superintendent Martha Salazar-Zamora said the land will be used for future district purposes. This move comes after the TISD board approved purchasing 110 acres for about $13.63 million using 2025 bond funds for future district purposes in September, as previously reported. The land is located near Telge Road between Hwy. 249 and Cypress Rosehill Road.

Discovery School of Innovation expanding Discovery School of Innovation will open a new campus for students in pre-K to eighth grade in August 2026, the school announced. As several TxDOT projects move toward completion to improve mobility and safety on FM 1488 and Hwy. 242, another set of projects is beginning to take shape through Montgomery County bond funds. TxDOT began work on a project to build raised medians along FM 1488 in 2023. The goal was to improve safety by reducing access points along about 9 miles of the state road. It was 87% complete in late November, said Leo Flores, public information ocer for TxDOT Houston District’s West Harris/Montgomery area. Crashes related to left-turn movements along the FM 1488 corridor were identied as an issue in a 2019 study, Flores told Community Impact . “The raised medians included in this project are designed to address those safety concerns and help reduce these types of accidents,” he said. Another TxDOT project underway that uses existing right of way on Hwy. 242 to widen lanes, add turn lanes and reduce congestion is slated to be completed early in the year. Additionally, two projects to widen FM 1488 west of and through Magnolia are progressing, per TxDOT information. As these projects continue or wrap up, several other projects further west will begin under Montgomery County Precinct 2’s jurisdiction. Those projects will use some of the $480 million May road bond to improve mobility on roads feeding onto FM 1488 and FM 2978.

Rob Eissler, executive director of the Westwood Magnolia Parkway Improvement District, which will manage maintenance of the landscaping on the new FM 1488 medians, said the improvements could help reduce speeds on the corridor. “If there’s any detriment, you don’t have as many access points for the businesses,” he said. WMPID uses a portion of a designated 1% from sales tax revenues within its boundaries to support infrastructure projects. “We’re trying to help bring the tone down to make it … less of a racetrack,” he said. Kolton Coats, the general manager at The Adventure Begins, a comic book store on FM 1488, said he does not think the changes to the road will be a long-term issue. “As the construction has moved further past our front door we are noticing less accidents outside the shop, and most of the initial issues ... have been adjusted to and accounted for,” Coats said.

The clearing phase for the Kuykendahl Road project is underway, according to Precinct 2’s website. After clearing, construction is expected to follow, Precinct 2 Commissioner Charlie Riley said. Precinct 2 will also complete the Woodtrace Boulevard extension—an east-west connector between Hwy. 249 to FM 2978. Riley said the rst phase of the project— from FM 2978 to Dobbin-Hufsmith Road—is out for bid, with construction potentially being able to start in early 2026. “We need more roads that go east and west in the county,” Eissler said. The project’s second phase is from Dobbin- Hufsmith Road to Hwy. 249. Riley said that Phase 2 is a bit more complicated than Phase 1 due in part to the two railroad crossings along its route, and he added that the phase is still in design.
