West Lake Hills completes 2021 bond projects

The newly-completed West Lake Hills City Hall opened to the public Sept. 9, welcoming residents and visitors to the municipal facility with musical performances, speeches and more. “It took a lot of helping hands to get us to this point,” said Linda Anthony, former mayor of West Lake Hills, to attendees at the event. “It is, after all, your house. So thank you for letting us build it.” Located at 4010 Bee Caves Road, the 17,000-square-foot building sits across the street from Eanes Elementary School. The complex totaling $22.7 million was part of the city’s voter-approved Proposition A that passed in 2021. The last project from Proposition B, a road and drainage bond approved by voters that same year, was also completed this summer.

Lake Travis, Westlake cities pass FY 2025-26 budgets, tax rates With budget season coming to a close, here are a few highlights from Bee Cave, Lakeway, Rolling- wood and West Lake Hills’ recently adopted fiscal year 2025-26 budgets. The city voted to maintain its $0.02 property tax rate this year, a decision it has made for the past 20 budget cycles. The budget projects just under $13.8 million in revenue with $11.4 million in operating expenses, leaving the city with a budget surplus of about $2.4 million. The average Bee Cave homeowner will pay about $154 in city property taxes this year, up from $148 the previous year. The city expects to spend $1.22 million on Planning and Development this year, compared to $941,651 last year, to ensure adequate capacity for project review, engineering work and inspections. The city also increased its planned spending on police slightly, from $3.67 million to $3.73 million, to purchase new radios and safety gear. Lakeway The tax rate in Lakeway was passed with a 6-1 vote on Sept. 22, setting a rate of $0.16964. This marks a 6.2% increase from the previous year’s rate. For an average taxable homestead value of $845,98, annual tax bills are estimated to be $1,435, representing a $114 increase compared to the previous year. The largest revenue collection for Lakeway is expected to be ad valorem taxes—a total of $9.7 million. The police department received $7.9 million of

Police spending increased by 30.8% due to items including new video cameras and microphones, computers and new vehicles. West Lake Hills The tax rate in West Lake Hills was adopted on Sept. 16 at a rate of $0.176783—a 1.02% decrease from last year’s rate of $0.1786. The total amount of city taxes paid for an average taxable residence of $2.17 million will be around $3,828, an increase of about $227 from the previous year due to rising home values. The approved budget shows revenues at $10.12 million, with expenditures totaling $10.1 million, leaving a budget surplus of $16,393. Revenue from taxes makes up 78% of the city’s revenue, and interest and miscellaneous revenue total 9% of revenues. Police spending makes up 39% of expenditures this year, compared to 45% last year.

The average taxable home value in Rollingwood is $2.42 million, meaning the average annual city tax on a home will be $5,014, an increase of $477 from the previous year due to rising home values. The budget will raise $103,453 more in property tax revenue than last year’s budget—a 5.48% increase. The general fund is expected to have a projected shortfall of $450,123.

Lake Travis water levels sink following July floods Water levels on Lake Travis are sinking follow- ing July flooding as the region continues to face drought, according to the Lower Colorado River Authority. What’s happening Lake Travis is 83% full at 671.17 feet, LCRA data from Oct. 14 shows. In August, Lake Travis was as 90% full following the July flooding, at 675 feet. Despite the increased rainfall this year, the region remains in a drought that originally began in August 2019 and continues to today, said Shan- non Hamilton, Central Texas Water Coalition’s executive director, at an Oct. 6 Lakeway meeting Looking statewide, almost 40% of Texas is in an abnormally dry period. “Texas as a whole is experiencing a drought,” Hamilton said. “[But] we are in a much stronger drought than other areas.”

New short term rental rules effective this fall Austin’s rules for short-term rentals, or STRs, will soon shift following legal and enforcement issues. Changes approved Sept. 11 capped off a regulatory overhaul intended to curb the spread of unlicensed rental operations and nuisances in neighborhoods, while raising more tourism dollars. The details The new policies are aimed at making it easier to strike unlicensed STR listings from platforms like Airbnb and Vrbo, and ensure full tax collections are taking place. Council members also made adjustments to stream- line the licensing process, and allow renters as well as property owners to participate in the rental market with sign-off from a landlord. Travis County commissioners approved an additional $21 million in contracts Oct. 7 to expand child care under the newly rebranded Raising Travis County initiative, formerly known as Travis County CARES. Less than a year after voters passed a county- wide tax rate hike to boost affordable child care, the county has now doled out a total of $55 million toward the effort.

The big picture Travis County Judge Andy Brown said he’s eager for the new partnerships to start “cutting red tape” and shortening long wait times for local families. The annual $75 million in taxpayer funding is expected to support several specific programs that increase affordable child care for around 9,800 children.

West Lake Hills completes 2021 bond projects From the cover

The overview

In 2021, at the time of the city’s bond election, West Lake Hills struggled with both aging road infrastructure and aging city facilities. West Lake Hills’ previous City Hall was constructed in 1983 and is no longer compliant with city building codes, according to the city’s website. Priorities for the new City Hall, according to West Lake Hills’ website, included preservation of heritage trees, native landscaping, public use opportunities, and a natural design with a stone veneer.

Under Proposition A, $13.2 million in city funding was allocated for City Hall, with $9.5 million later added by the city to account for land acquisitions and cost escalations. The two-story complex includes rooms for City Council, municipal court, the city’s police station and administration. Facilities for each department have been upgraded from the previous City Hall, which was located at 911 Westlake Drive. Rotting wood and smaller rooms, which city information said were prone to ooding, have been replaced by tall glass windows and signicantly larger council chambers. Voters also approved up to $11.8 million in funding for a road and drainage improvement program with Proposition B, of which $10.32 million was spent. As of September, all projects were completed. Both propositions passed in 2021 with over 60% of voters in West Lake Hills approving, according to the city’s website.

A benefit of moving City Hall to Bee Caves Road is that it provides easier access for the city’s police department in responding to calls, Police Chief Scott Gerdes said. “Most of the activity we have is along the [Bee Caves Road] corridor,” Gerdes said. “Before, [when] we were on West Lake Drive, we’d have to get out of the police station, which was dicey at times in the morning traffic and especially the afternoon rush hour traffic. It was hard to get out.” Several facility upgrades have also been included for the police department. Other street work not completed under Proposition B, such as improvements to Terrace Mountain Drive, will likely be funded by the city’s street and maintenance tax, which comes from a portion of city sales tax. City voters last approved the collection in 2021 and will once again be asked to vote on it in November. A public use policy for City Hall is also currently being worked on by City Council, potentially allowing community groups to use the space as a venue for events. Following the opening of Camp Craft Road, Vaughan also noted that some residents have complained about signal timing near its intersection with Bee Caves Road. “Improvements to that intersection and its signaling are in the works,” Vaughan said, adding that the city is coordinating with the Texas Department of Transportation on the issue.

Spicewood library updates on horizon Following the announcement of expanded hours in September, Spicewood Community Library is planning to upgrade to a larger, modern facility. Phase 1 of the 2025 Bee Cave Central Park Infrastructure Improvement Project from the BCDC will involve looking into the feasibility of extending Bee Cave Central Park’s main access driveway from its current end point to an existing

pedestrian bridge at Freitag Creek. It will also assess the feasibility of replacing the existing pedestrian bridge with a two-way, traffic-bearing culvert and adding a parking lot east of the culvert. “This phase is really about just doing early visi- bility and engineering work,” Economic Develop- ment Planning Coordinator Chelsey Jimenez said. All elements of the project at this stage remain conceptual, according to city documents.

The Leander ISD board of trustees approved a resolution outlining the framework to address financial sustainability and long- range planning at a Sept. 30 meeting. Budget projections show a $21.5 million shortfall by fiscal year 2027-28. Chief Financial Officer Pete Pape said LISD’s fund balance will be out of Texas Education Agency compliance by then if reductions are not implemented. Closing and repurposing three elementary schools were presented as potential cost-saving measures in May, prompting community backlash, and additional cost- saving measures have been discussed since.
