Celina council reviews plans for $179M downtown street work City Manager Robert Ranc said completing all-concrete downtown streets within roughly a decade would likely require removing other projects from the city’s capital plan. N. LOUISIANA DR. Potential reconstruction plan
Celina city officials are discussing how to rebuild downtown streets as part of a long-term effort to address worsening road conditions and drainage issues. At their Dec. 9 meeting, Celina City Council members reviewed preliminary funding scenar- ios for downtown street reconstruction but did not take any action, instead opting to schedule a future special meeting to further discuss the potential financial impacts. What happened Assistant City Manager Kimberly Brawner said the city’s long-term goal is to convert all down- town streets to concrete while also addressing drainage issues. As staff review the city’s five-year capital improvement plan, they are seeking council’s guidance on how the projects should be funded and how long the city is willing to take to complete the construction work.

Brawner said rebuilding all downtown streets in concrete would involve 13 separate projects and would cost an estimated $179 million if constructed today whereas spreading the work over 13 years would cost about $237 million due to inflation and rising construction costs. What they’re saying Mayor Ryan Tubbs said staff could potentially rearrange some of the city’s capital projects, such as improvements along Legacy Drive and Parvin Road, which are currently on hold. Deputy Mayor Pro Tem Brandon Grumbles said he would prefer construction begin closer to downtown and expand outward to reduce impacts on local businesses. He also noted heavy rainstorms have been “tearing up” downtown

properties’ foundations and would prefer drainage work to be done simultaneously. “We don’t want to have … what’s happening here in Frisco [happen in Celina] where businesses are having to shut down in nine or 10 years from now,” Grumbles said.

Doe Branch water reclamation plant moves forward for Prosper, Celina
Plans to expand Prosper and Celina’s shared water reclamation plant are moving forward. At their respective Dec. 9 meetings, Prosper Town Council and Celina City Council received an update on the Upper Trinity Regional Water District Doe Branch Water Reclamation Plant, which serves both communities. Prosper and Celina officials agreed to fund an expansion of the plant in April 2024. What happened Celina City Council unanimously approved a $12 million increase to the project’s most recent contract amendment. According to Celina city doc- uments, the project will expand the plant’s capacity from 4 million gallons per day to 12 million gallons per day, or mgd, and add a waste- water pipeline extension from the plant to Fishtrap Road.
The project was initially estimated to cost around $209.9 million, with Prosper and Celina splitting the cost evenly. However, costs later increased to $242.4 million in April 2024 and $268.7 million in August 2025, according to Celina city documents. Celina’s share has increased from $121.5 million to $135 million. Pros- per’s portion decreased from $121.5 million to $101 million after the town reduced its flow allocation from 4 mgd to 3 mgd, according to city documents. Celina Assistant City Manager Kimberly Brawner said the increase is expected to be the final

After Prosper voters rejected a bond proposition for a new public works and parks service center, Prosper Town Council approved just under $23 million in funding to move forward with a scaled- back version of the facility. What it means At their Dec. 9 meeting, council members approved a $22.99 million construction contract
with Byrne Construction for the administration building. Director of Public Works Carrie Jones said town staff worked with Byrne to scale back the project after the 2025 bond election, reducing features and “shelling” portions of the building to fit available funding. District approves funds for new middle school Celina ISD officials have taken another step toward opening its second middle school. The district’s board of trustees approved a $3.485 million purchase for furniture, supplies and more for Willard Middle School in December. The purchase will include general furniture for the campus, Career and Technical Education tools and equip- ment, food service supplies and athletic equipment. Willard Middle School, located in Celina at 1305 Old Glendenning Road, will open with fifth and sixth grade students in the 2026-27 school year. The campus will follow this grade level alignment for the 2026-27 and 2027-28 school years, then return to a sixth through eighth grade middle school configuration.
CISD officials set max price for 3 new schools Celina ISD is set to have three new elementary schools finish construction before the 2027-28 school year. The district’s board of trustees approved the maximum price for the new school sites in November. Sorting out details The first guaranteed maximum price is for the Uptown school site, which is set at $52.07 million. The board also approved a site work agreement for the campus where the district will spend $7.5 million for the construction of new roads, water, sewer and fiber infrastructure on the Uptown site. The cost of this work will be reimbursed by Uptown Municipal Utility District No. 1 of Collin County within five years. The second guaranteed maximum price was $50.75 million for a new elementary school in the

North Star Diagnostic Imaging, Civie partner to enhance imaging process
A closer look
Civie is an AI-powered ecosystem of radiology solutions that covers the entire patient and clinical journey, from exam ordering to image viewing, reporting and payment, the news release states. Because the technology does not rely on a third-party interface, there is no lag time in receiv- ing imaging orders or payments, according to an October news release.
“The technology is designed to optimize the delivery of imaging services right from start to nish,” CEO of Civie Dhruv Chopra said. According to a company news release, benets of the technology include: • Lower patient costs • Faster imaging results • Allowing providers to spend more time with patients
Through a new partnership with radiology software provider Civie, North Star Diagnostic Imaging added new technology to all 15 locations throughout the Dallas-Fort Worth area in late 2025 that streamlines the imaging process for both patients and physicians. The unied Radiology Information System uses articial intelligence to reduce the administrative burden on physicians and provide a better experience for patients.

Chopra said this kind of technology has the potential to change the health care industry because of the level of transparency it provides for patients. “The patients are going to start demanding this level of service across the board, across their imaging centers,” Chopra said. “The days of backward imaging centers are not going to be there anymore. Patients are going to require a lot more transparency.”

Conquer Fitness specializes in strength training in Prosper When John Dougherty opened Conquer Fitness in Frisco in January 2019, he wielded a doctorate in physical therapy, two personal loans and ve credit cards which he maxed out to make his dream a reality. Six years later, his business has expanded to ve additional locations across the metroplex, using a model focused on clients aged 40 and older to help them achieve their health goals. Dougherty and his business partner Prasanna Singaraju opened the Prosper location in February 2025. “The bulk of the clients come in with an initial weight loss goal, once they start strength training they’re getting results on weight loss,” Dougherty said. The set up Semi-private sessions, which are capped at six people, last one hour and are led by a trainer who demonstrates each of the exercises that comprise a full-body workout. Prior to working out, clients do an initial consul- tation with the studio director. Going forward When Dougherty surpassed his 10-year goal of building a million-dollar gym from one location within ve years, he set a new goal to open 100 locations across the nation by 2034. The compa- ny’s core values are integrity, grit and growth. “[The] growth mindset is continuously learning, [being] continuously hungry—never complacent,” Dougherty said.

Both the town of Prosper and the city of Celina are in the midst of building their fourth fire station this year. Officials broke ground on the Celina station in November, with the station expected to open in March 2027, Celina Fire Chief Shawn White said in an email. The $11.4 million fire station, funded by city bond dollars, will be about 15,725 square feet and will have three bays for fire trucks, a training tower and individual dorms. The Celina station will house 18 firefighters while in operations, White said, with recruitment efforts beginning in May 2026. Prosper’s fourth station is a 12,000-square-foot facility that will feature five fire engine bays and accommodations for its firefighters once it opens in late March or early April. The Prosper Fire Department plans to phase-in staffing, Fire Chief Stuart Blasingame said. The $13.8 million station, funded by the town’s 2020 bond program, will open with nine staff members while the department plans to add three additional positions in the upcoming year, he said.

is,” Blasingame said. “It’s going to substantially reduce our response times out there.” Public safety is a priority for both the town and city when it comes to planning. Celina Mayor Ryan Tubbs said the city is focused on planning ahead by investing in public safety, which keeps police, fire and EMS prepared as the city grows. In Prosper, Blasingame said the locations of new stations are paramount to maintaining the department’s high level of service. “It’s a long-term investment into the safety of our residents,” he said.
One of the biggest benefits of a new fire station is reducing response times, Blasingame said. The east side of Prosper is currently seeing the slowest response times from the department when responding to accidents and other scenes. Reducing fire department and emergency medical services response times means crews will be able to reach emergencies more quickly and provide more effective services in the area, White said. “This is going to cut [response times] in half, if not more, depending on where the call location
In 2028, the Prosper Fire Department plans to add ambulance services to Fire Station No. 4, which would bring in six more personnel members, Blasingame said. The station is the second-to-last planned for Prosper. Blasingame said the fifth and final station is expected to open on the northwest side of the town and is anticipated to be built in about five years depending on the town’s growth rate. “As [the town] develops, we want to be ready to keep our response times low for our Prosper residents,” Blasingame said. Celina’s fourth station is the next of 14 total stations the city’s fire department expects to operate in the future. “As Celina continues to grow, it’s important that our public safety infrastructure grows with it,” Tubbs said.

Locally owned 1418 Coee sells fresh baked pastries
As the third owners of 1418 Coee, Celina residents LeeAnne and David Bryant not only run the agship store in Plano, they opened a Prosper location in 2022. In addition to beverages, the business also sells pastries made in a commercial kitchen in Prosper. The Bryants purchased 1418 Coee in 2018. They estimate a Celina location will open in the rst half of 2026. On the menu 1418 Coee sources coee beans from around the world including Sumatra, El Salvador, Ethiopia and Mexico. Top requested drinks include their cortado and
cold brew. “Our cold brew is very popular,” Bryant said. “We let the coee sit for 14 hours.” Specialty lattes— David Mason and Purple Haze—are also top sellers. The David Mason includes maple and brown sugar while the Purple Haze has lavender and vanilla. In addition to beverages, food items—which are made in an o-site commercial kitchen in Pros- per—are sold at 1418 Coee. Going forward In addition to opening the Celina location in 2026, the Bryants plan on opening seven more locations within ve years.
