An ordinance amendment passed in January means trap-neuter-release, or TNR, activities for feral cats are no longer prohibited within McKinney’s city limits. McKinney City Council members passed the ordinance amendment during a Jan. 6 meeting following two work session discussions held in October and December. Code Services Director Phillip Hubbard said the amendment is intended to no longer prohibit TNR activities within the city. TNR activities were technically illegal to perform within the city before the amendment was passed, according to city officials. Part of that is due to how the city defined an animal owner. “What we’ve done is, we’ve made defenses to that,” Hubbard said. “As long as those animals are part of a TNR program that a resident is operating.” Trap-neuter-release refers to trapping, spaying or neutering, vaccinating and ear tipping feral cats for identification before releasing them. The target population is feral cats which are different from stray cats, according to city officials. “A stray cat is going to be an owned animal or an animal that has potential to be owned and is socialized,” Animal Services Manager Hannah Golden said during an October work session. “Feral cats are going to be unsocialized animals that have grown up outside and are, by all intents and purposes, a wild animal.” Officials adopt feral cat policies

Under the agreement, the city must complete construction of the recreation center by Aug. 1, 2030.

Affordable apartments get zoning approval Plans are underway to develop an affordable apartment community as part of a public-private partnership between The NRP Group and the McKinney Housing Finance Corporation. The full story McKinney City Council members unanimously approved zoning and annexation terms for a 15.7-acre parcel. The NRP Group is planning to develop an apartment complex consisting of 288 units, said applicant representative Bob Roeder of McKinney-based law firm Abernathy Roeder Boyd Hullett. His presentation included a site map that showed plans for nine residential buildings, a clubhouse, pool, courtyard and a playground. Developers are planning to offer units with rents capped at 30% of the area median income, at 60% AMI and 70% AMI, Roeder said. Monthly rents could start at $660, the presentation stated.

McKinney-based Morphic Development is pursuing the development of more than 100 single-family homes in north McKinney. What happened? McKinney City Council members approved annexation and residential zoning for 29 acres of land during a Jan. 20 meeting. The land, located north of CR 124 and west of CR 161, could see development of up to 111 single-family lots, Morchic Develop- ment co-founder Sam Franklin said. Homes are expected to range from 1,900 square feet to 3,200 square feet, he said. Meritage Homes is the proposed builder on the project, but that could change in the future, Franklin said.

Roadways around the location are “narrow, rural and already strained,” she said. Council member Patrick Cloutier said affordable housing is a “huge pressure point” for council members and that more was needed in the area. The city lacks affordable housing for residents making under 80% of the area’s median income in this part of McKinney, he said.

McKinney ISD sets 2026-27 academic year calendar

McKinney ISD students will return to school for the 2026-27 school year Aug. 13. What you need to know The district’s board of trustees approved the next academic calendar at its Jan. 20 meeting. In creating the calendar, the district obtained feedback from principals, staff, students, teachers and parents, per district documents. The calendar reflects various considerations including state mandates, required testing dates, holiday obser- vances, professional learning for staff and impact to instruction, according to district documents. “This calendar reflects a careful balance between instructional quality, staff planning needs, family considerations and state require- ments,” Assistant Superintendent of Communica- tions Shelly Spaulding said. MISD teachers will return to work Aug. 4. There are a total of 172 instructional days in the approved

Changes are coming to three campuses as renovation projects kick off this summer. MISD trustees approved spending nearly $6.86 million on upgrades to school facilities at a January meeting. The details The funding for all three projects will come from the 2021 bond, according to district documents. Work at Bennett Elementary School will include plumbing, fire alarm system replace- ment and other miscellaneous repairs. Work at McKinney Boyd High School will include new plumbing, millwork, drywall, framing and other miscellaneous repairs. Venu, the owner and developer behind the McKinney Sunset Amphitheater, is now targeting a completion date in 2027 instead of 2026. McKinney City Council members approved an amendment to the city’s development agreement with the hotel developer during a Jan. 6 meeting. The developer, listed as Craig Ranch Luxury Hotel SPE Owner LP in city documents, is seeking an extension to obtain its equity nancing for the project, according to a city document. Construction commencement and comple- tion deadlines are being extended by 120 days.

The big picture

David Chase, a senior principal at Architexas, said the courthouse was originally constructed in the 1870s with a stone exterior and a mansard roof. It was later renovated in the 1920s to replace the roof and cover the stone with brick. For the current renovation, Architexas officials conducted a historic finish analysis to determine the building’s paint colors from the 1930s. “We found evidence of this green paint that was used,” he said. “We’re going to bring that back.” The Texas Historical Commission approved the renovation designs, which is a requirement since the building is a designated State Antiquities Landmark.

Construction work will include acoustic improvements, new seating and a permanent theater stage. The former judge’s bench will be brought out of storage to serve as a bar. Officials are planning a rebrand of the facility that’s expected to launch later in 2026, Jones said. When the center reopens, officials hope to increase the “quality and quantity” of shows hosted there, ultimately driving additional traffic to downtown McKinney, he said. During renovations, the courthouse building and restrooms will be closed through fall 2026. Temporary restrooms have been installed on South Kentucky Street one block from the square.

McKinney City Council members approved $9.2 million in funding for the project in February. Fort Worth-based Byrne Construction is overseeing construction, while Architexas provided engineering and design services. Both firms worked on the building’s last renovation project in the 2000s, which involved a lot of structural work, Jones said. This time, plans for the project are two-fold: historic preservation and customer experience. “We want to protect and enhance the building,” Jones said. “We wanted to also weave the courthouse’s history and [narrative] into our design and operation of the facility.”

Cindy Schneible, president of the McKinney Community Development Corp., said the center contributes to the city’s economic health while also making downtown “such a special place.” The MCDC funded renovations to the building in the 2000s and since then has awarded promotional grants to organizations using the facility, such as the McKinney Repertory Theatre. “Updating it to continue its stature as a crown jewel is something very important to the MCDC,” Schneible said. Davina Gazo Stampfel, executive director of the McKinney Repertory Theatre, said she was excited for the permanent stage that’s being added to the theater space. “We were the first to perform there in 2006,” Stampfel said. “It’s been our home ever since, and the very first show that was done there was ‘To Kill a Mockingbird’ because it honored the courthouse’s legacy.”

During lessons, tools like the Trackman Golf Simulator and force plates provide instant visual feedback, helping students see the impact of Van Aswegen’s data-driven instruction. “We don’t guess, we assess,” Van Aswegen said. Members can reserve a golf simulator, which allows them the opportunity to work on their golf skills or play a simulated game on courses from around the world. Van Aswegen describes the atmosphere of Assimilation Golf as being golf-cen- tric and intentionally dierent from other golf simulator facilties. “I want it to be more like a golf lab,” Van Aswe- gen said. “If you want to get good at golf, this is where you come. We’re golf nuts here.”

Whether golfers are new to the game or have been swinging clubs for years, Tyrone Van Aswegen, owner of Assimilation Golf in McKinney, brings decades of professional experience that he uses to help improve players’ game. Van Aswegen said his golf career included being on the PGA tour. “I had a wealth of knowledge I accumulated over 20 years and felt like the golf population would be better o if I did something like this,” Van Aswegen. “It was a natural progression to go from player to coach.” The set up Van Aswegen said a typical day for him includes giving lessons to adults and school-age students.
