Stretched supply causes local water rates to rise

Collin County’s projected water supply and demand

Water rates in Prosper increased Oct. 15 for the rst time since 2019. The increasing rates are partly driven by the North Texas Municipal Water District, a regional water provider that sells to more than 45 munici- palities and utility districts in the area. Its whole- sale water rates increased for the third year in a row in the face of an $820.3 million budget that aims to address infrastructure needs across its coverage area. In addition to its operating budget, the district has bookmarked more than $1 billion for investment into capital improvement expenditures in scal year 2024-25, according to ocials. The main driver behind wholesale rate changes has been the popu- lation increase in NTMWD’s service area, NTMWD Communications Director Alex Johnson said. Collin County, which is partly served by NTMWD, is projected to have a higher water demand than supply by 2030 unless the district takes action to expand and maintain its infra- structure. The trend can be seen across the state, which is projected to face a water decit unless more money is spent to increase access to water, according to a 2022 Texas State Water Plan report. “We have been making signicant invest- ments in infrastructure to ensure we can meet the demands of our growing population and its associated economic development,” Johnson said in an email. Meanwhile, Prosper ocials have been trying to absorb additional costs to keep water rates steady and encouraging residents to be mindful of their water usage going forward, Prosper Finance Director Chris Landrum said.

Planning is underway on several projects to keep up with water demand in Collin County, according to the 2022 Texas State Water Plan.

Prosper officials add drone to police force A drone purchased for the Prosper Police Department is set to take its first flight in early 2025, said Aidan Daily, a crime analyst with the Prosper Police Department. Prosper Town Council approved a $150,000 contract with Flock Safety Inc. for a drone and accompanying software during a Nov. 26 meeting. One use of the drone will be to get an aerial visual of a car crash or an area named in a 911 call while first responders drive over, Daily said. “Sending an air asset out there...we can start to pipe that direct on-scene information to the video feed to our responding officers,” Daily said. According to town documents, the drone is equipped with a live video feed camera, thermal camera imaging, night vision, a laser range finder and an automatic flight log. It has a maximum speed of 54 mph, can arrive anywhere in its roughly three-mile service area

Celina invests $3.5M in Sunset Boulevard Sunset Boulevard will be reconstructed from Preston Road to Coit Road. The details Celina City Council approved a $3.5 mil- lion contract with ANA Site Construction plus a 10% contingency of $350,048 for a total project amount not to exceed $3.85 mil- lion during a Dec. 10 meeting. Funding for the project comes from 2021 bond funds, 2024 bond funds and waste- water capital recovery funds. The roadway is located next to Brookshire’s. The project timeline shows the project will wrap in 2026. “[Sunset Boulevard has] been in pretty bad condition for the last six years I’ve been here,” Celina’s Engineering Director Andy Glasgow said. “Its time to stop patching and rebuild that actual roadway.”

Wholesale water rates have increased for the last three scal years in a row. More than half of fees collected via wholesale water rates go toward capital project costs and maintenance. The Texas State Water Plan recommends more than $10 billion in projects that NTMWD can pursue in order to meet future water demand.

NTMWD serves 13 member cities in the North Texas area. They play a unique role by pledging to cover the cost of the system, Johnson said. NTMWD also provides water for 34 customer cit- ies and utility districts. Customer cities, including Prosper, pay for water at an extra ve cents per 1,000 gallons.

Before the Oct. 15 increase, which raised residents’ prices by 6.35%, the last two times Prosper changed its water rates were in late 2019 and late 2012, Landrum said. The town expects to pay for $13.6 million worth of water in 2025, Landrum said. “Us purchasing water makes up about half of the cost of our utility fund,” he said. Prosper tried to absorb the higher costs where it could but did have to pass on some of it to residents, he said. Residents can keep their bill lower by conserving water and only watering their lawns on the assigned days, Landrum said.

Texas' water infrastructure funding gap

The NTMWD’s board of directors adopted a new wholesale water rate for customer cities during a Nov. 21 meeting. It’s the rst time the wholesale rate has been changed for customer cities since 1970. The NTMWD plans to phase in a new customer contract template that will take eect in August 2028. Under the new wholesale rate, customer cities could pay as much as 10 cents more than member cities. Jenna Covington, executive director and general manager for NTMWD, said the wholesale rate for customer cities had been a topic of discussion for decades. Ocials have spent time over the last few years discussing it with customer cities before implementing the change. “I am grateful for the spirit of cooperation and regionalism that has been on display as we undertook that process,” she said.

Second, water and wastewater infrastructure across the state is using and becoming a liability for the communities it serves, he said. “The issue is that even though we have these nancial assistance programs that have been approved by the legislature and approved by the state, they’re going to fall short in terms of what we ultimately need to spend in the long term on these water infrastructure challenges,” Mazur said.

NTMWD’s eorts to prepare for future popula- tion can be seen across the state. Demand across Texas is projected to outpace existing supply by 2030, according to the Texas State Water Plan. Texas faces two key challenges regarding water, said Jeremy Mazur, natural resources and infra- structure policy director for Texas 2036. First, the state is projected to face a water sup- ply decit of up to 6.9 million acre-feet by 2070, he

Independent-living communities cater to older adults with limited care needs. Most include amenities, such as fitness programs, housekeeping and communal meals. Assisted-living communities specialize in providing care and supervision. These facilities frequently offer a full range of amenities as well as limited medical assistance. Memory care facilities specialize in providing care to seniors with Alzheimer’s, dementia and other cognitive issues. Hospice care is intended to relieve symptoms and suffering associated with a terminal illness in those who have been given six months or less to live. Q&A: Financial counselor Stephen Benton warns of scams targeting seniors As a financial counselor for Elder Financial Safety Center, Stephen Benton aims to raise aware- ness on how seniors can avoid being scammed. In 2014, the EFSC was formed—a collaboration of the Dallas County Probate Courts, Dallas County District Attorney’s Office and The Senior Source, a nonprofit social services agency—to address the financial exploitation of seniors. What services does the Elder Financial Safety Center provide? Elder Financial Safety Center provides a three- pronged approach, offering financial safety to seniors through prevention at The Senior Source, protection through Dallas County Probate Courts and prosecution through Dallas County District Attorney’s Office. Seventy percent of all the personal wealth in this country is owned by baby boomers and above. The youngest boomer is now 60 this year, so that 60+ have the money. Seniors begin experiencing cognitive difficulties ... [They] struggle keeping up with the rapidly advancing technology and the scammer techniques continue to get more and more sophisticated. More people live alone today than ever before, attempting to age in place. Through the computer, they are opening portals into their home and interacting with persons who

they would not let in their front door. What scams should seniors look out for?

• Romance scam: They always have a reason they can’t meet in person or use Skype or Facetime.

The people in your life you should trust seem concerned about the relationship. The supposed photos show up in Google picture search as someone else. They always eventually ask you for money. • Government agencies scam: The caller says, “Your social security number has been stolen” or “This is the IRS; you owe us money.” The government never calls, they write. • Tech support scam: Your computer goes hay- wire from a hack and it screams at you, telling you to call Microsoft immediately. Here’s their number. They answer on the first ring at 10 p.m. at night ... They tell you they are seeing hackers getting into your bank account. • Other scams pertain to grandson imposters, lottery [winnings], family emergencies and Medicare. What should a person do once they’ve been scammed? Can they get their money back? First of all, you report it to the Federal Trade Commission or the FBI. That just captures data. The FBI are not standing ready to take their case

personally. They can’t do that because there’s too much going on, but it helps them build a case so they can go to Congress to get more money. Scams and frauds are perpetrated by people that you’ll never meet. You’ll never see them in person. They cover their tracks. So that money, once you send it, whether it’s a gift card or anything of Bitcoin, that money is irreparable and it’s never going to be brought back. You just have to face up, and we put their lives back together as much as we can. What tips do you recommend on how to avoid scams? Quit answering your phone. Allow it to go to voicemail, and never click on a text. Who is eligible to receive services that The Senior Source provides and are there costs involved? Seniors 50+ in Dallas and surrounding counties are eligible. There are no charges to receive the services because The Senior Source is a nonprofit organization funded by private donations, various foundations and grants.

What else? The worst case I’ve had this year was a guy that clicked on a Geek Squad text saying basically, “Your two year maintenance plan is up at the end of the month. Let us know if there’s an issue.” It was a scam. He knew he didn’t have a Geek Squad maintenance agreement, but he clicked on it. It took them about 45 days to groom him into thinking that he was being defrauded. They said they were with the Federal Reserve and law enforcement, they were going to take care of him. And in the end, he lost $545,000. This guy was an Air Force Academy grad, a fighter pilot in Vietnam, an airline pilot for American Airlines, the caregiver for his wife. He is living alone at 85 years old in their apartment, and he loses all that.

North Central Texas Area Agency on Aging aims to help, offer resources

The North Central Texas Area Agency on Aging aims to provide information and direct services for senior citizens in the area. The big picture The agency was created in 1973 and is part of a national network funded by federal and state dollars. It helps provide services for qualified adults, including through partnerships with more than 20 nonprofits across its coverage area, Director of Aging Programs Doni Green said. “Our purpose is to provide information, advice and direct services that prompt aging with dignity and independence,” Green said in an email. The NCTAAA is one of three agencies in the Dallas-Fort Worth area that offers resources for seniors. Dallas and Tarrant coun- ties each have their own agency on aging while the NCTAAA covers the remaining 14 counties in North Texas, including Collin and Denton. What they offer Agency staff offer counseling services to help seniors under- stand Medicare, Medicaid and other public benefits available. They can also help arrange com- munity-based housing and host preventative health workshops. The workshops offered range from teaching how to reduce fall risk to managing chronic diseases, according to its website. “To be old is not to be disabled, but getting older increases the risk of disability,” Green said. “More than 80% of people aged [60 and older] deal with at least one chronic disease. More than 40% deal with a disability that affects daily life.” The NCTAAA’s services are avail- able for free to those who qualify. In order to qualify for assistance,

Green recommended caregivers should reach out to learn more about the services that are avail- able for them. “Too many try to figure out everything on their own, and that’s hard—even for those who are well-educated,” Green said. “The Area Agencies on Aging are good starting points.”
