First Street projects set to ease congestion for Prosper drivers

Ownsby Parkway reconstruction making progress in Celina Work to add six lanes to Ownsby Parkway between Preston Road and Coit Road is underway and on schedule, according to a March 29 report from Celina City Manager Robert Ranc. What you need to know Construction on the $19 million city-funded project began in October and is making signicant progress, according to the report. Paving for Preston Road’s northbound right-turn lane onto Ownsby Parkway as well as paving for the Palomino Court and Bluewood Way connec- tions have been completed, and construction on the northside sidewalks and landscaping work began in early April. The westbound lanes should open to trac by

Arizona, Colorado construction to begin Celina City Council awarded a contract to J&L Construction LLC for the construction of Arizona Drive and Colorado Drive. The April 9 council approval included a $3.12 million price tag not to exceed $3.59 million. It will be funded by the city. The details The project will reconstruct the roads from Ash Street to Cedar Street. The con- struction contract is for 300 days.

Prosper’s First Street should accommodate more than double the number of cars once construction to widen the road and install new signals is nished, Engineering Director Hulon Webb said. “A two-lane road can handle 6,000-12,000 vehi- cles per day, where a four-lane divided road can handle 20,000-28,000 vehicles per day,” Webb said. Prosper’s population has more than tripled since 2012, according to town census data. “The projects will reduce trac congestion and improve safety for drivers traveling in Prosper,” Webb said in an email. The breakdown Work to nish the multiple First Street proj- ects—which all have dierent schedules—has been underway since summer 2022, according to the town’s capital improvement projects dashboard. “The expansion of First Street from two lanes to four lanes divided with dedicated left-turn lanes, median openings and right-turn lanes will greatly

improve the safety for drivers along First Street as well as provide less congestion,” Webb said. The projects include constructing four lanes from: • Coit Road to Custer Road • Coleman Street to Craig Road • Teel Road to Gee Road

Other First Street-related projects include add- ing new turn lanes and trac signals, according to the project dashboard. Splitting the street into multiple individual projects instead of one larger project meant a timely design process and faster construction time, Webb said. Stay tuned Some segments of First Street, such as from Coit Road to Custer Road, are expected to nish construction by early May.

The construction one part of several road projects as the city adjust for its population growth. Celina’s population has skyrocketed in recent years, growing more than 476% from 2010 to October 2023, according to U.S. Census data. Stay tuned The entire six-lane project is expected to be completed in December, according to Celina’s capital improvement projects dashboard.

Construction on First Street is expected to greatly increase the road’s car capacity.

The town created a Downtown Advisory Committee last September to implement the master plan. It consists of eight residents and three council liaisons. The initial task for the group was to recommend how to use an initial $1 million of town and Prosper Economic Development Corporation funds in improvements to downtown, said Robyn Battle, communications and community engagement executive director. The committee is considering options for seating areas and decorative elements. “It is very exciting to see downtown Prosper develop into a vibrant destination,” Battle said in an email. Several businesses have opened downtown. Some of the new businesses to come include Black Hawk Brewery and The Tavern on Broadway. Livano is also expected to bring nearly 300 apartment units to the area later this summer.

What they’re saying

Looking ahead

The foot trac and growth of downtown will bring in revenue to local businesses and make it a destination for visitors, which will boost the city’s tourism, Moon said. “We’re moving slowly. We’re moving with consideration,” she said. “We’re moving to make certain that what we do is sustainable and has a long-term positive impact on the community.” Town ocials have put an emphasis on events as a way to promote downtown, create a small-town feel and bring people together, Parks Administration Director Dan Baker said in an email. Sta hope to see an increase in community participation during this year’s events. “We made downtown a focal point for people to come down to,” Bristol said. “[Events are] just going to enhance that entire area.”

“We wanted to be near family-owned and -operated businesses. It feels

Downtown was once a vibrant place of com- merce, but as the town grew, it lost its attraction, said Mary Ann Moon, Prosper Economic Develop- ment Corporation executive director. The rst step in revitalizing downtown was bringing town hall to First Street, which brought people to the area, Moon said. One other way ocials have attracted visitors to downtown has been through new events that started last year, including Paws on Broadway, Coee and Chrome, and more.

Family-owned Jimbo’s Pizza serves specialty pies Established in 1989, Jimbo’s Pizza in Celina aims not only to provide quality pizza to residents, but encourages students to excel in their school work through scholarships. The most popular menu item is the Dago’s pizza, which features ranch dressing, mozzarella, hamburger, onions, green peppers and jalapenos.

Jimbo’s Pizza is a family business, run by Dago Rodriguez and his daughter, Amy, and son, Santiago.

“He was just making stu up, and I was like, ‘That’s never going to sell,’” Santiago Rodriguez said. “It’s our best seller.” Giving back As businesses owners, Dago and Santiago Rodriguez like to be a part of their community and often donate pizzas to the schools for events. Dago Rodriguez also worked with the city to organize an annual Cinco De Mayo celebration where the restaurant also sponsors several scholarships. “I think we started out with ve scholarships, but now we’re at about 15,” Santiago Rodriguez said.

The restaurant was rst located in Celina’s Downtown Square in 1989 but relocated to its current space on Walnut Street in 2018. From the oven Diners can order traditional pizza avors; how- ever, Jimbo’s has several specialty avors such as the Chigito’s pizza, which features chicken, bacon, mozzarella, cheddar, onions and barbecue sauce. Another specialty pizza is the al pastor pizza, which features al pastor pork in tomatillo sauce, pineapple, cilantro, and jalapeno sauce.
