Keeping up with rates Insurance hikes cause concern for Lake Houston-area residents

Sitting at her kitchen table and catching a glimpse of a stained water line on its wooden legs brings Kingwood homeowner Jennifer Coulter back to 2017 when Hurricane Harvey ‹ooded her home. Coulter said she can’t help but worry about another hurricane hitting her home, all while she watches her insurance rates continue to climb. Texas has some of the highest home insurance premiums in the nation, per the National Bureau of Economic Research, falling behind only Florida and Louisiana. Coulter said she estimates her home insurance costs have risen nearly 400% in the last four or ˜ve years. The homeowner said she sees an almost $1,000 annual increase on her premium, if not more than that. “I think the whole area is at risk, and it makes living here just become more diœcult,” Coulter said. Greater Houston area insurance rates rank near the top of the state, causing some in the Lake Houston area to forgo insurance. Meanwhile, some insurance companies are leaving the market due to risk.

New district to aid lake dredging eorts for the district, which will be paid out in two $25 million installments in 2025 and 2026. Houston District E council member Fred Flick- inger said he believes the creation of the district will reduce the overall cost of dredging operations.

“Not having to pay the state the fee for removing sediment for every cubic yard is a huge deal. Now, we

Following a pair of failed attempts in 2021 and 2023, the 89th Texas Legislature approved the creation of a special district aimed at alleviating ooding and the buildup of sand and sediment in Lake Houston. The details State lawmakers approved House Bill 1532— authored by state Rep. Charles Cunningham, R Humble—in late May, creating the Lake Houston Dredging and Maintenance District. According to the bill, the district will oversee ongoing dredging operations in Lake Houston. “I have been a resident for decades, and we have faced long, ongoing struggles with ooding,” Cunningham said in an emailed statement. “The dredging district means now we have a plan for moving forward.” A closer look The bill includes an initial $50 million in funding

Flickinger noted the district will be able to generate additional revenue through the sale of sand, sediment and other material removed from the lake. What’s next According to the bill, Harris County and city of Houston o–cials will appoint three members each to serve on the district’s board of directors. The city and county will then need to agree on the appointment of the seventh member. Board members will serve staggered, four-year terms.

Harris County Flood Control District to host ood risk reduction meetings

The Harris County Flood Control District is hosting public meetings through August regarding a new ‘ood risk reduction eort. The setup In coordination with the U.S. Army Corps of Engineers, the eort—called the Solutions for Advancing Floodplain Evaluation and Resilience (SAFER) Study— will explore new ‘ood mitigation options, laying practical ground- work for future projects across 11 out of the 23 watersheds in the county. FEMA funding also provides individual assistance directly to residents a ected by local disasters. Individual assistance can vary from lump sum payments to hotel accommodations for families a ected by a disaster. Following the derecho event and Hurricane Beryl in 2024, the Houston region received two presidential disaster declarations. According to funding allocation reports from FEMA, 739,519 applications for individual assistance for home- owners were approved from the two events, totaling nearly $1.2 billion in assistance passed on to residents in 2024 alone. Individual assistance requests from Hurricane Harvey, Tropical Storm Imelda, Hurricane Beryl and the Houston derecho, and the 2024 severe storms totaled $2.9 billion, according to FEMA.

Abbott was appointed to the special review council in May alongside Nim Kidd, chief of the Texas Department of Emergency Management. Abbott said the state has historically led disaster response following disasters. The biggest concern voiced by local agencies is natural disasters typically cause several million in debris removal and hazard mitigation costs typically reimbursed by FEMA. “The county relies heavily on FEMA funding, especially for large-scale projects like debris removal. Without that support, the ’nancial burden could hinder our ability to respond to and recover from a disaster,” said Brooke Boyett, Harris County administration’s communications director.

Following the announcement of a new committee May 20 aimed at addressing the reliability and existence of the Federal Emergency Management Agency, Houston- area agencies remain uncertain on how the federal FEMA Review Council will aect disaster response in the region. In a July 14 press conference, Gov. Greg Abbott said the main goal of the committee is to streamline processes to provide faster emergency response. “The monetary resources that we are receiving now, they’re much needed for things like … debris removal or search and rescue operations,” Abbott said. “Those will still be funded, but we will have the ability to do it a whole lot faster.”

Humble ISD students exceeded or tied state averages in 15 of the 20 grade levels and subjects tested in the spring 2025 State of Texas Assessments of Academic Readiness, according to results released June 17 by the Texas Education Agency. HISD Superintendent Roger Brown touted the scores June 25 in an emailed statement. “At the high school level, Humble ISD students demonstrated strong performance by surpassing the state average on all „ve assessments administered,” Brown said. “The percentage of Humble ISD students reaching the higher meets or masters performance level, from third grade through high school, increased across 13 state tests.” The district’s largest increase in year-over- year performance was on the „fth-grade science exam, which saw the percentage of students approaching grade level climb by 8% in 2025. Additionally, the number of HISD students who approached grade level on the sixth- grade math exam rose by 6% compared to last year. While the district’s students mostly saw year-over-year gains on the exams, TEA data shows they scored lower than state averages in „ve of the 20 exams and remained even with state averages on two. Statewide, high school students showed declines or no change in passage rates for „ve out of six end-of-course exam passage rates.

Lake Houston area communities are bucking regional trends in housing a ordability, according to the Houston Association of Realtors’ Q1 Housing and Rental A ordability Report released May 8. Despite rising home prices countywide, the percent of Harris County households who met the minimum income to a ord a home actually rose from Q1 2024 countywide, as well as locally in Atascocita and the Humble area.
