Friendswood moves forward with plan for Falling Leaf Ranch

The Falling Leaf Ranch Public Improvement District will go into effect after Friendswood City Council approved it at its April 7 meeting. What happened Friendswood City Council voted 5-1 to create the Falling Leaf Ranch Public Improvement District, a 117.5-acre development that city officials hope will bring infrastructure improvements and residential growth to the surrounding area. The land is owned by JMK5 Falling Leaf LLC, which is looking to build residential homes on the land, according to city documents. Public improvement districts, or PIDs, have their own special assessments that are used to help fund additional improvements and maintenance in a community without relying on citywide taxes, according to city documents. The new PID, located near Stonewall Pass Lane, Baker Road, Janet Lane and Wilderness Trail, will fund $16 million in public infrastructure,

documents show. Officials did not provide a timeline for improvements, which could include: • Street, roadway and sidewalk construction • Drainage and stormwater detention systems • Water and wastewater facilities • Parks, trails and landscaped open spaces • Street lighting, signage and off-street parking Those opposed Friendswood resident Randy Hale raised concerns about financial oversight of how the PID funds would be managed and whether there would be adequate protection for bond holders. “I’m not sure actually how we’re getting protected,” Hale said. Looking ahead City staff in the coming weeks and months will be tasked to create plans and hold hearings on a possible assessment for the area, documents show.
