of Building Community & Changing Lives For four decades, Tomball Emergency Assistance Ministries (TEAM) has stood at the intersection of faith and action. As we look toward the next 40 years, we invite you to join us in the "Tomball Way"—taking care of one another as a unified body of Christ. Celebating 40 Yeas

We believe that providing for the physical needs of our neighbors is the first step toward spiritual and life transformation. Frontline volunteer, Alba, shares her gratitude for this mission: “I thank God for all the people who collaborate with us because their donations increase the blessings TEAM provides our client families; may God multiply blessing to families who share from His gifts.” You can help us multiply these blessings by organizing a food drive at your church or donating gently-used clothing and furniture to our Resale Shop, which serves as the financial backbone of our ministry. Nourishing Our Neighbors: Food & Drives

TEAM was founded on the principle that we are stronger when we walk together in service. Jeffrey Klein reflects on the legacy we must pass on: “It’s up to those of us who’ve been here for a lifetime to teach what we call the Tomball way, and that’s to take care of one another... we’re going to take care of our people.” We invite your business or organization to join our “40/40 Legacy Challenge” by becoming a Legacy Sponsor with a $500 donation to help us expand our reach for the next generation. The Tomball Way: Community Partnerships

Hearts for Action: Volunteering

Our ministry is powered by volunteers who serve as the hands and feet of Jesus to families in crisis. Volunteer Scott speaks to the heart of this service: “Volunteering at TEAM is helping me grow into a better, more Christ-like, caring, giving person; I’ve been impressed and inspired by TEAM Volunteers in their commitment to and their walk with Christ.” Whether you can commit to a weekly schedule or a one-time project, there is a place for your unique gifts to shine in our pantry, resale shop, or assistance office.

Stop Overpaying on Property Taxes City officials said the current system—described as difficult to use and limited in how much infor- mation it can share—has led to confusion when alerts go out with too little context. Police Chief Kyle Montgomery told council the existing platform requires staff to manually rewrite and post separate messages for email, text and phone notifications, as well as social media, and limits messages to 200 characters. He said the new software will allow staff to write a longer message once and push it out across multiple channels at the same time. Magnolia upgrading emergency messaging Residents in Magnolia could soon see more detailed, targeted emergency alerts after City Council approved a new mass notification system aimed at improving how the city communicates. Pct. 4 to create mental health dashboard Harris County Precinct 4 has partnered with researchers from the University of Houston to create an interactive dashboard of mental health providers in ZIP codes with limited resources. The agreement between local researchers and policymakers aims to help residents in underserved portions of Katy, Cy-Fair, Tomball and the Memorial area connect with licensed providers, which could serve as a blueprint for addressing mental health needs countywide. More to come Policy advisor Larisa Barreto said the interactive dashboard of service providers will be made public by June. She said Pre- cinct 4 plans to continue holding workshops to teach residents how to use the tool.

A closer look In addition to longer alerts, the new platform will allow the city to “geo-fence” messages, mean- ing officials can target notifications to a specific area, such as a defined radius around a gas leak or other localized emergency, Montgomery said. Montgomery said the new software costs about $800 more per year than the current system, but the added capabilities would provide a better return when emergencies happen.

Harris County advances countywide road flood warning system Harris County roadways are one step closer to seeing a new countywide road flood warning system that can detect roadway flooding in real time and alert drivers. The Houston-based firm creates real-time flood intelligence alert systems and data collectors, according to the business’s website. MISD approves $465.68M bond proposal At its Feb. 9 school board meeting, the Magnolia ISD board approved sending a $465.68 million bond proposition to the May 2 ballot in an effort to help with the construction of new campus facilities. “So we can’t stop the growth, and I know that there are parents who’d like us to stop it, but we can’t stop it,” board Secretary Sonja Ebel said during the Feb. 9 meeting. “So all we can do is prepare for it, and so if we know the growth is happening faster and it takes four years to build a high school. ... We’re running out of time to make a decision on a bond to build the school.” As previously reported by Community Impact , MISD is set to enroll an estimated 19,304-20,492 students by the 2030-31 school year, and over 25,000 students by the 2035-36 school year. That would mean nearly 4,000 students added to the district’s population, which is 15,408 students for the 2025-26 school year. What happens next MISD officials said they will continue to inform the public on the need for the bond. Election day is May 2, and early voting runs April 20-28.

November, but locals voted them down. While the original three propositions totaled $516.92 million, the proposition approved Feb. 9 is $51.24 million less than the total bond proposed in November due to removing Propositions B and C. The discussion MISD is on the verge of overcrowding, as officials discussed at its meeting at its meeting in January. MISD officials said the district needs to approve these bonds sooner rather than later if they are going to build a new elementary and high school in time before the growth of the district catches up to them.

On the May 2 election ballot, Proposition A is $465.68 million and would be used for projects including:

Tomball ISD approves 2027-28 academic calendar

LSCS celebrates record-breaking spring enrollment Lone Star College System kicked off 2026 with the highest spring enrollment in the institution’s history, officials said Feb. 4. Two-minute impact LSCS saw a 6.4% increase in enrollment compared to spring 2025, with 97,221 students enrolled for the spring 2026 semester, per a news release. Officials also reported a fall-to-spring retention rate of almost 80% for the spring semester, which began Jan. 20. The milestone builds off record-breaking numbers for fall enrollment in 2025, with 97,294 students taking classes last semester, Community Impact previously reported. Founded in 1972, LSCS has several cam- puses across the Greater Houston area.

At its Feb. 10 meeting, Tomball ISD trustees officially approved the calendar for the upcoming 2027-28 school year. The gist Due to families’ requests to plan for summer vacation and spring break earlier in the year, the TISD board began to approve the academic cal- endar two years in advance, board Vice President John E. McStravick said. The instructional calendar was presented at the Feb. 9 meeting by Director of Administrative Services Karen Graves. For the 2027-28 school calendar, Graves said the committee highlighted two measures: • Students will begin no earlier than the second Monday of August. • Teachers will begin no earlier than the first Monday of August. Fire protection scales up in Tomball From the cover

Diving in deeper

The big picture

Population growth across Tomball-area ZIP codes is accelerating—in 77375 and 77377, the population rose 29.7% and 8.3%, respectively, between 2019-2024, per the U.S. Census Bureau. As the footprint fills in, Sykora said staffing has become just as critical as where the next station lands. In fast-developing areas, adding a facility doesn’t automatically add capacity unless there are enough firefighters and officers to keep appara- tuses staffed around the clock. Sykora said they currently staff 14 firefighters per shift, providing 24/7 coverage across four frontline apparatuses operating on a three-shift deployment model. He also said each shift is over- seen by a battalion chief who manages operational command, incident response oversight and daily field supervision.

he said it has already reduced travel time in its primary coverage area. Even with that added capacity, Sykora said the department is watching where growth clusters next so future stations and resources are positioned before response gaps widen. The department also started building a longer- term hiring strategy in 2023 to strengthen daily stang levels over time—while keeping the budget sustainable, Sykora said. He said the goal is to improve both safety and eectiveness as calls rise with residential and commercial expansion. “This progressive stang model strengthens reghter safety, improves reground operational eectiveness, and supports the growing service demands associated with Tomball’s residential and commercial expansion,” Sykora said.

The city of Tomball and the ESD 15 area are growing fast, and Tomball Fire Rescue leaders said the department is planning ahead so emergency coverage doesn’t fall behind. Call demand is climbing alongside new rooftops and commercial projects, Sykora said, with development pushing outward along major corridors such as Hwy. 249. He said the increase isn’t just about population— it’s also about the kinds of calls that come with denser housing and larger buildings. “[Call volumes are] driven by residential density, multifamily housing, health care facilities, and large commercial occupancies,” Sykora said. Tomball’s newest re station—Firehouse 4 on Mahaey Road—was built to relieve pressure as development spreads and trac patterns change, Sykora said. The station opened in late 2023 after construction began in 2022, and

performance in the area it serves. “Firehouse 4 has already produced measurable performance improvements,” Sykora said. “Trav- el-time reductions of approximately two minutes have been realized in its primary response district.” Sykora also linked facility investments to the community’s Insurance Services Office Public Pro- tection Classification, or ISO, which can influence insurance costs. “Maintaining strong ISO ratings is critical, as it directly influences commercial and residential insurance premiums,” Sykora said.

Sykora said the department is also working to meet or outperform national career-department response benchmarks even as growth adds pres- sure to coverage. National Fire Protection Associ- ation guidance under NFPA 1710 sets a response time benchmark of five minutes and 33 seconds from dispatch to arrival, 90% of the time. “Our department consistently works to meet or outperform NFPA 1710 benchmarks,” Sykora said. “Systemwide averages remain competitive with national standards, at five minutes and 41 seconds.” He said Firehouse 4 has already improved

The growth shows up in the call totals, and Sykora said it’s forcing Tomball Fire Rescue to plan ahead so units stay available as demand rises. From the call-volume snapshot, the department logged 1,677 calls in 2020, which then jumped to 3,250 in 2025—a 93.8% increase. “This trajectory reflects sustained year-over- year demand increases tied directly to regional growth,” Sykora said. Sykora said that trend affects everything from where stations should be placed to how the department staffs apparatus so crews can handle overlapping incidents without pulling coverage from other parts of the service area. He said leaders are using the data to guide future facility needs, apparatus planning and staffing growth as development continues. “The department began implementing a phased staffing enhancement plan focused on transi- tioning toward four-person apparatus staffing,” Sykora said. “This initiative adds three firefighters

Tomball leaders are also trying to stay ahead of the price and timing of replacing major apparatus. City officials accepted a $1 million federal grant check Feb. 17 tied to a new ladder truck. Officials said replacing fire trucks is a major expense for a city of Tomball's size. “An upfront cost, capital cost of replacing a truck like this is huge for a town like us ... to receive assistance in this manner ... it makes our life much easier when we start planning and having to budget,” City Manager David Esquivel said. Community Impact reached out to the Magnolia Fire Department for comment and did not hear back prior to press time.

That, he said, is guiding how Tomball times future upgrades and allocates crews so coverage doesn’t thin during peak demand. 2025
