Prosper Town Council tables $302M Bella Prosper development Plans for the 62-acre mixed-use Bella Prosper development are on hold for a third time. Prosper Town Council tabled until May a zoning request tied to the development at a Feb. 24 meet- ing, citing ongoing concerns about adding multifam- ily housing outside the town’s tollway district. Some context Developers are seeking to rezone the 61.7-acre property at First Street and Legacy Drive to allow a mixed-use development. Valued at roughly $302 million, Bella Prosper aims to create a walkable community with residential, commercial and recreational components, town documents state. Town ocials have worked with the development team since May 2025 to address concerns and

Celina approves city’s rst car dealership Celina City Council voted in favor of the city’s rst car dealership. Ewing Buick GMC requested 20 acres along Dallas Parkway be rezoned from commercial use to a planned development which would allow them to build a car dealership. Council approved the rezoning request 7-0 at a March 10 meeting. The details The dealership will be located on the western side of future Dallas North Tollway north of Frontier Parkway. Development Services Director Dusty McAfee said the design of the proposed dealership includes extensive masonry and limited branding. “This will be a new standard for dealerships in the metroplex,” he said.

The Doe Branch Water Reclamation Plant collects wastewater, filters out debris, uses bacteria to eat harmful chemicals, then deposits the water back into Lake Lewisville.

Funding the flow Celina officials approved the project’s final price increase in December. months, of the plant increased by $13.5 million, while Prosper’s portion decreased by $20.5 million after the town reduced its flow allocation. The Doe Branch project will expand the water reclamation plant’s capacity from 4 million gallons per day to 12 million gallons per day, or mgd, and add a pipeline extension from the plant to Fishtrap Road. The plant was previously expanded in 2021, but local officials said continued population growth in both municipalities prompted the immediately started expansion,” UTRWD Communications Director Jason Pierce said. Construction was estimated to cost $209.9 million, but the project has seen price increases, primarily due to inflation. Celina’s share, which has seen increases in recent need for another expansion. “We finished construction and

Celina: $135M

capacity, bringing the plant’s total capacity to 12 mgd. Doe Branch will treat an additional 4 mgd from Celina and 3 mgd from Prosper, leaving 1 mgd of new treatment capacity unclaimed. “We’d like to see what the actual usage is before we’re funding capacity that the town’s not going to use,” said Chuck Ewings, Prosper assistant town manager. Celina and Prosper will split the cost of the remaining 1 mgd until it is claimed, said Kim Brawner, Celina assistant city manager.

Doe Branch has a permit to process 4 mgd, but UTRWD Operations Supervisor Steven McHenry said that with the rapid growth in Prosper and Celina, Doe Branch is currently treating about 6 mgd, or 150% of its permitted capacity. Doe Branch treats 1.64 mgd of wastewater from Celina and 1.13 mgd from Prosper. The plant also helps provide wastewater treatment services for smaller communities such as Savannah and Arrowbrooke. The expansion will add 8 mgd of treatment

While the Doe Branch expansion will address improving wastewater capacity, officials are also planning for increasing future water supply alongside development. Work is underway on Lake Ralph Hall in Fannin County, which UTRWD officials said is expected to begin delivering water to Celina and other communities by late 2026. “While projects like Lake Ralph Hall focus on securing future water supply for the region, Doe Branch addresses the wastewater treatment side of that equation,” Brawner said. McHenry said as the latest expansion at Doe Branch is expected to finish in 2028, officials will start planning the plant’s next expansion once it hits 75% of its rated flow capacity. “We had asked the towns to project up to 2030 [and] what their needs would be,” McHenry said.

Prosper and Celina officials said the wastewater expansion is needed to keep up with growing population and development demands. Prosper’s population is expected to increase nearly 10% by 2030, while Celina’s could increase 80%. Prosper has experienced rapid development in recent years, but Ewings said the town is seeing a slowdown. “We’re playing a little bit of wait and see how we grow,” Ewings said.

Grand Love assists grandparents raising grandchildren

Following 18 months of being empty nesters, long-time Prosper residents Lena and Ray Smith found themselves raising their two grandsons. Although ung into this unexpected life twist, the couple were determined to make the best of their situation. Who it’s for The Smiths launched Grand Love, a Prosper nonprot, in 2022. “Grand Love’s mission is to create an awareness of the epidemic of grandparents raising grand- children, to oer programs to help enrich these grandchildren’s lives, and to come along beside these grandparents and put our arm around them and help them nancially with the extra expenses of raising these children,” Lena Smith said. Grand Love assists grandparents who live in Texas and earn $1,400 a month or less. A screening process is in place to verify the grandparent is legally raising at least one grandchild. “We’re adamant about doing our due diligence,” Lena Smith said. “If you’re giving us even $50 or $100—we want to be good stewards of that. We want you to feel good about giving us that money and know it’s going to those grandparents.” Regarding the “epidemic of grandparents raising grandchildren,” Lena Smith said in Texas there are currently over 266,000 grandparents raising grandkids today, and almost 24% of those fall below the poverty line. A variety of reasons lead to this

family dynamic including the opioid epidemic, incarceration and military deployment. “If you take on a foster child, you get $900 a month to help with that child. If you take on a kin- ship—niece, nephew, grandchild—you get nothing,” Lena Smith said. “There is no nancial assistance.” The setup Once approved as a Grand Family, continual programs are available including: Grand arts: grandchildren can explore creativity through free or reduced-price after-school classes. Grand summers: grandchildren can attend educa- tional and Christian summer camps through free or reduced price partnerships with local camps. Backpacks with love: grandparents are given the opportunity to choose school items from Amazon totaling $125. Additional programs pertain to community college scholarships, Christmas wish lists and professional services including medical and legal. Get involved Grand Love currently serves 200 Grand Families throughout Texas. Lena Smith said they need volunteer case managers and grant writers. She said nancial donations are always appreciated. Throughout the year, a variety of fundraisers are held including monthly bingo nights and Breakfast with Santa.
