City of Manvel to open larger, modernized police station in July

To make the current 1,000-square-foot structure work, Traylor said the department has had to move around people—which has included putting some into a pair of construction trailers. “We have no space,” Traylor said. “We have almost half the city’s workforce. ... It’s kind of crowded.” Mayor Dan Davis called the new police station a “major investment” in the city’s future. “This new facility will allow us to modernize operations, expand capabilities and ultimately enhance the level of service our residents receive,” he said.
After decades of operating out of a space totaling around 1,000 square feet in size, Manvel Police Department is getting set to move into a new facility in July that ocials say will increase their capacity and room. The space will total more than 45,000 square feet and all told will cost around $24 million to build out, Police Chief Keith Traylor said. The project broke ground last spring. Traylor said the building was designed to account for the city’s estimated population growth over the next 25 years. Ocials expect it to be home to the police department for 50 years and give the city enough room to house 180 personnel. Currently, the police department has around 50

The new station was part of a package of projects worth $35 million, which was approved in 2023 and included a new public works building and a city hall expansion, Davis said. Meanwhile, the old police building is being revamped to eventually house the city’s code enforcement and re marshal, Traylor said. While the new station was expected to be completed in early August, Traylor said the department could move into the facility in late July.

Pearland to consider $6.1M PID for utilities Pearland City Council on June 23 heard com- ments on a proposed public improvement district, or PID, to install wastewater improvements. The overview If approved, the PID would cover around 80 acres on the southeast corner of Smith Ranch and Hughes Ranch roads, according to city documents. The goal of the PID would be to share the costs of extending wastewater services into the area, which all told could cost around $6.1 million, doc- uments show. Those include a lift station, gravity and force mains, and road improvements. The proposal sought to rezone a 2.5-acre portion of a larger 6.3-acre tract to allow for the use of a hotel, which would have included 85 rooms, a bar, restaurant, fitness center and meeting space, according to city planning documents. Several residents voiced opposition to the hotel over concerns of its four-story height and proximity to homes. “As it is in Manvel is how it is in heaven. Well, in heaven, I really don’t think you have a four-story hotel looking into your yard,” resident Steven Russell said.
Others were concerned about cost and its effect on property values. “I believe the PID is the right way to go,” council member Clint Byrom said. “It sounds like there’s maybe some more information we can provide the property owners so they can be a little more comfortable with it.” What’s next? The next step for the PID is for City Council to vote on its approval, which could happen in July.
Kelsey-Seybold looks to build new Pearland clinic Pearland City Council on June 23 unanimously approved a rezoning request on a 35-acre piece of land, which could eventually contain a medical clinic from Kelsey-Seybold. Alvin and Pearland ISDs each approved their respective budgets for fiscal year 2025-26 in June, with neither expecting a shortfall in their general fund. AISD’s general fund will have $391.4 million in both revenue and expenses, which is a nearly $25 million increase compared to FY 2024-25, according to budget documents. In PISD, officials are expecting to have almost $284.9 million in revenue against nearly $280 million in expenses in the total budget, district documents show. More specifically, in PISD’s general fund, which has about $224 million in expenses, the district anticipates a surplus of around $6 million—about half of which will be put into its capital renewal plan for facility maintenance and upgrades, Superintendent Larry Berger said at the meeting. Neither district adopted its tax rate in June, as officials are still waiting on certified tax rates from the state, which they will receive in July, officials said. FISD to replace student devices
After two years of postponements, Friend- swood ISD will implement a plan to replace student learning devices. The gist The plan was approved on June 9. Accord- ing to district documents, it includes: • $560,000 purchase for new devices for sixth and ninth graders, Windsong Elemen- tary and protective cases for select devices • Annual device refresh for incoming sixth and ninth grade students • Device refreshes for grades two through five using devices from outgoing students after first three years of program Incoming sixth and ninth graders will get devices that will remain with them during their time at their respective campus.
This has earned the district a spot in the top 10 fastest-growing districts in the Greater Houston area, with AISD coming in at No. 8. The overview Enrollment is expected to grow by nearly 23%, or by nearly 7,000 students, by the 2034-35 school year, according to PASA data. In terms of housing developments, 17 sin- gle-family developments are in construction or being planned, which will bring over 20,000 new single-unit occupancies, PASA data shows. Based on projected housing and enrollment, PASA documents note the district’s growth could create the need for five new schools over the next decade, including four elementary schools and one junior high school, officials said.

Pearland modifies Clear Creek Trail project Pearland city planners have updated the city’s Clear Creek Trail project to build a trail network along the watershed with three new trailheads and a pedestrian bridge. The overview Pearland City Council voted unanimously at its June 9 meeting to approve design revisions to the Clear Creek Trail project. The Houston-based Gauge Engineering is car- rying out the project, which will now have three new trailheads and a bridge. These additions will increase the project’s cost by $240,000 to a total of $963,000, documents show. The design phase is expected to be completed by May 2026. Friendswood OKs $1.2M repair contract Friendswood City Council voted unani- mously at its June 2 meeting to award a con- tract not exceeding $1.2 million for repairs to sewer mains and manholes throughout the city, according to agenda documents. What you need to know The contract will go to Pasadena-based PM Construction & Rehab, documents show. It will include “multiple projects … which will be undertaken on a work-order basis,” documents state. The contract was authorized through the HGACBuy cooperative purchasing program and will repair the sewer mains and man- holes, primarily using trenchless technology to minimize disruption. A timeline on when the work will begin was not available as of press time.

Several road projects throughout the city of Pearland are anticipated to start after the summer. A couple of road projects are expected to begin in September while one will start in October, officials with the city confirmed on June 19. The overview One such project is the reconstruction of concrete streets in the Sherwood subdivision, which will begin in September, Pearland Director of Communications Josh Lee said. The subdivision was originally developed in the 1960s and currently has a majority of its roads rated as being in poor condition, according to city documents. Major cracking and signs of failure beneath the roads are also evident. The project is estimated to cost nearly $7.9 mil- lion and could be done in 2027, documents show.
Also of note Another project starting in the coming months will see improvements at nine different intersec- tions along Shadow Creek Parkway and Broadway Street, according to city documents. The work will include new traffic signals, new and modified turn lanes, and updates to driveways, among other improvements. Lee said the city anticipates work to begin in October this year and could wrap up at the end of 2026. The project’s total cost is just over $9 million. Something to know The smallest project on the docket is a $1.8 million upgrade of the intersection at Pearland Parkway and Broadway Street. Work is expected to begin in September and wrap up in February, documents show.

Gov. Abbott signs 1,000+ new laws, calls July special session Texas’ 140-day regular legislative session ended June 2. Gov. Greg Abbott signed 1,155 bills into law, set 140 to become law without his signature and vetoed 26 bills. All seven of the governor’s top legislative priorities passed, although he said June 23 that “there is more we can do” and called lawmakers back to Austin for a 30- day special session that will begin July 21. 1 Cellphones banned in public schools When Texas’ K-12 students return to campus this fall, they will be prohibited from using cellphones and other personal communication devices throughout the school day. School districts could:

Abbott signed House Bill 1481 into law on June 20, giving school districts 90 days to adopt new electronic device policies, including disciplinary measures for students who violate the ban.
During the special session, he asked lawmakers to reconsider a few bills he vetoed, including a proposed ban on consumable THC products and two criminal justice bills. Under the Texas Constitution, lawmakers can only pass legislation on topics selected by the governor during a special session.
2 Schools to see $8.5B funding boost Texas’ nearly 9,000 public schools will see an $8.5 billion funding boost over the next two years after Abbott signed House Bill 2 into law June 4. HB 2 seeks to rework the state’s school nance system by creating new funding allotments to raise educator salaries and help districts cover xed costs. The funding increase comes as some school Texas districts across Community Impact ’s coverage areas grapple with growing budget shortfalls, leading some districts to consider closing campuses, cutting sta and slashing elective courses.
3 Voters asked to approve additional property tax relief Texas voters will have the nal say Nov. 4 on three proposed constitutional amendments aimed at increasing property tax exemptions for homeowners and businesses. Senate Bill 4 would raise the statewide tax exemption for all homeowners from $100,000 to $140,000, while Senate Bill 23 would give homeowners who are over 65 years old or have a disability a $200,000 exemption. House Bill 9 would exempt up to $125,000 of businesses’ inventory from taxation, up from $2,500 today. Texas’ tax system The state of Texas does not charge property taxes. Homeowners are taxed by over 3,700 local governments, including:

Midline to bring nearly 3K homes to Baybrook area
Around 2,800 homes are set to be developed on more than 1,000 acres near Baybrook Mall, and officials expect it could see its first sales in 2026. What you need to know The development, titled Midline, will be a residential project containing multiple parks and more than a dozen miles of trails, said Matthew McCafferty, senior vice president of operations for Brookfield Residential, which is building out the project in partnership with CDC Houston. Officials, such as Brian Freedman, executive director for the Bay Area Houston Economic Partnership, said the project is unique due to it sitting in the middle of an area already heavily developed. “It’s not every day you have 1,000 acres where you can walk to a mall or a Perry’s Steakhouse,” McCafferty said. “It takes a massive amount of suburban before you have that kind of retail.”
The impact Some residents have asked about how traffic will be dealt with. Officials believe the plans to extend various roadways in the area, such as Beamer Road, will help alleviate that. The cost of the homes is expected to range from $400,000 to $700,000, McCafferty said. Local Realtor Deborah Bly said there is a need for housing in the area, particularly housing at a price that allows newer families to move into the area, which she said is typically in the $300,000s. “I think there’s still value in the 400s. I defi- nitely see value there,” Bly said. “If they could get in the 300s, I think they’re going to address more
