Hays County commissioners authorized $2 million on Jan. 21 for an agreement with the engineering rm HDR Inc. to move forward with a corridor-preserva- tion study on a section of Hwy. 21. The study area runs between Hwy. 80 in San Marcos and the Hays-Travis County line, close to Niederwald—approximately 17 miles, according to the county. There have been at least 37 deaths on that piece of the road, which runs along the border with Caldwell County, accord- ing to data from the Texas Department of Transportation. Funding, which was sponsored by commis- sioners Mark Jones and Debbie Ingalsbe, will come from the 2016 bond. The goal of the corridor-preservation study is to develop a detailed, long-range plan for Hwy. 21, which will include ana- lyzing trac, population projections, envi- ronmental constraints, existing buildings, historic sites and school bus patterns, among other factors. The plan will include recommendations for future changes to lanes and intersections as well as sidewalk and shoulder improvements.
