As Central Texas continues to grow into a hub for advanced manufacturing, the business com- munity, local institutions and public schools are focused on building a pipeline of skilled workers to ll the demand for thousands of jobs over the next few years. Recent developments, such as the 1,200-acre Samsung Austin Semiconductor plant

under construction in Taylor, are spurring the growth and the need for collaboration to ensure a strong pool of workers.

In a room full of energy and ideas, Joseph Fischer stood out as a leader in innovation. As the winner of this year’s Venture Pfest pitch competition, Fischer did more than take home a prize. He showed how events like Venture Pfest and Business First are powerful tools for economic growth in Pflugerville. Fischer is the founder of Playmaker, a Pflugerville-based platform transforming how high school coaches and student- athletes connect with college programs. “I started Playmaker after watching friends and my own siblings struggle to get seen,” said Fischer. “There had to be a better way to open doors without the high costs and gatekeepers.” Playmaker never charges athletes and focuses on streamlining clean, actionable data. “We help athletes present the full story, even if they don’t have flashy highlight videos. It’s about leveling the playing field,” Fischer said. “And we give coaches a better way to support their players.” He credited his background in data and finance for the platform’s focus on data. “We turn numbers into insight. It’s not just stats. It’s context that helps decision- making.”

Hutto to issue bonds for utility, police projects The city of Hutto plans to issue roughly $77 million in bonds for upcoming utility projects and the design of a new justice center. Overview More than $72.5 million of the bond funding will help support capital improvement projects for the city’s utility system. Andre Ayala, HilltopSecurities nancial advisor, said in an Oct. 17 City Council meeting that these bonds would be supported by the city’s property taxes and its revenue collected from utility services. However, he added that the debt would likely be repaid using solely utility revenues. Hutto has been undergoing a series of water and wastewater infra- structure projects, including the South Wastewater Treatment Plant the city broke ground on last year. Developer sought for Cottonwood project The Hutto Economic Development Cor- poration is looking for a new development partner for Cottonwood Properties after the HEDC board of directors voted Oct. 8 to end negotiations with Houston-based company Midway. Overview The Hutto EDC rst selected Midway as the master developer for the Cottonwood Properties in December 2023. The 240-acre property was expected to be the site of a mixed-use development similar to The Hutto Co-Op District. Following a review of the project’s progress, the HEDC board “determined that pursuing alternative development options would be in the best interests of the commu- nity,” according to a news release.

Ayala said the average annual debt payment for the utility projects would come out to around $5.2 million, while the annual debt payments for the justice center design would be slightly over $400,000. These would be paid out over 25 years and 20 years, respectively. The bonds passed in the 2018 election, with three propositions totaling $125 million.

Daniel Garcia named principal of CTE center Pugerville ISD ocials announced Oct. 7 that Daniel Garcia, a PfISD educator of 24 years, will become the rst principal of the new Career and Technical Education center, which is set to open in 2027. Garcia will remain at Connally through the spring 2026 semester, and part of the fall 2026 semester. The school is expected to open in August 2027.

The PfISD board of trustees established a workforce housing PFC to support the project during the Sept. 18 board meeting. The overview The nonprot organization is sponsored by the district, but acts as a separate entity and can

nance, acquire, construct, renovate and repair public facilities. In 2022, voters approved a bond package includ- ing $43.9 million to build aordable housing for educators. The property will include 66 duplexes with a driveway, 36 townhomes with up to four bedrooms and a driveway, and up to 140 apartments with one-, two- and three-bedroom oor plans.

Texas to phase out STAAR and launch 3 new exams in 2027

Beginning in fall 2027, third- through 12th-grade students will take three shorter exams in lieu of the State of Texas Assessments of Academic Readiness. The changes come after state lawmak- ers passed House Bill 8, a law phasing out the STAAR, in September. The overview Bill author Rep. Brad Buckley, RSalado, said in September that the new law will reduce test-related anxiety and help educators track student growth throughout the year. Critics of the plan, including most Democratic lawmakers and a few Republicans, said they were concerned it would increase the amount of time students spend taking exams and result in “another STAAR test.” In the 2027-28 school year, school districts will be required to administer a beginning-of-year assessment in late August or September, a mid- year assessment in January or February, and an end-of-year assessment in May.

What to expect The Texas Education Agency will develop the three new exams. Lawmakers said educators will be allowed to continue administering third-party assessments in the beginning and middle of each year with TEA approval. All districts will be required to implement the state-developed end- of-year exam to measure year-over-year growth. Students’ scores will be released within 48 hours after each new test is administered. Currently, most students take the STAAR in April and receive their results in June, per the TEA. Questions from the new state-owned exams will be reviewed by Texas teachers and piloted in schools ahead of the 2027-28 school year. The TEA is required to release a plan for the rollout of the new exams by February 2027, which Buckley said will allow lawmakers to provide feedback and make adjustments to the testing system before it takes eect later that year.
