11 Promontory on Preston A new retail shopping center and grocery store is slated for construction at the intersection of Preston Road and Spring Creek Parkway. Plano’s Planning and Zoning Commission approved a concept plan for the development in December. According to filings with the Texas Department of Licensing and Regulation, developers with the Promontory on Preston mixed-use project are moving forward with four new retail buildings.
