Council approves $2.18 million for maintenance yard at Old Settlers

Round Rock City Council approved the guaranteed price for a maintenance yard in the Old Settlers Park build-out project at its April 24 meeting. At a cost of $2.18 million, the project is meant to prepare the site for construction of a warehouse, remote maintenance facility and pole barn. Dive deeper The contract with SpawGlass Contractors is a heavy civil project, said General Services Director Chad McDowell, and includes grading, clearing, grubbing, demolition of existing structures, asphalt paving, landscaping and preparing utilities. The project began in May and is expected to be done by November. Voter-approved bonds will pay for the work, city documents show, but McDowell said that the city will still need to determine funding for the remainder of the maintenance facility, because the Old Settlers Park project “is starting to run out of money.” “We are starting to see pres- sures,” McDowell said. “We’re going to get all of our estimates in to try to have a full idea of how much more money we need.” Financial concerns arise as the The Round Rock Parks and Recreation department launched Trailside Market this month in Memorial Park at 600 N. Upon comple- tion, the park will have upgrades that include a new pavilion, stage and amphitheater, as well as a playground, expanded recreational areas, roadway renovations for safety and pedestrian crossings, pedestrian bridges, and improved sports courts. October, visitors can shop local vendors along the new trail. The market will feature goods like produce, plants and hand- made art from local makers. The completed Heritage Trail project is a 1-mile addition to the Brushy Creek Trail system.

Round Rock ISD eyes expansion to teacher resident program

Round Rock ISD administrators are exploring ways to expand a the RROCK Residency program, which provides paid experience to college students during their last year of undergraduate study. In April, RRISD Chief of Human Resources Eddie Curran said the district has not yet landed on a number, but is working to expand the program to greater numbers and potentially more campuses. What you need to know The residency program con- cluded its first year with the end of the 2024-25 school year in May. The program paired seven residents from Texas State University and Concordia University with master

teachers at C.D. Fulkes Middle School, where they received hands-on classroom teaching experience. Curran said the district has already signed contracts with six of the seven to teach in the district in the 2025-26 school year, with the seventh unable to commit due to moving out of state. The Round Rock ISD Police Department is seeking a grant from the Capital Area Council of Governments to fund the purchase of locks for firearms as part of a safety initiative. What you need to know RRISD Police Chief Ryan Urrutia said his department was seeking state funding to provide cable

locks to community members. Urrutia said if the grant is awarded, the department would aim to purchase between 12,000- 15,000 firearm locks, cable locks and trigger locks to provide to district families. The district will most likely hear an answer about the grant by the start of the 2025- 26 school year.

City rolls out $115M plan for roads, recreation Round Rock City Council approved $115 million in debt issuance at its meeting April 24. The debt is spread across three programs and will contribute to park and transportation projects. Public Safety Training Center gets $25M boost Round Rock City Council unanimously passed an updated design contract for Phase 2 of upgrades to the Public Safety Training Center at its May 8 meeting. The additional design services add $710,965 to the project. The details Phase 2 of improvements to the PSTC will add features that were originally cut from the first phase, including a high-speed driving track, called an emergency vehicle operations course, and expand classrooms. The additional design work will improve the safety of the vehicle course while also allowing for future upgrades, according to City Manager Brooks Bennett. With an in-house track, public safety per- sonnel won’t have to travel for mandatory driving courses and can access additional training.

Expect chlorine smell, water remains safe The city of Round Rock began a chlorine flush of its waterlines May 27 to maintain the effectiveness of the city’s water distribution system. Explained The chlorine flush is part of the disinfec- tant conversion to maintain proper levels of chloramine, a mix of chlorine and ammonia, and free chlorine. Both disinfectants main- tain water safety and eliminate pathogens as water flows from treatment facilities to customers. Williamson County Emergency Services District No. 9 unveiled new reghting equipment for the Round Rock Fire Department on April 29. The equipment includes a utility task vehicle, trailer and truck, which come at “the perfect time,” Round Rock Fire Chief Shane Glaiser said. The UTV, an o-road four-wheeler equipped Equipment boosts wildre response with re extinguishing tools, will help the Round Rock Wildland Response Team access areas that a retruck can’t get to, Glaiser said. Additionally, the team also received a trailer to haul the UTV, which is insulated and air- conditioned, with space for the crew to rest. All together, the new equipment cost around $300,000 and should last for about a decade, Glaiser said.

Why it matters

The old equipment will be refurbished for the Sam Bass Fire Department to be used throughout the county. “That’s the great part about Williamson County is we’re not just locked into the city we protect; we can also work as a team throughout the county,” Glaiser said.

As the district plans its budget for the 2025-26 nancial year, Round Rock ISD’s chief human resource ocer, Eddie Curran, has put a new spin on self-funded health care in a proposition to the district: open an in-house clinic. Curran oated the idea to RRISD trustees in February, and the district has since sought a request for proposals for it. The results of the RFP process have not yet been shared publicly. The potential on-site clinic would provide many of the services employees receive from their primary care doctors and urgent care. He said district preference would likely be to host it in a district facility, but other options RRISD explores in-house clinic for employees

Six health care updates from around the Round Rock region

1 St. David’s Round Rock Medical Center A new wound care clinic opened at St. David’s Round Rock Medical Center in March. The clinic is for those experiencing acute or chronic wounds. Conditions treated at the center include burns, diabetic ulcers, traumatic wounds, soft tissue necrosis, gangrene, crush injuries and many more. A team of specialists use hyperbaric oxygen therapy treatment to promote vascular formation, encourage the body’s healing cells and inhibit bacterial growth, according to St. David’s Health Care. The hyperbaric chamber is pressurized with compressed air to a pressure two to three times higher than exposure at sea level. Typical treatment takes two hours and patients may receive daily treatment for 20-40 days.

2 Baylor Scott & White Medical Center - Round Rock The medical center recently added the city’s first laryngologist specializing in the treatment of voice, airway and swallowing disorders, according to the health system. Dr. Matthew Marget provides treatment for issues such as chronic hoarseness, swallowing difficulties and vocal strain. These types of disorders can significantly affect quality of life, but many older patients struggle to find care close to home. “Vocal issues are often tied to underlying health problems, but many people don’t realize it — or that they can do something about them,” said Marget. Additionally, the facility received an “A” hospital safety grade from nonprofit organization The Leapfrog Group this spring.

3 Ascension Seton Williamson Jamie Youssef was named the new chief executive officer of Ascension Texas in May, according to a news release. Formerly the senior vice president of network development and services lines at HCA Healthcare, Youssef is expected to help Ascension Texas expand access to health care across Central Texas. He also previously served in senior executive roles for Medical City Healthcare - HCA North Texas Division and Medical City Children’s Hospital. Youssef will oversee growth and operations across Ascension Texas hospitals, several of which received “A” hospital safety grades from nonprofit organization The Leapfrog Group in May. Ascension Seton Williamson was among these, and around 78% of all Ascension facilities received an “A” or “B” grade this spring.

5 Dell Children’s Medical Center North The hospital elevated its trauma certification in April and now operates as an advanced trauma center, making it one of only three Level 3 pediatric trauma centers in Texas, according to a news release. To receive the status, Dell Children’s staff performed individual reviews of each patient case, received a two-day facility survey by Texas EMS Trauma and Acute Care Foundation, created trauma guidelines specific to the location and participated in a variety of other tasks. “As Central Texas continues to grow, it’s imperative that we invest in our hospitals and ensure we have the latest trauma advancements and staff available to serve our patients,” said Adam Messer, president of Dell Children’s Medical Center.

6 Heart Hospital of Austin at St. David’s Round Rock Medical Center A cardiologist at Heart Hospital of Austin at St. David’s Round Rock became the first in Texas last year to perform a new procedure used to treat patients with blood clots in their lungs, according to a news release. The new thrombectomy catheter system is meant to treat pulmonary embolisms, or a sudden blockage in the pulmonary arteries. The catheter system is able to remove the clot by breaking it up and suctioning it out. This procedure is an alternative to medications like blood thinners to remove a clot. Dr. Joshua McKay, an interventional cardiologist at the hospital, performed the first procedure in a phased trial to gain clearance from the U.S. Food and Drug Administration.

Ascension Seton officials announced in an April 15 news release that the hospital system will take over ownership of the Cedar Park Regional Medical Center. Per the news release, Ascension is expected to fully take over ownership this summer once the transaction is closed and will focus on expanding advanced medical services and improving efficiencies within the hospital. CPRMC features 126 beds, has two 24/7 emergency rooms and provides a variety of medical services. “With full ownership, we can accelerate growth, streamline operations and introduce new services that meet the evolving needs of the community,” Ascension President Eduardo Conrado said in the release.
