Hotel tax revenue fuels infrastructure growth across McKinney
Visit McKinney Executive Director Aaron Werner said of the city’s hotel infrastructure. New hotel projects, including six that are cur- rently in development, could ll that gap and allow McKinney to better compete with neighboring cities for attracting tourists and hotel stays, Werner said.
Despite seeing increasing growth in both HOT collection and hotel stays, city ocials said McKin- ney’s hotel infrastructure is limiting opportunities for growing local tourism. “Last year, we had the highest occupancy of any of the Collin County cities, and so what that screams though is that we need more product,”

Hotel, park concepts proposed for downtown redevelopment Proposal concepts including a hotel, multifamily residential developments, open space and more are being considered for a downtown McKinney redevelopment initiative.
City Council members are expected to pick one of three development rms that presented proposals at a Nov. 28 special meeting to act as a partner in the redevelopment project. How we got here City Council members declared their intention to pursue a public-private partnership for the redevelopment of ve blocks in downtown earlier this year. The properties include the existing City Hall building along with the development services building and two neighboring parking lots, which will be vacant following city services relocating to the new city hall in 2025. City sta collected feedback from community members about what the community would like to see developed on the sites earlier this year before drafting a request for qualications, which received 15 responses from development rms looking to partner with the city. The details The top three nalists presented project proposals as well as information about their organizations and development teams at the Nov. 28 meeting. The concept plans are conceptual and could change during negotiations, according to city documents. The three development teams that presented proposals are listed below. • Nack Development: The proposal from this Fris- co-based company included an entertainment venue with rooftop patios as well as a boutique hotel and oce, with connections between the various buildings in the form of sky bridges. Other aspects of the presentation include vertically integrated mixed-use areas with for lease and for sale residential units above ground oor retail and restaurants as well as open space and a parking garage. • M2G Ventures: Representatives of Fort Worth- based M2G Ventures presented a proposal that included multifamily residential in the style of live-work units with a wrapped, multilevel park- ing garage and a boutique hotel. The proposal also included open space as well as retail and restaurants throughout the project, including along a pedestrian-only paseo, or walkway. • Hines Interests: Dallas-based Hines Interests’ proposal included about 20 live-work-style

City hires new chief information officer Omar Rodriguez, McKinney’s new chief information officer, began his role with the city on Nov. 13, according to a news release. Rodriguez brings more than 25 years of experience in information technology to the role, including 20 years in municipal govern- ment positions. Zooming in Prior to joining the staff in McKinney, Rodriguez served as an assistant IT chief for Dallas County. Other roles Rodriguez has held include IT director for Denton Municipal Energy as well as other technology-focused roles with the city of Garland, Texas. Rodriguez served in the U.S. Navy and obtained a bachelor’s degree as well as a master’s degree from Lamar University.

Operating hours to shift at McKinney libraries McKinney’s public libraries will soon operate on new opening schedules that will increase the total number of hours library services are available each week, city staff said. What you need to know The upcoming changes to operating hours at
McKinney’s two libraries, which will be effective Jan. 2, include expanded hours on Sunday as well as different operating hours at the libraries. Roy & Helen Hall Memorial Library will be open 8 a.m.-7 p.m. Mon.-Thu. while John and Judy Gay Library will be open 10 a.m.-9 p.m. Mon.-Thu. Both locations will operate from 10 a.m.-6 p.m. on Fri.-Sun. Officials approve 2024-25 academic calendar The McKinney ISD board of trustees approved the next school year’s academic calendar Nov. 13. The overview Planning started in the summer with an academic calendar cohort of school districts in Collin County, Assistant Superintendent of Communications Shelly Spaulding said. The cohort works to align breaks with surrounding districts while gaining feedback from community members, she said. The school day will be extended by three min- utes. This will allow two additional teacher work days, Spaulding said. The specifics The 2024-25 school year begins Aug. 8, 2024. Stu- dents and staff will have Sept. 2 off for Labor Day, and students will have a fall break from Oct. 11-15. Other extended breaks throughout the school

Construction on McKinney City Hall reaches topping out
Construction on the new McKinney City Hall has reached its highest point, signifying the topping out of the project, according to a city news release. The details Construction on the project, located at the north- west corner of Virginia Street and Main Street, began in late 2022. The $105 million project is funded primarily by bond funds approved by voters in 2019. City employees spread out across various oces will be consolidated into the 175,000-square-foot facility following the expected completion in late 2024, according to the release. McKinney City Council unanimously approved the renaming of Veterans Memorial Park to Corporal R.D. Foster Veterans Memorial Park at an Oct. 17 meeting. The memorial park was renamed to honor Ronnie “R.D.” Foster, a Marine Corps veteran from McKinney who campaigned for the creation of the veterans memorial and served on the McKinney Armed Services Memorial Board. The details The newly-named park is located in Craig Ranch and includes a Wall of Honor, a symbolic water fountain and a lighted American ag that ies 24-hours a day, according to the city’s website. The memorial, which was dedicated in November 2011, began with a list of 365 fallen veterans from Collin County and has since grown to include 435 names, said Colin Kimball, chairman of the McKin- ney Armed Services Memorial Board.
Diving in deeper Foster enlisted in 1966 and would go on to serve three years in Vietnam, according to Trina Foster, R.D. Foster’s wife. Foster lost a number of friends in the war, which would later become the inspiration for the Veterans Memorial Park, a project that Foster researched, fundraised and advocated for, Kimball said. “It was his purpose to carry on their legacy and make sure [local veterans] were not forgotten,” Trina Foster said of R.D. Foster. Foster was also a singer-songwriter, author and co-founder of the North Texas Fallen Warrior Portrait Project. He passed away earlier this year. Quote of note “[Foster’s] life was dedicated to making sure that those who have served were remembered for gener- ations to come,” McKinney Mayor George Fuller said of Foster’s work on the Veterans Memorial Park.

hotel properties also pose a similar challenge. Business travelers often want a luxury hotel experience while also having access to a walkable environment with restaurants and amenities, Werner said. Rick Wells, who has owned the Grand Hotel since 2021, said his hotel’s guests are drawn to the downtown’s “unique” and historic cultural district. As the only hotel on the city’s downtown square, the Grand Hotel is a popular destination for business travelers due to the walkable area and access to nearby restaurants, he said. “Having hotels come to our city allows more people to experience what we do in downtown McKinney, … so hopefully that trend will continue as we expand and this crazy growth continues in our area,” he said.
The city has 20 hotels, but only one, the Sheraton McKinney, is a full-service hotel that offers event and meeting space, an on-site restaurant, and other amenities. The remaining 19 are select service, meaning they have limited amenity offerings. Nearly half of McKinney’s operating hotels were built in or prior to 2000, and only three hotels have opened within the past five years, according to data from Visit McKinney. “We have a mixture of newer properties with modern amenities, but we also have several [with] aging infrastructure that [have] been around for 30-plus years,” McKinney Mayor George Fuller said in an email. In addition to the varying ages and service levels of the city’s hotels, the locations of the

Lodging facilities in McKinney are required to pay a 6% hotel occupancy tax to the state as well as a 7% tax to the city. Occupancy taxes come from room rentals, according to the Texas Hotel and Lodging Asso- ciation. They are generally added onto the bill in addition to other fees, such as those for cleanings or extra guests. Texas law restricts use of the revenue to activ- ities that support tourism and the hotel industry. The tax revenue collected from hotel stays is used to fund the city’s convention and visitors bureau as well as special events, marketing and tour- ism-related grants, according to Visit McKinney. Some of the most common motivations for hotel stays in McKinney include guests attending weddings in the area as well as sporting events, Werner said. Recent growth in HOT revenue collected as well as occupancy rates across local hotels, with the city reaching a 72.5% occupancy rate in the past fiscal year, points to a growing need for new hotels, Werner said. Fuller also noted that the city’s occupancy rates surpassed all other Collin County cities in FY 2023 and are drawing the interest of a variety of hotel developers. “We’re starting to see the natural, organic interest in bringing not only hospitality products but entertainment products to the community,” Werner said.

Hotel projects underway and planned for McK- inney could garner more hotel stays from corpo- rate clients, a demographic the city has struggled to entice, Werner said. Walkable and luxury developments with hotels in neighboring cities, such as Watters Creek in Allen and Legacy West in Plano, are attracting corporate clients from McKinney, he said. “It’s hard to compete in that sandbox … [when] you just don’t have what they’re really wanting,” Werner said. One project underway that could address that gap is the Denizen Hotel. The boutique hotel, which broke ground in late September, will include 102 rooms across four stories with high-end design and amenities. The hotel is being developed by hotel develop- ment firm Archstreet McKinney and is expected to be completed in November 2024, Managing Direc- tor Michael Mueller said. The project is located in mixed-use development District 121, and will be
