Since starting in 2009 with therapeutic riding, JoyRide Center has grown to feature additional programs, including equine-assisted learning and a day program that promotes life skills. “It is really amazing the bonds we form with not just the clients, but their families,” Equine Programs Manager Regina Pakstas-Smith said. “Even the parents form relationships. We want this to not just be a place where we improve your child’s life or your husband’s life. It’s all about touching the lives of everyone involved in it.” JoyRide Center is one of several entities in Tomball and Magnolia oering equine-assisted services, which can help treat mental illnesses including PTSD and trauma. Other conditions that can benet from these services include physical or cognitive disabilities such as autism, cerebral palsy or ADHD, local providers said.

Montgomery County commissioners approved a contract with LJA Engineering on Dec. 17 to begin preliminary work on a 2025 road and infrastruc- ture bond issue during the nal Commissioners Court session of the year. The 10-month contract was approved unani- mously by the court and authorizes LJA Engineer- Montgomery County contracts engineers for 2025 bond at a range of potential bond amounts, landing on an estimated $450 million in mid-2024. While the actual bond amount has not been nalized, commissioners have been using BOK Financial Advisors to provide tax rate impact assessments for the various proposals. County mandates power backups at assisted living, nursing facilities Under a new re code, the roughly 120 assisted living and nursing facilities located in unincorpo- rated Harris County will have until Jan. 1, 2026 to add emergency backup power systems, county leaders announced Jan. 8. The overview Harris County is the rst in Texas to implement this re code, which is designed to keep vulnera- ble senior populations safe during emergencies, Fire Marshal Laurie Christensen said Jan. 8. Precinct 4 Commissioner Lesley Briones said the requirement for backup power systems will allow: • Safe facility temperatures to be maintained • Vital medical devices to be powered • Medications to be preserved Montgomery County ocials take oce Ritch Wheeler, Wesley Doolittle and David Eason were sworn in Jan. 1 for various elected positions across Montgomery County. County invests $10.1M in solar panel project Harris County is one step closer to launching a $10.1 million pilot project to install solar panels at libraries and commu- nity centers following a unanimous vote by Harris County Commissioners on Jan. 9. What’s happening? Harris County’s two-phase Distributed Energy Resources pilot aims to make county facilities “less reliant on the electricity grid” and more resistant to power outages during weather events, according to Jan. 9 meeting documents. The project calls for solar panels, battery storage and dual-port electric vehicle charging stations. Construction on Phase I of the energy pilot is slated to begin in January and wrap up by the rst quarter of 2026.

Magnolia’s master parks plan outlines projects At its Dec. 10 meeting, Magnolia City Council approved the city’s parks and recreation master plan commissioned by Burditt Inc. How we got here Throughout a six-month period from October 2023 to April, public forums were held for residents to voice their desires regarding parks and recreation, and a community survey was conducted, Rachel Steele, executive director of the Magnolia Economic Development Corp., said during the meeting. Steele said 200 people use Sullivan Park each week, and the city will use funds from future

budgets to cover the cost of future developments and improvements. Also of note The city can choose the process of implemen- tation by picking a specic project or working on improvements gradually, according to the presentation. Magnolia can also apply for local park grants and recreational trail grants for funding, accord- ing to the presentation. The background Steele said the city’s master parks plan had not been updated since 2007. Magnolia Economic Development Corp. approved working with Burditt to develop a parks master plan in 2023 for $72,000, according to prior reporting.

The Tomball ISD school board discussed a 2025 bond package of up to five propositions, or poten- tially $529.68 million, on Jan. 13. What you need to know The bond steering committee, comprised of 16 parents and community members, and nine staff members, recommended the board approve a bond package with up to five propositions. This was based on data from multiple needs assessments, discussions TISD discusses potential 2025 bond package

and feedback among committee members with a focus on the district’s overall goals. TISD Chief Financial Officer Zack Boles said during the meeting that due to debt capacity, the 2025 bond package could be no more than $430 million without increasing the tax rate. However, the committee recom- mended a $529.68 million package, which puts pressure on the board to prioritize projects. What’s next The TISD school board did not approve anything at the meeting and will meet in February to decide whether to hold a special election for the 2025 bond package in May or November.

Magnolia ISD to see enrollment rise

Magnolia ISD expects to see enrollment rise from 14,929 to 18,355 by the 2029-30 school year, according to data presented by consulting firm Zonda Education at the district’s Jan. 14 meeting. The big picture The firm stated the findings were based on the local job growth, housing construction and

land development potential. Based on the future numbers, Audubon and Williams elemen- tary schools will be approaching capacity in two to four years, said Bob Templeton, vice president for Zonda’s school district segment. Meanwhile, Magnolia West High School will be approaching capacity in two years.

When it comes to proximity to a park, 24% of Tomball residents and 33% of Magnolia residents live within a 10-minute walk of a park, which is lower than the average of the nation’s 100 most populous cities at 74%, per the Trust for Public Land. The TPL launched the 10-Minute Walk program in 2017, which aims to improve access to parks, per its website. “Public parks and green spaces are community essentials,” said Bianca Clarke, director of the 10-Minute Walk program. “Parks oer nearby residents a place to play, connect and reap the benets of the outdoors.” 24% of Tomball residents live close to parks

Texas considers banning cannabis

In testimony to the Texas Senate on behalf of the Texas Medical Association, Texas Pediatric Society and Texas Public Health Coalition, Austin-area physician Dr. Robert Emmick said he believes there’s not enough research to know how these products impact adolescents. “Kids can get [cannabis products] in all kinds of places—grocery stores, convenience stores, … literally across the street from schools in some cases,” said Betsy Jones, director of policy and strategy at Texans for Safe and Drug-Free Youth. Patrick said state Sen. Charles Perry, R-Lubbock, will file Senate Bill 3 to ban all forms of THC in Texas. “This bill will have broad bipartisan support in the Senate, and I trust the House will also see the danger of these products and pass this bill with overwhelming support so it can become law immediately,” Patrick said.

Efforts to ban all forms of THC are now underway in Texas, per a Dec. 4 news release from Lt. Gov. Dan Patrick, who said some retailers have “exploited” state law and are making unregulated products easily accessible. “Since 2023, thousands of stores selling hazardous THC products have popped up,” he said in the release. “Many sell products ... [with] three to four times the THC content which might be found in marijuana purchased from a drug dealer.” Nico Richardson, CEO of the medical marijuana dispensary Texas Original, said there were about 1,948 Texas retail stores offering hemp products in 2020. By the end of 2024, the Texas Department of State Health Services had 7,970 registered hemp retailers. State officials at a May 29 Texas Senate hearing said product testing is expensive, and it would take years to reach every retailer with current staffing.

Ozempic and Zepbound are some of the names of a class of medicines known as Glucagon-like peptide 1 drugs, which can be prescribed to treat Type 2 Diabetes or obesity and have rapidly grown in popularity, according to Houston-area doctors. A new request by Ozempic manufacturer Novo Nordisk could limit a type of GLP-1—semaglutides— for local clinics and pharmacies. This shift comes amid safety concerns regarding compounded versions of the drugs and could cause price increases, medical professionals say. “A large concern is the lack of evidence for safety and ecacy of these compounded versions,” said Dr. Deborah Horn, director of obesity medicine at UTHealth Houston. Novo Nordisk spokesperson Eric Altho said the move to prevent other pharmacies from recreating their own versions of the drug is meant to protect the safety of patients who use semaglutide. “Semaglutide products t this description due to their inherent complexity and the potential dangers associated with attempting to compound them,” Altho said. The average cost of GLP-1 drugs ranges from $936-$1,023 for a one-month supply, according to the Kaiser Family Foundation. However, Horn said the production of com- pounded versions of semaglutides provides aordable access. “If the compounding pharmacies could demonstrate the ecacy and safety to the FDA, I would welcome the scenario as it would force the price of the patented drugs to come down,” Horn said.

However, Dr. Tyler J. Varisco, assistant director at the University of Houston’s College of Pharmacy, expressed concerns that the widespread availability of compounded semaglutides has reduced the amount of available products for those struggling with diabetes and medical weight loss issues. “Health equity is important, and we want these drugs to be available to people who actually need them,” Varisco said. “I hate to see when we have national organizations … and some of these bigger telehealth providers that … just write these medications for anybody, and then patients who are treated by local providers, who have had a quality visit, who have been assessed—they suer.”
