Police agencies compete to reach pay parity

Local law enforcement agencies tackled the issue of ocer pay during the 2025-26 budget season, with Montgomery County leading the charge for a more competitive salary to match or exceed what is oered in the city of Houston. Jonathan Zitzmann, chief deputy with Montgomery County Sheri’s Oce, on Aug. 12 presented a pay parity plan to Commissioners Court in response to concerns raised in May by Sheri Wesley Doolittle. The county, The Woodlands Township and Shenandoah have increased their scal year 2025-26 budgets from the original projections to account for the changes. Zitzmann said Montgomery County will focus on recruiting, retaining and rewarding law enforcement. “A lot of our guys are working a second job,” Judge Mark Keough said. “Doing this … gives them some freedom to choose not to work that second job, and allows them to spend more time with their family.”

TOWNSHIP Talk FROM THE BOARDROOM Township leaders diligently prepared the community’s 2026 Budget during a series of workshops in August and adopted the budget in early September. The Township Board emphasized a balanced approach—maintaining fiscal responsibility while continuing to invest in vital services and future growth. The 2026 Budget provides resources to maintain high levels of services and amenities desired by residents, supported by strong and diverse revenue sources, while ensuring budget flexibility. The budget reflects low and decreasing debt balances, and maintains positive cash flows and reserve balances, which are favorably evaluated by credit rating agencies. In addition, the 2026 Budget supports law enforcement by ensuring pay parity, as defined by the County, to attract and retain skilled officers and invests in advanced technology like body cameras, Flock cameras, and Lidar radar to enhance accountability, efficiency and public safety. The budget also enhances law enforcement presence in the Village of Creekside Park with the addition of two deputies. The Township’s strong financial position continues to be a cornerstone of its planning. With an excellent bond rating, low debt per capita, and carefully maintained reserves across operating, capital replacement, economic development and debt service funds, the Township is positioned for sustainable growth. The consolidated budget reflects revenues and expenditures across multiple funds, including the General Fund, Convention and Visitors Bureau, Capital Projects Fund and Transportation Fund. After its inaugural Texas Fine Craft Show last year, The Woodlands Arts Council is gearing up for another show featuring nearly 60 ne craft artists. TWAC’s board of directors decided to create the show with the hopes of becoming the best ne craft show in the region, Executive Director and CEO Jenny Carattini-Wright said. She said last year’s show was a success for artists and customers alike. “The artists made money, and the patrons were excited and bought art, and the board was like ‘Yes, let’s do this again,’” she said. Township to partner with community on e-bike safety

Following reports of an increased use of e-bikes and e-scooters on pathways in The Woodlands Township, township ocials said they plan to begin an education campaign this fall but stopped short of dropping a ban on the vehicles enacted in 2021. What’s happening Community partners taking part in an Aug. 6 community meeting with the township to address e-vehicle safety included representatives of Mont- gomery County Precinct 3, Harris County Precinct 3, Oak Ridge North, Shenandoah, Conroe ISD and Tomball ISD. According to information presented at previous meetings in The Woodlands, 56% of e-bike injuries are due to collision with motor vehicles. Hotspots for crashes include Woodlands Parkway at FM 2978 and Kuykendahl Road at Research Forest Drive, according to previous reporting.

How we got here At the Aug. 6 meeting, community members expressed concerns relating to the safety of the vehicles, which can reach higher speeds than regular bicycles. However, Capt. Ron Ryan with the Montgomery County Sheri’s Oce said the county cannot enforce regulations from the township, which is a special-purpose district. “The sheri’s oce cannot enforce the township rules and regulations on the pathways. All we can do is wait until they go into the roadway or into the pathways of the crosswalks and enforce state or county laws,” Ryan said. What’s next The township communications team was instructed to begin working on educational materials to launch an multiphase eort through the end of the year.

Tax rates for the next fiscal year in Montgomery County, The Woodlands and Oak Ridge North are slated to decrease from the previous year, but will still exceed the no-new-revenue rates for FY 2025-26. Shenandoah will see an increase in FY 2025-26. The Montgomery County Commissioners Court adopted a balanced fiscal year 2025- 26 budget and set a property tax rate of $0.3770 per $100 valuation during a special meeting Sept. 5. The adopted tax rate is slightly below the previously proposed $0.3779 per $100 valuation rate, but is 2.09% higher than the no-new-revenue rate, which would raise the same amount of property tax revenue as the previous year. The adopted balanced budget totals $508.1 million with allocations for additional staffing across departments; law enforcement pay; expanded IT and cybersecurity funding; jail inmate medical and food services; and a contribution of nearly $5.4 million to the county’s capital improvement plan, Budget Officer Amanda Carter said. A last-minute adjustment added $850,000 in expected revenue that had been excluded in earlier drafts. The approved tax rate consists of a debt ser- vice rate of $0.0102 per $100 valuation and the maintenance and operations rate of $0.1612 per $100 valuation. The combined tax rate is $0.1714 per $100 of taxable value, the same rate as the previous year, which is above the no-new-revenue rate of $0.1603 per $100 valuation. Sharp said the majority of the township’s revenue comes from sales tax, and only 30% of its revenue comes from property tax.

Shenandoah

The city of Shenandoah approved its FY 2025-26 tax rate on Sept. 10 at $0.1821 per $100 valuation, which was below the $0.2021 per $100 valuation originally proposed at the meeting. Shenandoah Finance Director Lisa Wasner said on Sept. 10 the city is budgeting about $383,000 for police salaries in FY 2025-26, among other factors. “We’re going to have to ... look for any cost-sav- ing measures we can with some contracts and other things,” Wasner said. Several residents spoke out against the increase at the meeting.

The city of Oak Ridge North approved a tax rate of $0.4268 per $100 valuation on Aug. 25, a decrease from the FY 2024-25 rate of $0.4408 per $100 valuation. The rate is an increase from the previous preliminary tax rate of $0.3609 per $100 valuation, after receiving certified property values from Montgomery Central Appraisal District, which show increasing property value, City Manager Heather Neeley said. A public hearing is not needed for a no-new- revenue tax rate, officials said.
