Prosper council to hit the brakes on dangerous e-bike, e-motorcycle riding
What it means
Violations are misdemeanor charges, with a $250 fine for a first offense and $500 for a second offense within a year. Police Chief Doug Kowalski said citations may also be issued to parents who allow unlicensed juveniles to operate e-motorcycles and e-bicycles as they are classified as motor vehicles in the town.
Prosper officials are taking steps to rein in the town’s electric bicycle and motorcycle use amid recent reports of young riders speeding, violating traffic laws and creating safety hazards. Prosper Town Council members approved a new ordinance Oct. 28 in response, which goes into effect Dec. 1. Council members discussed the ordinance Oct. 14 and reviewed videos of dangerous e-bicycle and e-motorcycle usage around town, including young juveniles riding on main roads and one rider evading police officers at a shopping center. Prosper officials have previously adopted two town ordinances, including an April ordinance classifying e-bikes as motor vehicles and a July ordinance prohibiting e-bikes in specific park zones. Under state law, e-motorcycles are classified as motor vehicles, but e-bikes are not. E-motorcycles: • Classified as motor vehicles under state law • Require a Class M driver’s license—minimum age 16—registration and insurance E-bicycles: • Three classifications but treated the same as standard bicycles by state law • Do not require a license, registration or insurance • Must comply with bicycle traffic laws and local ordinances
Permitting: • A permit is required to operate an e-bike on streets, parking areas, trails and other town property
• Permits must be obtained in person at the Prosper Police Department, with no fee required • E-bike must be inspected and labeled with a visible permit sticker • Permit becomes invalid if bike is modified or if ownership changes • Lost permits require a police report Safety rules: • No headphones while riding • Lights required at night • Class 3 e-bikes prohibited for riders under 15 years old • Riders under 16 years old must wear a helmet Operating restrictions: • Riding banned in playgrounds, courts, fields, pavilions, open space and pedestrian-only walkways • E-bikes limited to 10 mph on specific park trails • Pocket bikes and mini-motorbikes follow only state law, not the new ordinance

Voters call for emergency services district An emergency services district will be created to serve residents in select unincorporated parts of Collin County, according to unofficial final vote totals from the Collin County Elections Office. Collin County saw 6,602 voters cast a ballot in favor of creating the county’s Emergency Services District No. 1. Votes cast in opposition to the ballot measure total 2,497, according to unofficial results from the county. What it means The voter approval will enable the creation of an emergency services district, a mechanism created by the Texas Legislature to provide fire protection and ambulance service in unincorporated areas of a county, according to Collin County’s website. The created district will have an associated property tax that would be used to fund fire pro- tection and ambulance services to residents within the district’s boundaries. The district’s boundaries include the extraterritorial jurisdiction of multiple cities, including: Celina’s business support program advances Celina officials are moving forward with a new local business support program that aims to improve workforce development, help startups and boost visibility for local businesses. City officials launched the program and appointed its committee members earlier this year in May.

Prosper tables Bella Prosper to 2026 A rezoning request for Bella Prosper, a proposed 62-acre mixed-use development off Dallas Parkway, has been delayed until February 2026. Prosper Town Council tabled the request at a Nov. 11 meeting due to concerns about the project’s multifamily components and phasing. The gist Developers are seeking to rezone the 61.7-acre property at First Street and Legacy Drive from its agricultural and planned development designations to allow a mixed- use designation. Plans for the $313.6 million development include a neighborhood subdistrict with 435 multifamily units, 88 townhome units and 249 assisted living units. The retail subdistrict is planned to include a full-service hotel, restaurants, retail shops, office buildings, an amphitheater and a 4.1-acre park. Despite revisions, several council members had concerns about the scale and quality of the multifamily component, project phasing and whether the development would attract visitors from the Dallas North Tollway. The rezoning request will go before Town Council at its Feb. 24 meeting.

Looking ahead The district’s first budget cycle and fire service contracts will begin Oct. 1, 2026. The ESD com- missioners will be appointed by the Collin County Commissioners Court, who will also set the initial tax rate for the ESD, according to the county’s website. What you need to know At a Nov. 11 meeting, Celina City Council received an update on the program committee’s work over the summer, which focused on defining the program’s goals and outlining parameters for its support services. Anthony Satarino, director of Celina’s Economic Development Corp., said the program’s main focus areas will include improving business retention, local spending, workforce support, business startup and marketing.
Celina assisted living facility moves forward Celina City Council members approved a pair of items at a Nov. 11 meeting tied to a new senior living project planned along future Legacy Drive. The details Council members unanimously approved the annexation request for the 9-acre site. The zoning
zoning was approved 5-1, with Mayor Ryan Tubbs voting against it, citing the buildings’ height and concerns about emergency response times. The project will include assisted living and memory care facilities on both sides of Legacy Drive. Celina Fire Chief Shawn White said the development would be served by Celina Fire Stations Nos. 1 and 2, which have longer response times to that area.

Prosper voters reject most bond props, officials look to future
Prosper voters have denied most of the town’s $192.3 million bond package, approving only two propositions for roadway and downtown improve- ments, according to voting results from Collin and Denton counties. Residents voted down nearly $100 million in funding for police headquarters improvements, a new library, parks improvements and a new public works and parks service center. Prosper voters only approved $95.1 million in bond funding out of the proposed $192.3 million package. Mayor David Bristol said town officials will continue to pursue the “best pathways forward” for the community. “While I am disappointed that several desper- ately needed projects will not take place at this time, Prosper will remain a place with incompara- ble strategic vision and strong financial steward- ship,” Bristol said.

Celina ISD could open new middle school for grades 5-6
With Celina ISD’s elementary schools set to reach or surpass capacity levels, district officials are considering several options for school grade level configurations. The board reviewed the scenarios at a Nov. 17 meeting and is expected to vote in January or February. The details Scenario 1 would keep the Early Childhood School open while elementary schools remain grades K-5. Willard Middle School, opening in the 2026-27 school year, would open with grades 6-8, and Moore Middle School would remain a sixth through eighth grade campus. Scenario 2 would keep the Early Childhood School open with elementaries serving K-4 students. Students in fifth and sixth grade would attend Willard Middle, and grades 7-8 would remain at Moore Middle. Scenario 3 would close the Early Childhood School and move its students to elementary

The overview
Nearly 400 new parking spots are now open in Celina’s downtown, a move officials said will ease congestion and support the area’s growing number of businesses. The 25,202-square-foot parking garage, which opened to the public in mid-October, is part of a larger $96 million effort to redevelop downtown, Mayor Ryan Tubbs said. The project also includes adding a new government center, called the Downtown Center, and expanded public library. Together, the aim of the redevelopment is to help create a more walkable district to accommodate Celina’s growing number of residents and visitors. In 2019, the city received resident feedback on what they’d like to see downtown, Tubbs said. “They wanted all city services to stay downtown,” Tubbs said. “Part of that is being able to provide parking for our city services and our rapid population and business growth.” Public parking in the new garage is available on the first, second and third floors on a first-
come, first-served basis. Parking for people with disabilities is available, and the fourth floor is reserved for contractor parking and staging until construction on the Downtown Center is completed. The garage also includes an off-site library book drop. The downtown redevelopment project is slated for completion in December 2026, according to Celina’s capital improvement projects dashboard. Crews broke ground on the parking garage and government center in October 2024. The redevelopment project has increased in price over the years because of added costs, such as technological infrastructure and rejected cost- saving measures by city officials, which would have changed the design of the facilities. City Council approved the increased price tag in February 2025. It is being paid for through a variety of sources, including bond funds, park fees and surplus city revenue, said Joe Monaco, Celina’s director of marketing and communications.

Downtown is changing in a number of ways even outside of the ongoing redevelopment. The city’s Ousley Park, which will run through downtown, is in the works. City Council members are currently in talks about what a future reconstruction of the downtown square could look like. The EDC is working on a study to solidify the branding of downtown, Satarino said, but there is no set timeline yet.
Satarino said downtown businesses will be able to serve even more people now that the parking garage is open. “When you’re visiting, that parking garage serves as an anchor. You know where to go,” he said. “You don’t necessarily have to keep driving around the square hunting for parking.” City leaders included this parking in the Celina downtown master plan when it was adopted in 2020. Celina City Council voted to name the government facility the Downtown Center in September 2024. Once the center and parking garage are com- pleted, Tubbs said downtown will be a thriving area where residents and visitors can “connect, engage and contribute to the city’s future.”
Anthony Satarino, director of the Celina Eco- nomic Development Corp., said the new parking garage downtown will be an “economic catalyst” for the area. “Downtown continues to be the heart and soul of our city,” Satarino said. Residents and business owners in the area have expressed that parking has been a consistent chal- lenge when it comes to frequenting downtown, he said. The garage was a necessary project to further incentivize downtown’s foot traffic, he said. “[No parking garage] limits some of those visits and can also limit some of the time spent down- town,” he said. Downtown Celina saw about 867,000 visitors in 2024, according to the corporation.

Removing the barrier of limited parking will allow people to linger longer and shop and dine more frequently downtown, Satarino said. “It’s going to support our existing merchants,” Satarino said. “It makes downtown more accessible.” He also sees the additional parking as freeing up some land opportunities for redevelopment and new investment in downtown. Areas in downtown where parking currently exists may be able to be redeveloped in the future now that the city has the garage, Satarino said.

Heyday nds success in cross-utilizing ingredients
When Heyday co-owner Michael McGowan con- templated what to name the new restaurant he and restaurateur Anthony Morel were opening in Celina, he found the answer while perusing a thesaurus. “I came across ‘heyday’ and said it out loud. I said, ‘That could be a bar, a brunch spot or a restaurant.’ We didn’t want [the name] to ... limit what we could be,” McGowan said. The restaurant and bar opened in 2024 in downtown Celina. On the menu McGowan said the original menu featured mostly Morel’s recipes. Now the menu, which changes twice a year, is under the direction of Executive Chef Joey Dawkins. Tenderloin tacos have been a top seller since the business opened, McGowan said. McGowan said they are very proactive about not being wasteful. He points to their use of post-juiced jalapenos used in their cucumber and jalapeno margarita. “We juice the jalapeno, and then you’re left with the meat, the actual vegetable,” McGowan said. “We don’t want to just throw it away. We reduce it down and turn it into a sauce for elote which ends up on the taco.” He said pineapples go through a similar process. Once juiced for a martini, the pineapple is turned into pineapple sauce and served with their pork chops instead of a traditional apple sauce.
Looking for a libation? McGowan credits Wilborn Blalock for develop- ing Heyday’s bar program. “Our cocktail program is incredible,” McGowan said. “It’s probably going to sound a little braggado- cious, but I would 100% put our cocktail program against anybody in DFW, and maybe even the state.” Dr. Feelgood, featuring Old Grand-dad Bonded bourbon, smoked peach, brown sugar and bitters is a top selling cocktail. Another crowd-pleaser is their espresso martini. “Most places give you Bailey’s, they shake it up,” McGowan said. “We grind our own beans, make our own cold brew and our own brown sugar, vanilla syrup. We use a nicer coee liqueur. We take all that, put it into a keg and push it with nitro- gen, so it’s like a Guinness coming o of the tap.” Quote of note Although this is the only restaurant McGowan co-owns, Morel also owns Celina’s The Nook and Grati Pasta in Denton. However, McGowan and Morel hope to open other restaurant concepts in Celina within ve years. “We opened the doors on a Thursday to the pub- lic. We didn’t promote or advertise. We unlocked the doors and within four minutes, I had a full bar top. Within 30 minutes, every seat in the restau- rant was set,” McGowan said. “This is a commu- nity that just supports the heck out of itself.”
