Breaking down the 14 state propositions on the Nov. ballot

Texas voters will find 14 propositions to amend the state constitution on the Nov. 7 ballot. Community Impact spoke with Brandon Rottinghaus, a political science professor at the University of Houston, to break down each proposition. Constitutional amendment elections give Texans “a window into the policy process” and a “chance to participate” in state affairs, Rottinghaus said.

SJR 87 What it’s asking: Proposition 10 would prevent medical and biomedical manufacturers from paying taxes on their tangible personal property, which the majority of businesses are currently taxed on. Officials said this exemption would strengthen Texas’ medical industry.

HJR 3 What it’s asking: The state’s National Research University Fund would be replaced with the Texas University Fund. Four universities—Texas Tech University, the University of Houston, the University of North Texas and Texas State University—would qualify for the research endowment. Roughly $273 million would be set aside for 2024-25.

House Joint Resolution 126 What it’s asking: This proposition aims to increase landowners’ rights to regulate what happens on their property and limit state or federal interference.

SJR 32 What it’s asking: This proposition would create the El Paso County Conservation and Reclamation District. Various counties and regions in Texas have similar districts, which tax local residents to support the creation and development of water services and other facilities.

SJR 75 What it’s asking: Voters can decide whether to establish the Texas Water Fund, which would support new and existing water projects across the state. The Texas Water Development Board would oversee the new fund.

Senate Joint Resolution 64 What it’s asking: City and county governments would be allowed to offer a property tax exemption to child care facilities. Rottinghaus said this would reduce property tax burdens on child care organizations, which many families rely on.

SJR 93 What it’s asking: This proposition would establish the Texas Energy Fund, which would finance the construction, maintenance and operation of electric facilities to ensure the state power grid remains reliable. The Public Utility Commission of Texas would oversee the new fund.

HJR 134 What it’s asking: This proposition would eliminate the Galveston County Treasurer’s Office. If approved, other county officials would take over the duties of the treasurer. All Texas voters can vote on the proposition, but it only takes effect if a majority of Galveston County voters authorize it.

HJR 132 What it’s asking: This proposition asks voters to prevent a wealth tax, which is based on a person or entity’s assets, from being imposed in the future. Texas does not currently have any form of wealth taxes.

HJR 125 What it’s asking: Proposition 8 asks voters to authorize the creation of the Texas Broadband Infrastructure Fund, which would help expand high-speed internet access statewide. The Texas Comptroller of Public Accounts would oversee the new fund.

HJR 107 What it’s asking: Voters can decide whether to raise the mandatory retirement period from 70-75 years old to 75-79 years old for justices and judges on appellate, district and criminal district courts.

HJR 2, from the second special session What it’s asking: Voters can decide to authorize a $100,000 property tax exemption for Texans’ primary homes; establish a temporary 20% limit on annual value increases for nonhomestead properties worth $5 million or less; require members of appraisal boards in counties of over 75,000 people to serve staggered four- year terms; and prevent funds allocated for property tax relief from going against the state’s constitutional spending limit.

HJR 2, from the regular session What it’s asking: Voters can approve a cost-of- living adjustment for many former teachers. To combat inflation, teachers who retired before 2001 would get a 6% adjustment, those who retired between 2001-13 would get a 4% adjustment, and those who retired between 2013-20 would get a 2% adjustment.

SJR 74 What it’s asking: This proposition would create the Texas Centennial Parks Conservation Fund, which would support the creation and improvement of state parks. The Texas Parks and Wildlife Department would oversee the new fund.

Texas Central, Amtrak exploring partnership Texas Central and Amtrak ocials are exploring a partnership to advance the 240-mile high-speed rail project proposed to connect Houston and Dallas, according to an Aug. 9 news release. The high-speed rail project, which was announced in 2014 by Texas Central, was set to be operational in 2023, by 2025 and in 2026, according to prior reporting. However, construction has not yet begun on the route. Two-minute impact Amtrak’s announcement states the two entities are evaluating a partnership to further determine the project’s viability. According to the release, the project would: • Provide travelers a 90-minute route between the two cities • Span 240 miles

Richardson Library closes for relocation Ahead of planned renovations, the Richardson Public Library closed Sept. 9 to relocate to a temporary City Hall. It’s set to reopen in the new location in mid- to late October, according to a city news release. Once completed, normal library services will be available at 2360 Campbell Creek Blvd. Two-minute impact During the closure, services requiring access to the building will be unavailable. However, the digital library will remain open for library card holders to access and those who apply for a 60-day digital-only card. During the closure, residents can check out material from Allen, Garland, Lewisville and Plano libraries, which offer free library cards to those with a Richardson address.

RISD STAAR scores improve in grades 5, 8 Richardson ISD’s 2023 State of Texas Assess- ments of Academic Readiness results continue to improve in most subjects, with the percentage of RISD students in grades 3-8 approaching grade level on the test at or a few points above or below the state average for each subject area, according to the Texas Education Agency.

The breakdown In RISD, math scores increased the most in fifth grade, with 83% of students approaching grade level—up from 73% in 2022. In seventh grade, math scores fell, with 18% of students approach- ing grade level—down from 30% in 2022. RISD scores for reading and science in grades five and eight, and eighth grade social studies each improved a few percentage points over 2022 scores. Reading increased the most in grade six, up five percentage points from 71% in 2022 to 76% this year.

Richardson residents to see higher utility rates Richardson residents will see increases to their water, sewer and solid waste rates in October, after council approved the rates as part of the FY 2023-24 budget. Two-minute impact City Manager Don Magner said rates increased due to higher prices from the city’s utility provid- ers as well as inflated costs for both equipment and infrastructure. Based on the adopted budget, the city has budgeted over $40 million for its water contract, a $3.96 million increase from last year, and nearly $27.77 million for sewer, about a $3.68 million increase from last year. Residents over age 65 can apply for a 26% discount on their monthly solid waste bill by filling out the city’s application.

By the numbers Based on the revised rates, the city released figures estimating the annual increases for the average residential customer in the upcoming fiscal year. • Water: Customers will see a $29 increase annually to $1,081 compared to $1,052 last year. This estimate is based on 8,000 gallons per month usage from October through May and 18,000 gallons per month usage from June through September. • Sewer: Customers will see a $14 increase to $573 compared to $559 last year based on 98% of a customer’s water usage, which is 7,840 gallons per month. • Solid waste: Customers will see a $12 increase to $300 compared to $288 last year. Residential customers will receive a $25 monthly service charge for residential customers. These esti- mates do not include the 26% senior discount. • Drainage: Single-family residential fees remain at $4.25 monthly, equating to $51 annually.

Project near Silver Line set to benefit UT Dallas

Called the Points at Waterview, the project will add to the existing Northside development, where construction for the UT Dallas station on the Silver Line is taking place. While developers are still in the process of planning specifics, the rezoning allows for nearly 3,000 residential units along with office space, retail and restaurant space, hotels, and an event space. Plans also include a green space encircling the development. “We hope it’s a place that people really want to be from a retail perspective, office perspective and living perspective,” Wolverine Interests President Jim Leslie said. Leslie said the project will be developed in seven sections, the first of which would likely break ground in the next 12-14 months. He added the entire project could take between 10-15 years to be completed.

looking to downsize for more walkability. “This is much more pedestrian-friendly than we’ve seen done in the past,” Leslie said. “I think a lot more people are ready to accept that they like that kind of environment more so than they did even 10 years ago.”

UT Dallas officials expect the student enrollment to continue increasing annually and lead to more demand for student housing.

Officials with the university hope the project will help add more housing for students. As of 2023, UT Dallas has around 8,200 beds on or near campus, said Calvin Jamison, vice president for facilities and economic development at UT Dallas. Jamison said the Silver Line becoming operational will also help students be able to live in other cities along the line and still commute to campus.

Lifelong love leads to success for Comic Asylum owner Mark Hay said he’s been a comic book fan ever since his dad brought home a bag full of superhero comics when he was a kid.

Long story short Before opening Comic Asylum, Hay worked in human resources at an insurance company but wasn’t fullled. “Mediating disputes all the time is not some- thing that is a lot of fun,” Hay said. In addition to comics, Hay’s store sells collect- ible toys; board games; books; manga; back issues; and hosts card game tournaments. “Owning a comic book shop has kept me up to date on comic book artists,” Hay said.
