The city of Pearland has started the process of considering a future drain- age bond package, which would be the city’s rst bond program since 2019 if it is approved. Pearland City Council at its Feb. 14 meeting opted to not pursue a storm- water utility fee that would have gone to voters in May’s ballot, which would have been one way for the city to gain funds for needed drainage improve- ment projects. “It is not a question of if more needs to be done,” Pearland CityManager Clay Pearson said. “It is how it gets done.” After residents, business owners, church leaders and school district o - cials pushed back on the fee, the city

A GROWING PROBLEM The number of children without placement in the Texas foster care system, or CWOP, has risen since 2020. The average number of days spent in CWOP rose from 2 days in February 2020 to 18.2 days in August 2021.

The number of children without placement in the Texas foster care system has skyrocketed over the last two years, increasing by more than 1,100% since October 2019, according to data provided by the Texas Department of Family and Protective Services. According to DFPS o cials, individuals in the state’s foster care system receive a “childwithout placement” designation, or CWOP, when the state cannot nd a suitable and safe placement for that child, requiring the DFPS to provide temporary emergency care until a placement can be secured. Over the last two years, the state has increasingly relied on unli- censed placements—often motels or o ce buildings—overseen by caseworkers. In October 2019, 32 children were in such place- ments statewide, according to DFPS data. By August 2021, the CONTINUED ON 24

FEATURED IMPACT COMING SOON Pearland residents in the Shadow Creek Ranch area will soon have a new Spec’s Wine, Spirits & Finer Foods in the area, towards the end of 2022. Pearland City Council at its Jan. 24 regular meeting passed a resolution in a 4-3 vote to grant a conditional- use permit that allows uses for a liquor or package store within the Shadow Creek Marketplace planned development district, clearing the way for a Spec’s Wine, Spirits & Finer Foods store to open at 11023 Shadow Creek Parkway, Pearland. “I’m a free-market guy,” Council Member David Little said. “It’s not our job to pick winners and losers up here. That is for the market to decide.” The 12,663-square-foot building at 11023 Shadow Creek Parkway, Pearland, accounts for both spaces that housed the Fuddruckers and Luby’s restaurants, according to Jan. 24 agenda documents. The Luby’s and Fuddruckers locations closed in early February.

Despite the passing of the resolution, it was not without some disagreement among some of the council members, who voiced concerns about the number of packaged stores on the west side of town. Council Members Alex Kamkar, Woody Owens and Adrian Hernandez voted against the resolution. The Texas Department of Trans- portation is seeking public input on a proposed change to a Hwy. 288 improvement project that will add a southbound frontage road from north of Rodeo Palms Parkway to north of Hwy. 6. TxDOT representative Ian McBride gave a virtual presentation March 1 on the proposed change. The project is a part of an ongoing bigger program to improve Hwy. 288 from Hwy. 59 near downtown Houston to CR 60 in Brazoria County, McBride said. After more detailed engineering design and drainage studies, a change was proposed to construct a two-lane southbound frontage road north of Rodeo Palms Parkway to just north of Hwy. 6, McBride said. Additionally, it would include the construction of one stormwater detention pond northwest of Hwy. 288 and Rodeo Palms Parkway and three
detention swales between the south- bound frontage road and main lanes, according to McBride’s presentation. The frontage road would be within the right of way TxDOT already owns for the project, McBride added. The proposed road project is con- sistent with the Houston-Galveston Area Council’s long-range 2045 Regional Transportation plan, McBride said. If approved, the $38 million frontage road project would be funded by federal and state sources, McBride said. Following the public comment period, TxDOT will nalize design and environmental documentation, which is expected to take three months, he said. TxDOT will receive public comments on this project until March 18, McBride said. TxDOT is in the process of identify- ing any potential negative e ects to the area, McBride said, which include

Counties—I’m honored to be your Republican nominee for state senator, District 11,” Middleton wrote on his Facebook page. Democrat Mikal Williams gath- ered 50.2% of the votes, narrowly defeating challenger Eugene Howard. Howard said he will wait until votes are canvassed before deciding whether to call for a recount. On the Republican side for the 14th District, incumbent Randy Weber racked in 89.1% of the votes to win the nomination. Weber will face either Williams or Howard in the November general election. Incumbent Ken Clark won the Republican nomination for Galveston County Precinct 4 com- missioner with 67.4% of the votes. No Democrats ran for the position. Incumbent Troy Nehls saw similar success in the Republican nomina- tion race for the 22nd Congressional District, accruing nearly 90% of the votes. The candidate running in the Democratic primary, Jamie Kaye Jordan, ran unopposed. Both candidates will face each other in the November general election. All results are uno cial until they are canvassed.
Primary elections for various local and state races occurred March 1. For positions covering Pearland and Friendswood, winners were announced, and none will be head- ing to runo elections. Brazoria County’s Precinct 2 commissioner race ended in another victory for Republican incumbent Ryan Cade. No Democrats ran for the position. “I am humbled and honored to have been re-elected,” Cade told Community Impact Newspaper in a text message late March 1. “We will continue to work hard for the citizens of Brazoria County. We do not take their trust and con dence lightly.” Cade accumulated 64% of the votes, beating out challenger Dan Davis, who racked up 36% of the total votes. The race for the Republican nomination for Texas Senate District 11, which did not have an incum- bent run, was dominated by Mayes Middleton, who accumulated 62.7% of the vote in a four-candidate ballot. The new planned residential development was originally pro- posed to include 260 single-family units and 100 townhomes; a recreation center; parks; hike and bike trails throughout the develop- ment; and amenity detention ponds, according to agenda documents presented at the meeting. Council members had quality of life concerns, such as the develop- ment’s proximity to the railroad and industrial businesses to the south on Industrial Drive. Additionally, the Pearland Chamber of Commerce is against reducing industrial zoning, chamber President Jim Johnson said at the meeting. However, several council members noted the difficulty in getting an industrial business to purchase that specific property throughout the years, which could signal that the city needs to change the land’s zoning. As of press time, the second reading of the ordinance to approve the zoning change has not been brought to council. Harris told Community Impact Newspaper in a written statement the project is still being pursued, and they have met with the Planning and Zoning Commission. Pearland City Manager Clay Pearson said there were concerns raised by the Pearland Fire Depart- ment about the development’s proximity to the railroad tracks and other items that need to be looked at. “It is in the developer’s court,” Pearson said. “There were some core concerns, even though it was advanced from first reading. Con- cerns were raised, and so it is up to the developer to address those.”
The city of Pearland could soon have 360 new residential units built less than a mile away from Pearland High School. Pearland City Council at its Jan. 10 regular meeting approved in a 4-3 vote the first reading of a zoning change from heavy industrial to a planned district for approximately 40 acres of property west of Hwy. 35, east of the nearby railroad tracks, around Bailey Road, and north of Industrial Drive. “We think this will be a great development in a great area and pro- vide a lot of tax dollars to the city of Pearland,” said Katy Harris, planning project manager at LJA Engineering, the applicant pursuing the project, according to agenda documents. Council was split on the approval of the rezoning. Council members Woody Owens, Trent Perez and David Little voted in favor of the ordinance, while members Alex Kamkar, Luke Orlando and Tony Carbone voted against it. Pearland Mayor Kevin Cole was the deciding vote in favor of the resolution because Council Member Adrian Hernandez was not at the meeting. Council approved the first reading with the expectation that the applicants will work with city staff to address comments and concerns pointed out by council members. The property has been zoned industrial, which is usually for businesses such as concrete batch plants, petroleum uses and chemical storage facilities, and has been vacant for over 40 years due to Beltway 8 luring more industrial development north of the city,

The air service allows patients to get to facilities they need in a short time, said Katie Nabors, HCA Houston Healthcare adult team ight nurse. One of the rst AirLife helicopters was based at The Woman’s Hospital of Texas near the Texas Medical Center, Lee said. The decision was made to move a base to Pearland when HCA Houston Healthcare identi ed the need to add more trauma teams outside of the inner city in Houston, he said. Since then, HCA Houston Healthcare’s AirLife has provided Pearland and the southeastern Houston region with a much-needed service, Lee said—a sentiment shared by the AirLife crew. “I think it is an honor to be a part of somebody’s worst day and to be there in the nitty gritty and make their day better and save their lives,” Nabors said. AirLife has multiple teams, such as
a specialty pediatric team that focuses on hospital-to-hospital transfers. Another team focuses on trauma responses, which includes deploy- ing to on-scene calls, Nabors said. AirLife has landed in elds, highways, roadways and parking lots. As long as the helicopter has a 100-square-foot space, it can land, she said. AirLife focuses on taking patients to where the service they need is available even if in some cases it is not an HCA Houston Healthcare facility, Lee said. If a patient has a stroke, they need to be taken to a stroke center to save their brain tissue. If it is a heart attack, they need a facility to open up blood vessels, Nabors said. As HCA Houston Healthcare contin- ues to expand both its AirLife program and other facilities, the focus contin- ues to be on serving the communities they are in, Lee said. “When we have scene ights and we make the di erence between life and death, we can’t put a price on that,” AirLife pilot Erik Kessler said.
After eight months of serving out of the Pearland community, HCA Houston Healthcare’s AirLife program has expanded again, opening its third helicopter base in late January in the city of Liberty. HCA Houston Healthcare also has a base in Conroe, said Annette Garber, HCA Houston Healthcare’s media relations director. When HCA Houston Healthcare opened its AirLife air and ground base in Pearland in summer 2021, the goal was to expand service to communities outside of the immediate downtown Houston area, said Jared Lee, the director of business development for AirLife medical transport. “The proximity of this aircraft to the southern reaches of Brazoria County and area [emergency medical services] certainly enhances the overall access to care for patients requiring rapid transport to a higher level of care,” said DavidWagner, the CEO of HCA Houston Healthcare Pearland. The new facilities will be unveiled Clear Creek utility relocation, a $1.5 million project, has finished its engineering design and had its permits approved. The $3.5 million Forest Bend detention basin project had its engineering plans approved as well. It is expected the council will award a contract in April or May with construction taking about 10 months. The FM 1959 detention basin is now being estimated to cost around $38 million despite the original estimate being $30 million to $36 million. The detention basin, located near the border of Friendswood and Pearland, would reduce the risk of flooding for Friendswood as well as providing recreational opportunities.

Coleman Animal Shelter and Adoption Center will hold ribbon-cutting ceremonies in March and April, according to a press release. The $21.89 millionWest Pearland Library, which will be located at the northwest corner of Shadow Creek Parkway and Kirby Drive, is expected to hold its ribbon-cutting ceremony at 9 a.m. April 9, according to the release. The city will hold the ribbon-cutting for Phase 2 of the Sports Complex at Shadow Creek Ranch on March 12 at 9 a.m. It cost $10.02 million. The city will also host the ground- breaking ceremony for the all-inclusive playground at the sports complex. Lastly, both the $8.32 million Fire Station No. 4 and

The Gulf Coast Regional Blood Center, an area nonprofit that provides blood to Houston and its surrounding communities, is nearing a shortage of blood supplies for the roughly 170 hospitals it serves across 26 Texas counties. Here is a look at how blood donations are used and how residents can help.

According to the GCRBC, the percentage of Americans who will need a blood transfusion at some point in their lives greatly outweighs the percentage of Americans who donate blood.
There are four major blood groups determined by the presence or absence of two antigens, A and B, on the surface of red blood cells. Additionally, the presence or absence of a protein called the Rh factor determines whether the blood type is positive or negative.
Rh-negative blood can only be given to Rh-negative patients, while Rh-positive or Rh-negative blood types can be given to Rh-positive patients, meaning O- blood types can be given to all four blood groups, and patients with an AB- blood type can receive blood from all four groups.
