Argyle to spend $117K on town center design Argyle’s new town hall and police building will enter the next phase of development. The gist At its July 21 meeting, council approved a $48,000 contract with Texas engineering firm Dunaway Associates to perform civil engineering services, and an additional $69,000 for Dallas-based architecture firm GFF to develop a master site plan for the new city buildings. Argyle purchased 6 acres of land in September 2024 to build a new town center, which is planned to include a new police building and town hall, per town documents. Final architectural plans should appear before council in January 2026.

Highland Village budgets nearly $70K for police tools

Council calls second sales tax election Argyle residents will vote on a sales tax increase for the Harvest commercial area in a special election this November. In January, the council voted to put the sales tax increase on the ballot for the May election, but the proposition failed to pass. The gist The proposed tax increase in the Harvest commercial area in Belmont Fresh Water Supply District No. 2 would increase the general sales tax rate in the Harvest Center by 0.75%, bringing the area’s tax rate in line with the rest of the town’s 2% tax rate. The special election will cost the town between $9,000-$12,000 , and the rev- enue from the tax increase, if it passes, is expected to net the town more than $100,000 annually, per town documents.

The city’s proposed general fund budget for fiscal year 2025-26 includes $69,418 for equipment and technology for the Highland Village Police Department. If approved, these funds will go toward Flock cameras, ballistic shields, a Blue Voice AI program

Flock cameras are automatic license plate read- ers that help officers quickly locate vehicles and monitor park entrances and exits. The artificial intelligence program will allow staff to quickly access department policies and city ordinances. The police department requested a total of $88,149 in new equipment for FY 2025-26. The department requested an additional $4,231 for an additional 40-millimeter launcher—a less lethal alternative than a taser—and $14,500 for a new pickup truck. Neither request is included in the proposed general fund budget.

Argyle ISD to sell $255M in bonds

Argyle ISD is moving forward with selling bonds from the 2024 and 2025 bond packages. The district’s board of trustees unanimously approved the sale of $255 million in bond funds during a July 22 meeting. This includes $155 million from the AISD’s 2024 and 2025 packages and an additional $100 million from the 2025 package. The funds will be used for instructional technology and school facilities.

Board President Jenny Proznik said board members will dis- cuss next steps at the August board meeting. Officials approve Chapter 380 Agreements for office, retail projects A Class A office project and over 20-acre retail site are progressing in Flower Mound. The details Council approved a Chapter 380 Agreement for each project, which allows town funds to incentiv- ize economic development projects. An office building within the Silveron park mixed-use development should help attract jobs to Flower Mound, officials said. A separate retail project could provide more shopping and dining options in western Flower Mound. From the office project, officials expect to generate a net benefit of $3.7 million , while the retail development could generate more than $28 million in property taxes and as much as $2.3 million in annual sales tax collections.

1 Silveron Park Phase One Project: Thompson Realty Capital, the developer of Silveron Park, plans to build a 64,000-square foot Class A office building in the development’s first phase. Other first phase projects include 200 multifamily units, a 17,000-square-foot retail strip center, and two or three retail pad sites. Update: Council members approved a Chapter 380 Agreement for the office building July 21. The agreement provides around $2 million in property and business personal property tax abatements, grants to cover the cost of impact fees, and debt service for the building.

2 Western Flower Mound retail Project: AAB Venture Capital plans to develop a 22.2-acre retail center near the proposed Brookview neighborhood in Flower Mound. Per terms of the agreement, a Hill Country-style retail center anchored by a boutique grocery store or entertainment venue must be built. Update: Council approved a Chapter 380 Agreement and a separate purchase and sale agreement worth nearly $8 million July 21. The Chapter 380 Agreement does not have economic development incentives, but requires the developer to invest at least $10 million for the project.

What they’re saying A roundabout was proposed at this intersection to improve emergency response time to the western side of the city, Kriston said. In addition, he said there are fewer potential head-on collisions at an intersection where a roundabout is present. However, residents expressed concern for the safety of the neighborhood children who cross that intersection to use the pool, tennis courts and playground across the street. “In a neighborhood where children walk, ride bikes and play near streets, the absence of clear stop signs can lead to confusion and increase the chances of accidents,” resident Natalie Schock said. “As a concerned resident, parent and advo- cate for the safety of our community’s children,

Highland Village City Council directed staff to remove the proposed roundabout at the intersec- tion of Highland Shores Boulevard and Hillside Drive after hearing resident feedback at a July 8 meeting. The roundabout was included in the Highland Shores Boulevard reconstruction project design plan presented by Director of Public Works Scott Kriston. City Manager Paul Stevens said Kriston will work with engineers to revise the plan— changing the roundabout to a four-way stop—and will bring the new plan to council for approval. The background Highland Shores Boulevard has deteriorated significantly due to age and heavy use, according to city documents. To address safety concerns, reduce maintenance needs and extend the road’s lifespan, the city identified the section from Twin Coves Drive to Briarhill Boulevard for reconstruction.

Stevens said past surveys have shown that parks in Highland Village are popular among residents. “The parks along with our trail system really does add to [residents’] quality of life,” he said. Although the city does not have land for additional future parks, ocials are prioritizing enhancing existing parks, such as Unity Park, Doubletree Ranch Park and Pilot Knoll Park. While nal plans are still in development, Stevens said the completed Pilot Knoll Park will include up to 16 cabins, trail connections, parking lot upgrades and boat ramp enhancements. The $4.58 million project is funded through 2021 bond funds and Texas Parks & Wildlife grants. Pilot Knoll Park was prioritized due to its popularity and potential to generate revenue through cabin rentals. The idea is to create self- sustaining parks, reducing the reliance on general funds, Stevens said. Chuck Jennings, Flower Mound Parks and Recreation director, said the town outlines projects within the parks and trails master plan, which usually gets updated every 6 or 7 years. One way Flower Mound funds park projects is through parkland dedication and development fees, Jennings said. Developers either contribute land for future parks or pay fees based on fair market value, and are required to pay $1,388 per housing lot to cover the cost of building new park spaces within a development or nearby. The town also uses a portion of sales tax collections, 4B funds, to update playgrounds and improve and build new parks, Jennings added. “There was a lot that we wouldn’t have been able to do had we not had that,” Jennings said.

passionate, qualied team of instructors. “They are professional performing musicians, regularly practicing what they preach,” Heather Parks said. “We look for someone who doesn’t just have the knowledge and the skill set, but someone who knows how to impart knowledge eectively and make learning fun, relatable and engaging.” One of the ways the team at New Song School of the Arts makes lessons engaging is by carefully placing each student with a teacher whose teach- ing style matches their learning style. “We organically match every student with the teacher,” Heather Parks said. “You don’t go to a website and ll out a form. You are directed to our welcome team, who then personally talks to you to nd out about you and then we determine which teacher would be the best, so that there’s long-term success.” Looking ahead The school experienced rapid growth in 2020 and the business moved into its current location in May 2022. Heather Parks said the business is currently focused on continued growth with the goal of enriching more lives through the arts. “[Fine arts] make a more wholesome, happy, healthy person,” she said.

Rocco’s serves scratch- made pizza, pasta dishes Though owner Willie Stewart had no intention of opening Rocco’s Italian Kitchen, he couldn’t resist bringing his restaurant concept to Flower Mound after seeing the highly desirable location. “If [you’ve been] looking and scouting locations for 30 years, an endcap on a high visibility corner can’t help but draw your attention,” Stewart said. Since opening, Rocco’s Italian Kitchen in Flower Mound has served scratch-made Italian dishes and strives to treat all customers like family, Stewart said. “When people see us smile,” he said. “When we thank them for being here, when we ask them to come back, they know it’s genuine.” What they oer The restaurant serves dishes made fresh every- day, Stewart said. Some favorites include chicken parmesan and Rocco’s trio, which is a sampler platter including meatballs, lasagna and ravioli. “Everything’s made from scratch except for the [pasta],” Stewart said. “What we do here is not easy and it’s very labor intensive but it’s done with love.” Stewart said he was worried about not making pasta from scratch, but his friend Rocco Soo, who the restaurant is named after, told him to forget about it. “[Soo] said ‘your marinara is the denition of great marinara,’” Stewart said. “[He said] it would cover up everything. And he’s right. A great mari- nara [and] a good commercial pasta is a great pasta.” Soo owned an Italian restaurant in Flower Mound on Long Prairie Road about 12 years ago, Stewart said. He’s from New York but his family is from Italy and they owned multiple Italian restau- rants around the Dallas-Fort Worth metroplex. “He also worked with the chef a little bit to make sure we are as authentic as we can be for our price points,” Stewart said. Zooming in In August 2020, Stewart opened the rst Rocco’s in Richardson with chef Javier Muniz. “My chef at the catering company [I owned] called me around June [saying he wanted] to open an Italian restaurant,” Stewart said. “I told him he was insane.” The Flower Mound restaurant opened May 22, 2024. “This was really a hit from day one and I was welcomed with open arms by the community,” Stewart said.

Stewart said he’s not planning on expanding to any more locations. “I’m 66 years old,” he said. “I want to run these the best I can.” Along with his two Italian restaurants, Stewart owns the Wizard Sports Cafe in Richardson and Toadies Bar and Grill in Bedford. He also does catering out of all the stores he owns, oering Italian food, brisket, ribeye steaks, pot roast, stued bell peppers and meatloaf.
