Rehab or repair? Studies show new options for water infrastructure plan

While some projects are underway now, such as a $3 million project to clear drainage ditches and improve stormwater ‘ow, others will require further study to determine a path forward, such as a multimillion-dollar plan to replace or refurbish the township’s oldest wastewater facility on Sawdust Road.

O”cials said they are looking to steer away from using bonds to •nance large projects, so residents could potentially see higher water bills as the projects move forward in the coming years.

BY VANESSA HOLT

MONTHLY COMMENTARY FROM THE DESK OF JIM CARLTON

As I am writing this on the morning of Tuesday March 3rd, the markets are in turmoil over the war with Iran and the possibility of energy market shocks. It has been a volatile beginning to the year in general for the markets and global conflict only adds to the instability. What is important for investors at a moment like this is not to make emotional decisions. You hopefully have a long- term plan in place. Volatility, regardless of how drastic, should not cause you to deviate from your plan. Your plan accounts for volatility as it is part of the equation. We are here to help you emotionally get through times like these. Let us be your partner on your journey to financial freedom.

TOWNSHIP FROM THE BOARDROOM

MARCH 2026 - INFORMATION PROVIDED BY THE WOODLANDS TOWNSHIP

CAN I HAVE A GARAGE SALE?

No. Garage, yard and estate sales are prohibited. Safety and security concerns are a factor, as public sales can attract unfamiliar individuals to residential areas. Additionally, street parking related to such sales can

The Woodlands Township Board of Directors advanced strategic initiatives that strengthen mobility, enhance placemaking and ensure responsible stewardship of Township assets. The Board authorized negotiations for a public- private partnership to develop and operate a nine- hole short course golf complex with associated amenities on the South Gosling Tract, enhancing recreational opportunities and economic vitality. To support regional connectivity, the Board approved service enhancements and a fare adjustment for The Woodlands Express Park and Ride program. Effective April 1, 2026, the round- trip fare will increase from $15 to $17, sustaining high-quality commuter operations. Service improvements include an additional midday return from Downtown Houston to all three park-and-ride locations and a second 3:10 p.m. departure to Sterling Ridge, expanding flexibility for riders seeking earlier return options. Consistent with the Township’s Transit Asset Management Plan, the Board authorized a proactive fleet strategy in advance of receiving 25 new commuter buses and six new trolleys in 2026. Four Town Center Trolleys and 14 commuter buses will be retained beyond useful life benchmarks to preserve operational flexibility and maintain adequate reserve capacity. Remaining vehicles will be disposed of in compliance with Federal Transit Administration policy. The Board also approved a new in-house wrap design plan for The Woodlands Express fleet, aligning with the Energy Corridor branding introduced in 2025. Expanding the Township’s public art footprint, the Board amended its agreement with The Woodlands Waterway Arts Council to support up to eight artist-designed trolley stops featuring digitally printed glass. Privately sponsored installations will further enhance The Woodlands Waterway and surrounding public spaces. To guide future contributions, the Board adopted a comprehensive policy governing memorials, artwork and commemorative donations, establishing clear standards for placement, funding and long-term maintenance. Board meetings can be viewed online at thewoodlandstownship-tx.gov/meetingvideos.

Always Patsy Cline @ Dosey Doe-The Big Barn

The Patsy Cline tribute “Always Patsy Cline” featuring Kelley Peters is performing at the Dosey Doe-The Big Barn on March 22. What drew you to the genre you play? The universal outreach and collective connection drew me to the music and impact of Patsy Cline. ... I have always had a passion for country, western swing and rockabilly music, but I believe Patsy Cline extends way beyond that box. Is there a song in your catalog that feels especially personal?

Patsy’s “Crazy,” written by Willie Nelson, de nitely strikes a chord with me. I can completely empathize and be present in those words I’m singing, because I know how that roller coaster feels. Where do you hope your music takes you in the long run? I hope that my music helps me continue to be an open, empathetic and vulnerable human being. • March 22: Patsy Cline tribute, 7 p.m. • 25911 I-45, Spring • www.doseydoetickets.com

Montgomery County Fair enters its 69th year Running April 9-19, and with a new event this year, the Montgomery County Fair and Rodeo’s main focus is to create “pathways and opportuni- ties for local youth to succeed,” Executive Director Tobin Redwine said. The big picture Founded in the ‘60s, the rodeo has now become a staple for the local Montgomery community, per its website. Faith at the Fair, which will feature faith-based artists, is the newest event. Why it matters Redwine said that the rodeo and fair would not be able to operate without community support. “Montgomery County is at a unique intersection of innovation ... and also connection to history and heritage that shows up in such a tangible way at the fair,” Redwine said.

Dates to know The county fair has a wide variety of events focused on youth to adults and families, including but not limited to: • April 8: Dos Chicas barrel race • April 10: Sunshine Day & ield trip • April 10-12: Youth and professional rodeo • April 12 : Ranch rodeo • April 12: Faith at the Fair • April 14: Pet parade • April 18: Kidz Contest, a junior BBQ contest

The Woodlands named nalist for 1-mile tunnel project

The Woodlands Township was named one of 16 nalists for a project that could create a mile-long tunnel connecting key areas of The Woodlands at no cost to the township. The Woodlands Township board of directors unanimously authorized submitting a response to the Tunnel Vision Challenge issued by Elon Musk’s The Boring Company at a Feb. 19 meeting, and a winner will be announced March 23, according to the company website. The Boring Company announced nalists on March 2. The project could potentially improve public safety, connect major destinations and support mobility around the township, according to meeting materials. What you need to know The Boring Company’s request for proposals is for a project up to 1 mile in length with a 12-foot inner diameter, according to the company’s website. The company will select a proposal and

create the tunnel for free. The township’s concept is for a project called “The Current,” a loop that would have two parallel, 12-foot diameter tunnels designed to move passengers in a ˆeet of Tesla electric vehicles under Town Center, according to the township meeting agenda. The concept will require support from stakeholders and partner organizations such as Cynthia Woods Mitchell Pavilion and Howard Hughes. What they’re saying Board Chair Brad Bailey said the township was not approached by an outside entity about the project, but the idea to participate came from board member Shelley Sekula-Gibbs. “If we do win, that’s when we’ll learn a lot more about what the actual project could be,” Sekula- Gibbs said. The monetary value of the potential project was not discussed at the meeting.

Proposed tunnel attributes If created, the proposed tunnel would connect major points in Town Center.

Potential golf complex partner picked

What to expect

Maintaining The Woodlands’ character and preserving trees would also be an important part of the project, township Chair Brad Bailey said. The township has spent $1 million annually since 2023 on reforestation eorts to maintain the health of its tree canopy amid challenges such as drought conditions. The tree cover would also keep the facility from being visible from the road, Bailey said. Other proposed features are night golf and a driving range, Nunes said. As a public golf course, there would be no annual membership fee, Bailey said. Nunes said the matter would return to the board following negotiations, and if those fail it would talk to another bidder, Park Golf, until a contract could be reached.

The Woodlands Township ocials will negotiate with Early Bird, which manages East River 9 in Houston, for a public-private partnership on a nine-hole golf complex o Gosling Road. The township’s board of directors on Feb. 26 authorized President and CEO Monique Sharp to negotiate a contract. Chief Operating Ocer Chris Nunes said Early Bird also oers pickleball, and its plan does not have golf cart paths. He said paths can increase costs because they compact grass. The course would have a contracted restaurant that could be used by guests even if they were not playing golf, he said. The proposed golf complex will be located at the South Gosling Tract, a 208-parcel tract donated by Howard Hughes in 2023 o Gosling Road on Spring Creek.
