Small businesses,major industries look at 2021 recovery prospects After a year fraught with unprece- dented challenges amid the COVID-19 pandemic, some small-business own- ers in The Woodlands area said they are greeting 2021 with cautious opti- mism, while local economic experts said industries such as oil and gas may be looking at more widespread changes as they adapt to a new busi- ness landscape. Several circumstances, such as a growing health care employment sec- tor and a robust commercial market, may have helped to protect The Wood- lands from greater losses, area experts said. However, The Woodlands was not immune to some downturn due to an upheaval in the energy industry and a chain reaction of losses across hospitality and retail industries as in-person activities dropped through- out the year. “People are optimistic that by midyear enough population will be inoculated that we’ll return to some normalcy for transportation, … business meetings that will help the hotels, retail coming back. … So that gives us again something to be excited about,” said Gil Staley, the CEO of The Woodlands Area Economic Development Partnership. FEATURED IMPACT RELOCATION The Woodlands-based Lexicon Pharmaceuticals has sold its 260,950-square-foot Research Forest campus and plans to relocate its headquarters within The Woodlands, commercial real estate rm NAI Partners announced Dec. 29. The rm described the transaction as the largest sale of a life science-related project in the Greater Houston area in 2020. The sale included ve buildings at 8800 Technology Forest Place, The Woodlands, centered around a 128,400-square-foot Class A oce building that includes laboratory space, according to NAI, in addition to special- use and ex buildings. The rm said Lexicon plans to retain its headquarters in The Woodlands, although a new location was not announced. Capital was completed Jan. 6, the firm announced. Shipley’s serves dozens of varieties of its signature doughnuts and kolaches in addition to beverages such as coffee and juice. A new bridge will also be constructed over Bear Branch to accommodate the northbound lanes, and the existing two lanes will become southbound lanes. The project will widen Rayford Road to four lanes between an area 40 feet east of Waterbend Cove to approximately 400 feet east of Birnham Woods Drive. all parties.” Township ocials did not comment on the agreement at the Dec. 18 meeting. The matter originally came up during the summer when com- missioners directed Henderson to renegotiate the contracts in light of COVID-19 eliminating a possible 2020 incorporation election. The previous contract assumed the possibility of an incorporation transition occur- ring after 2020. Township ocials decided in April that an incorporation election would be cost prohibitive in light of the economic uncertainty surrounding the pandemic. Henderson said in August there was concern from his department that the deputies would not have job security unless the contract details were estab- lished with a new set of assumptions. Ultimately, the negotiations ended with a transition agreement that separates a scenario with an incorpora- tion assumption from the existing law enforcement agreement. According to the agreement, the county’s personnel costs for township law enforcement positions would be transitioned to the new city if the township incorporates. The county would continue to fund those positions for the remainder of its scal year during the year of incorporation. The newly formed city would take over that cost with the next county scal year. During the four years after incorporation, the number of law enforcement positions from the county would be reduced each year as the same positions were lled under the city’s newly formed department. The township’s 2020-21 budget, approved in August, includes $9.62 million for law enforcement, which consists of $8.12 million for Montgomery County personnel. “I feel that is probably the best sup- plemental [interlocal agreement] that we have ever put together,” Hender- son said at the Dec. 15 meeting. Montgomery County Commission- ers Court approved the items at that meeting. As of early January, township o- cials had not determined a specic timeline for when an incorporation election could occur.
