Colleyville residents pay new water, sewer rates Colleyville City Council unanimously approved the volumetric water and wastewater rates imposed by the Trinity River Authority, or TRA, which provides water treatment for the city. “The city of Colleyville [has] limited options as far as what we can do and so we do unfortunately accept those increases and have to pass those on to our customers,” City Manager Jerry Ducay said. The rates were passed at the Jan. 21 council meeting and went into affect Feb. 1. What’s happening? The water rate is $6.46 per 1,000 gallons, which is a 3.53% increase from the 2025 water rate, Colleyville Finance Director Cassie Smith said. Southlake outlines $36.7M in projects City Manager Alison Ortowski and Chief Financial Officer Sharen Jackson presented the fiscal year 2026-30 capital improvement program framework during the Southlake City Council meeting held Jan. 6. Fiscal year 2025-26 started Oct. 1 and runs through Sept. 30, per the city website. The details Ortowski said the total project cost for the next five fiscal years is $254.7 million. The FY 2025-26 project list total is estimated to be $36.7 million, according to the presenta- tion. Ortowski said city staff will continue working on the CIP plan, and projects were discussed in a Feb. 3 work session before the council meeting. Afterward, council members can adopt the CIP plan at the Feb. 17 meeting.

is based on the volume of wastewater treated, per city documents. The base rate for water and wastewater became effective Oct. 1, Smith said. Since the Trinity River Authority has a different fiscal year than the city, its new volumetric rates come in later. A customer’s total bill will include the volu- metric rate for water and wastewater, a water and wastewater base rate, and a monthly capital improvement projects rate.
