8 Frisco Heritage Museum The museum reopened in February following a construction project, which began in November, Heritage Park Supervisor Lindsay Loy said. The museum underwent a variety of renovations including new HVAC units, new lighting on the first floor foyers and rotundas and a new roof. Frisco considers new rules for public input Frisco City Council is considering changing the rules for public input at council meetings. City Council met to discuss possible amendments to the city’s ordinance regarding public testimony at a Feb. 17 work session. No decision was made during the meeting. The overview Under the current policy, people who want to speak during citizen input can submit a speaker card at any point during the meeting. They can speak for up to ve minutes, or up to three minutes if 10 or more people want to speak on the same agenda item. City Council discussed a number of ideas for changes to the public comment policy. Council members also discussed moving the lectern to avoid having audience mem- bers visible on the livestream video.

Frisco library designates ‘free expression areas’ The Frisco Public Library will now use free expression areas to balance library operations with residents’ right to free speech. Frisco City Council approved the change as part of the library’s new service policy at a Feb. 3 work session. Free expression areas are “designated out- door areas for peaceful assembly and free speech activities,” according to city documents. The details Library Director Shelley Holley said the free expression areas are for people who want to “discuss a topic of interest that is not commercial speech.” “It’s opened up for any kind of expressive activity that’s authorized in the law,” city attorney Ryan Pittman said. “So no restriction as to topic, very little restriction as to conduct of expression in those specic zones.”

Frisco OKs $38M for Kaleidoscope garage Kaleidoscope Park is on track to get a new 1,100-space parking garage. Frisco City Council approved up to $38 million for the project at a January meeting. The Frisco Economic Development Corp. will also contribute $7 million toward con- struction costs as long as the project, which includes the parking garage and a potential oce development, is complete by June 2028.

The policy designates three free expression areas, all of which are outside the library. Holley said the areas were chosen away from main entrances to minimize the impact on patrons. Over 1,300 Frisco ISD teachers to receive state stipend

Districts les missed days waiver with TEA Frisco ISD ocials led a waiver with the Texas Education Agency to retain its state funding in spite of missed days during the winter storm in late January. What happened The waiver, which was approved by TEA in February, allows the district to not hold classes during the bad-weather makeup days scheduled in the district’s 2025-26 academic calendar. Associate Deputy Superintendent Wes Cunningham explained that the district historically has low attendance among students and sta on bad-weather makeup days, which led ocials to recommend applying for a waiver. A Missed Day waiver from the TEA gives FISD full average daily attendance funding for the missed days.

More than one in four Frisco ISD teachers are now eligible for a stipend from the state, according to a district news release. The gist The Teacher Incentive Allotment is intended to attract and retain top teachers, according to the Texas Education Agency. After approval of the dis- trict’s program, 679 FISD teachers gained new or higher designations, the release states. Now, over 1,300 FISD teachers are eligible for state stipends. “This expansion reects the exceptional work happening in classrooms across Frisco ISD and ensures even more of our educators see that impact reected in a state stipend,” Superinten- dent Mike Waldrip said in the release. Stipend amounts vary based on ve indicators and three designation categories: recognized, exemplary and master. A higher designation results in a higher stipend, according to FISD.

Looking back House Bill 3 was passed by the 86th Texas Legislature in June 2019 and created the incentive program with the goal of creating a six-gure salary for teachers who prioritize teaching in high- need areas and rural district campuses, according to the TEA. The program is optional for districts to participate, per FISD. FISD’s application for Phase 1 of the TIA program was approved by TEA in spring 2024. The district’s Phase 2 was approved in 2025.

Tim Campbell, head of development for The Mix, said construction crews have made progress on infrastructure, retail buildings and residential space, and plans for oce buildings and an underground parking garage are in the works. Retail tenants could even start interior work later this summer. “This will be a place for everyone,” Campbell said. “Dining, entertainment and shopping all set in a vibrant, walkable community.” What’s happening Construction crews broke ground on Phase 1 of The Mix in January 2025, starting with infrastruc- ture like roads and utilities. Phase 1 spans the north 28 acres of the devel- opment along Lebanon Road and the Dallas North Tollway and includes 635 residential units, 115,000 square feet of oce space and over 100,000 feet of retail, including Frisco’s rst Whole Foods. Campbell said construction on a six-story parking garage for residential use will wrap up

The land was originally slated for a dierent development called Wade Park, which broke ground in 2014 and stalled in 2017. Frisco City Council rst approved development plans for The Mix in 2023, and a $113 million incentive agreement was approved in 2024. Looking ahead The design process is underway for Phase 2, which includes nishing the underground parking garage with over 3,000 spaces and is on track to be done by 2033. “We’re looking ahead towards the design of [Phase 2] now, and we’d like to get that launched as soon as we can,” Campbell said.

Northwest Community Park is the latest project coming to fruition in Frisco. Construction on the park is expected to be completed by June, said Shannon Coates, Frisco’s Parks and Recreation director. The project is right on schedule for the 18-month construction window, which started January 2025. The park is about 70% complete overall as of late February, Coates said. The 122-acre park will include bike facilities for all ages, a splash pad, playgrounds, public art, shade structures, observation deck, miles of hike-and- bike trails and expanding landscape ecologies, Coates said. “We have to build these destination parks that are exciting and unique enough that I can get someone to come from the southwest corner of Frisco to drive to the northwest corner of Frisco through the trac, however many miles it is,” she said. The $40 million park is dierent from other Frisco parks that have come online in recent years. Instead of a focus on sports elds, seen in parks such as Harold Bacchus Community Park, Northwest will have a focus on nature, Mayor Je Cheney said. “The needs of our citizens have changed over time, and truthfully our sports complexes are meeting the demand,” he said. “We have a lot of requests from our residents to have dierent types of parks. … This is a destination park we think our residents will drive to.” Northwest has a large focus on cycling as a sport, Coates said. For example, the project will have a bike park geared toward beginners, asphalt pump tracks for intermediate riders and o-road trails with jumps and other obstacles.

The city invested about $45 million on the proj- ect including contingencies, which haven’t been used so the park is closer to a $40 million price tag, Coates said. “It’s like a getaway from the city right there in the park,” McGrath said. “We are very excited.”

The park’s bike trails will be maintained by the Dallas O-Road Bicycling Association, or DORBA, once it is completed. Volunteering to maintain trails is a large part of DORBA, said Rick McGrath, the organization’s development director. McGrath said the park will become the “gold standard” for what a park with cycling in mind should be in North Texas. “We’re so excited about what they are doing there,” he said. “We’re going to use the same

Beyond cycling, the park will include open space that will incorporate a dog park, event lawn, playground and food truck spaces. The goal was to cater to the entire family with the park with something to do for all skill levels, Coates said. The trails can also be used for runners, walkers and anyone else wanting to see the native Blackland Prairie that is specic to the region. The prairie is an ecological region in the North Texas area known for dark clay soils that once covered large portions of Frisco. The prairies and ecology can be used for eld trips, which was a priority when the park was developed, Coates said. Around 2017, Frisco ISD ocials asked about eld trip opportunities in nature and had to travel to surrounding commu- nities for those trips. Now, Northwest Community Park can t that need, she said. There are untouched areas of the park that

Frisco will be the base camp for Poland, Albania, Ukraine or Sweden for the 2026 FIFA World Cup, North Texas FWC Organizing Committee Presi- dent Monica Paul announced in a March 3 press conference. The four countries are competing in Playo Path B of the European Qualiers for a spot in the World Cup, which will be determined later this month. Whichever team qualies will train at Toyota Stadium and stay at the Westin Stonebriar Golf Resort & Spa this summer, ocials said. “We’re excited to be a partner, welcome soccer fans from all over the world to our community and have soccer fever take over Frisco, Texas,” Frisco Mayor Je Cheney said. Teams will use their chosen base camp as a train- ing facility and stay at a nearby hotel in between matches. Not every potential base camp will be selected by a World Cup team. FIFA has 64 base camp locations, but only 48 teams will participate in the tournament. “We’re just so excited to nally be here,” Cheney said.

The gist The 2026 FIFA World Cup will run from June 11 to July 19. Nine of the tournament’s 104 matches will be played at AT&T Stadium in Arlington, which will be temporarily renamed to Dallas Stadium for the World Cup. Frisco’s Toyota Stadium was announced as a base camp location last year, along with several other locations in the Dallas-Fort Worth area.
