Boerne Fair Oaks Ranch Edition VOLUME 1, ISSUE 2 JULY 2JULY 31, 2025
2025 Health Care Edition
Hoping for hospitals Emergency services fortify Boerne area while residents wait on hospitals While local emergency rooms and specialized care facilities are growing in the Boerne area, a full-scale traditional hospital remains a desire for the community, said Brian Webb, Kendall County Emergency Services director. Residents rely on local emergency services to close the gap between hospitals and patients. Joel Ramirez, area manager of Air Methods, said the medical air transport company AirLife mainly services rural communities and has provided helicopter transport for patients in Boerne.

Community Center indefinitely postponed Progress on the Community Center Project in Fair Oaks Ranch has been indefinitely postponed following a unanimous decision by City Council. On June 5, City Council was scheduled to con- sider a resolution amending the project funding agreement between the city and the Municipal Development District for the project. Council member Emily Stroup moved to post- pone the agenda item, which was unanimously approved by the rest of the council. “I still have a lot of unanswered questions about this project, and uneasiness about it,” Stroup said. What they’re saying Residents voiced concerns regarding the project, including parking issues, the removal of heritage oak trees, the tight space of the development and the overall cost. Resident Carole Willoughby said there is a need
Post Oak Subdivision approved by council An updated development agreement for the Post Oak Development, formerly The Reserve, was approved by Fair Oaks Ranch City Council on May 20. City Manager Scott Huizenga said in 2014, the city rejected the annexation petition, resulting in legal disputes that stalled the project until late 2024. The new agreement limits the develop- ment to 278 lots rather than the originally planned 635 lots. While Post Oak will use city water, it will not use wastewater; instead, it will use septic systems. A closer look Post Oak will incorporate the city’s first Public Improvement District, a voluntary additional tax on residents of the developed community to support the construction.

for a building to host city meetings and vote, but the proposed center on the municipal complex does not seem like the best use of funds. “The monies are there, but is this really the wisest way to spend it? The wisest project to spend it on? Is there a way we can trim it down?” Willoughby asked council. Council member Jonathan Swarek said he supports the postponement of the project. “We have heard from the residents, and it seems like everybody is pretty sure that there is a better deal out there somewhere,” Swarek said.

Jimenez said the park will be closed to the public during construction. Given a nearly year-long construction timeline, the new park could be open by the end of 2026.
Parks and recreation opportunities in Boerne continue to grow, with plans to begin construction on a new park this summer. Boerne ISD approves budget, plans tax rate election Boerne ISD trustees unanimously approved a balanced Fiscal Year 2025-26 budget, with plans to pursue the first-ever Voter Approved Tax Rate Election, or VATRE, in November. The VATRE would help support teacher salaries and fund capital improvements. What’s happening? BISD purchases 70-acre tract of land On May 20, Boerne ISD announced the purchase of a 70-acre tract of land south of Boerne, located off I-10 and Old Freder- icksburg Road. According to a news release, the land will allow the district to approach future growth proactively. The details The property does not have a specific use, but district staff will evaluate options for the property, including a potential new school or athletic complex. During the May 12 board of trustees meeting, district staff presented enrollment projections over the next 10 years, highlight- ing potential needs for campus expansions across the district. The BISD community will have opportunities to provide input on the land use, according to the news release.

financial and operations officer, said BISD has the lowest funding per student compared to other San Antonio districts. Trustees agreed that teachers and staff deserved more compensation. Board President Kristi Schmidt highlighted that BISD is one of the only districts in the state to receive an A-rating from the Texas Education Agency. “Our teachers deserve equitable pay for working as hard as they are, and being A-rated and compet- ing with neighboring districts that are F-rated. It just doesn’t seem fair, and I think we all agree on that,” Schmidt said.

Upon VATRE approval, the starting teacher sal- ary would increase to $60,000, instead of $55,142. If a VATRE is not approved, Scott said the district will likely face a minor deficit in the upcoming school year.

possible. Phase one will focus on utility relocation, resulting in closures at the intersection for around one month. Phase two is expected to be completed in summer 2026, which includes the actual construction of the roundabout. Construction is expected to take approximately 10-12 weeks. How we got here In 2022, Boerne voters approved $23 million in bond projects for street and mobility improvements.
Adler Road improvements approved
A bid to improve the low water crossings on Adler Road was approved during the May 13 Boerne City Council meeting. The details According to the meeting agenda, the two low water crossings on Adler Road at No Name Creek and Currey Creek are frequently overtopped, creating
unsafe conditions for the public and emergency services. The bid was awarded to Gage & Cade Con- struction, LLC, for around $4.76 million. The project is funded through the city, alongside a $1.5 million contribution from Kendall County. Construction for both culverts is expected to take 120 days, starting at Currey Creek.

3 updates from North San Antonio hospitals
1 The University of Texas Health Science Center at San Antonio The hospital has adopted deep brain stimulation, or DBS, technology. This technique uses electrodes placed in the brain and connected to a battery-operated generator in the chest to stimulate a specific area of the brain. The technology is relieving Parkinson’s disease, dystonia, epilepsy and essential tremor conditions. According to a news release, UT Health is one of the first hospitals in the nation to employ the new adaptive DBS system.
2 Methodist Hospital, Landmark The hospital is expanding its emergency room, which will more than double the number of patients it can treat daily. Hospital officials said the current ER had three rooms, but the new roughly 37,000-square- foot facility will add six rooms to treat around 40-50 patients daily. Each room will have full cardiac and ICU monitoring capabilities and be equipped to administer IV drugs. According to hospital officials, construction is estimated to be completed in fall 2025.
3 University Health At University Health, Artificial Intelligence is used to improve mammography, magnetic resonance imaging, or MRI, and computed tomography, or CT scans, said Bill Phillips, executive vice president and chief operating officer. One of the key areas being advanced with AI is the ability to more accurately read mammograms, and speed up MRIs to be at least three times faster, allowing more patients to be seen in a day.

Hill Country Pregnancy Care Center oers support around Boerne Since 1987, the Hill Country Pregnancy Care Center has worked with aspiring families to educate on childhood development, pregnancy and other challenges upcoming parents face. Executive Director Donna Klingaman said the primary goal is to help anyone in the community with concerns about pregnancy. “There are no qualications for our services,” she said. “Anyone that may think they are pregnant or would like to nd out, we would love to see you.” What’s being done While the organization is faith-based, all services are free, fully condential and available to anyone. Klingaman said the center focuses on informing those who ask for assistance. By presenting facts, she said guests can leave the center knowing every
option available. “We are not political and we do not take a political stance,” Klingaman said. “We want to help people know what they are getting into, and we want to help every step of the way.” She claried that when dealing with sensitive topics such as abortion, the nonprot doesn’t oer, recommend or refer for abortions or abortifacients. Programs apply to married couples, single parents or parents who may be co-parenting a child. The center also focuses on providing programs and classes for upcoming fathers, giving options for all parents who visit the center. Support to families extends through the pregnancy and while the child is a toddler. “All of our programs are to help set parents up for a great life with their children,” Klingaman said. “Children having a great start to life is a passion of ours.” What else? Those who go through programs and support through the pregnancy center can earn “baby bucks” for use at the center’s boutique to purchase
items for a child. Items available range from cloth- ing to a crib, which can be purchased if a family attends enough classes. As a nonprot, the center relies on volunteers and community partners to ensure success. The Boerne location is one of three, with Leon Springs, the newest location, opening in 2025. Services and volunteer opportunities are available at any location. Looking ahead, Klingaman said the nonprot is exploring programs and growth opportunities that can serve more of the community. Overall, the organization’s goal is to ensure that those going through a pregnancy can have the resources to make the experience comfortable and ensure parents are condent when the baby arrives, Klingaman said. “Whatever your situation is, we just want to meet you,” she said. “We want to help you. We want to walk with you, and we are a safe place with no judgment.”
Guests of Hill Country Pregnancy Care Center have access to a boutique where clothing and other items can be purchased for “baby bucks.”

In 2021, Baptist Health System purchased 29 acres of land along I-10 in Boerne for a regional hospital; however, the site has not been developed. Baptist Health System officials said there is still a plan for the hospital in the future. In the meantime, residents must drive around 30 minutes to a traditional hospital to receive care. Despite challenges with access to care, Kendall County EMS, Bexar County Emergency Services District No. 4 and local emergency rooms help ensure residents receive treatment. The Methodist Emergency Room in Boerne is equipped to handle nonemergency conditions, including asthma attacks, abdominal or chest pain and other acute conditions. The ER can also treat critical conditions, including amputation, broken bones, cardiac arrest and other life-threatening emergencies, according to the ER’s website.

Assessing the need
The ESD began EMS services at the start of 2025 and continues to grow to serve the region south of Boerne. During a May 15 council meeting, ESD represen- tatives said a quarter of the calls they responded to came from Fair Oaks Ranch. The need for additional ambulance services grows alongside the population. “We are working to keep up,” ESD No. 4 Adminis- trator Charles Laljer said to City Council.
Webb said the hospital system covers the cost of additional transportation from the emergency room if a bed is needed at another Methodist location. “If we take a patient there, and if they need to be admitted, Methodist will transport from the ER in Boerne to the nearest Methodist Hospital,” Webb said. The majority of calls to Kendall County EMS come from the city of Boerne. In April, Fair Oaks Ranch City Council began a contract with Bexar County ESD No. 4 to offer ambulance services to residents.

Diving in deeper
Looking ahead
Webb said EMS vehicles and teams have advanced, allowing trauma patients to be treated while en route to a medical facility. By carrying medical equipment, whole blood and an experienced team, lives are saved before patients make it out of the ambulance, Webb said. “We are a strictly 911 service,” he said. “We believe our primary responsibility is providing emergency services to the community.” Despite having access to emergency services and treatment, some residents have expressed a need for a facility that allows overnight stays. Boerne area resident Sal Jensen told Community Impact the lack of a hospital causes undesirable challenges to those in need of long-term health care. “You have to go downtown if you have to stay somewhere overnight,” Jensen said. “Some of us older folks would rather be close to home, and we need a hospital here.”
Boerne Emergency Room and Fair Oaks Ranch Emergency Room are constructing new facilities, expected to open within the next few years. Boerne Specialty Hospital is also planning to be constructed, although an opening timeline has not been confirmed. Israel Tellez, owner of the Boerne Specialty Hospital, said the hospital is designed to offer a full spectrum of medical services, including a fully equipped laboratory. According to hospital representatives, the facility will also have 10 beds for overnight care. Webb said the area is equipped to handle most medical emergencies, meaning the lack of a traditional hospital does not limit the ability for residents to receive care.
