Schertz receives $1.73M in parks, trails support The city of Schertz acquired grant funds that will help city staff move forward with two park and trail development initiatives, according to a Feb. 9 news release. The financial support totals $1.73 million and will be used for the Hilltop Park project and the West Dietz Creek Trail project. The details For the Hilltop Park project, the Schertz Parks and Recreation Department secured $750,000 from a Texas Parks & Wildlife local park grant. This grant requires a $750,000 value match from the city, which will be provided by area homeowners associations, the South Texas Off Road Mountain-Bikers the parks and recreation budget, according to the release. This 45-acre park project will include a playscape, trails and other amenities.

Cibolo survey tracks resident quality of life According to results from the 2023 Cibolo Resident Survey, 92% of respondents rated the overall quality of life in the city as excellent or good. With this being the first resident survey from the city and having a response rate of 12%, city staff will improve the survey in the future, Mayor Mark Allen said during the Feb. 13 meeting.

The parks and recreation department also secured $980,000 in funds from the Alamo Area Metropolitan Planning Organization for the West Dietz Creek Trail project, which will connect Wiederstein Road to Schertz Parkway. This grant requires a $245,000 match from the city, which will come from dedicated trail development funds in the parks and recreation budget, according to the release.

FM 1103 construction remains paused

Haeckerville Road work to finish in May On Jan. 31, traffic on Haeckerville Road switched to open bridge access and allow northbound traffic to FM 78. A detour is set up for southbound traffic. According to Cibolo staff, daily north- bound lane closures will take place for the installation of sidewalks and driveways. The $8.5 million project is funded through 2018 general obligation bonds, as well as drainage, water and street impact fees.

The expansion of FM 1103 has been a point of frustration for Cibolo residents as the project came to a standstill in September. The details The delays are due to conflicts with telecommu- nication providers and utility lines preventing the construction, according to the Texas Department of Transportation. As of Jan. 30, TxDOT is continuing to collect information to confirm the utility data provided by third-party entities in order to determine whether the lines were installed correctly or whether they need to be removed. To avoid potential issues during construction, field and utility surveys are being conducted. The timeline for the project construction to restart is still being considered. TxDOT newsletter updates for the project will be paused until the project resumes.

The project Work on the first phase of FM 1103 broke ground in November with the project planned to be completed in 2026. The $39.2 million project will see the expansion of the road from two lanes to four lanes running from I-35 to Rodeo Way. Pedestrian accommodations with 6-foot side- walks and bicyclist accommodations with 5-foot bike lanes will also be added in each direction.

Judson ISD ranks bids for new elementary school During a special meeting Feb. 8, the Judson ISD board of trustees approved the bid rankings for a new elementary school. The details The rankings included bids from two vendors, with Nunnely General Contractor having the lower bid at $48.38 million. The second bid of $49.9 mil- lion was submitted by D.L. Bandy Constructors. The approval of the rankings allows district administrators to execute contracts and docu- ments related to the elementary school project. Funding for the project will come from bond funds approved by voters in 2022. The estimated cost of the project when the bond passed was around $62 million, meaning the district is coming in slightly under budget, Superintendent Milton “Rob” Fields, III said. This new school will be the 21st elementary

Since then, more than $500,000 has been spent on property purchases annually, and $240,000 has been spent in 2024. “By consolidating various small lots into one larger tract, it increases the likelihood of attracting the nancial investment needed from the develop- ment community,” Cassata said.

Planned projects for the district include a hotel, housing, trails and parking. City sta will work on the Aviation District over the next decade or more with the properties owned by the corporation serving as encouragement for future development, Cassata said.

City sta said the timeline for the nine properties to be fully built out is around ve years. This process will include nalizing the acquisition of two lots on Bowie Street, which are planned for row home designation. Alongside the acquisition, city sta will look for developers for the project and begin the rezoning and construction of the planned development. Sta will continue working on the project throughout 2024, Cassata said. Universal City resident Miranda Land said she is looking forward to the changes in the district. “I’m excited to see this place evolve,” she said. “I think it needs a lot of work, but there are already some amazing businesses here, and I am hopeful that we can have more places that are unique to this city.”

The Aviation District Master Plan, which covers the area along Pat Booker Road from FM 78 to the area around West Langley Boulevard, was rst presented to Universal City City Council in August 2020. Turner said many of the property owners in the district reached out to city sta, and city ocials have no desire to force people to leave their homes or businesses. Economic Development Director Michael Cassata said the purchased land will be used for new developments on the nine properties that cost the EDC an estimated more than $2 million total. “The caveat is that the market will dictate the viability and timing of the private-side development,” Cassata said. “We anticipate releasing a [request for proposals] for development of these properties within the next year.”
