Celina officials debate future car dealership locations Celina City Council is working to decide the best locations for potential car dealership businesses within the city. Industrial zoning in Celina
Prosper OKs traffic signal at First, Legacy Prosper residents will see a new traffic signal coming to the intersection of First Street and Legacy Drive as the city prepares for increased traffic ahead of the 2025-26 school year. Prosper Town Council on June 24 approved a $691,566 contract with Mels Electric LLC to install both a temporary and permanent traffic signal at the intersection. The details The intersection is part of a larger road improvement project expanding First Street from Stuber Elementary School to Dallas Parkway. While the temporary traffic signal is scheduled to finish in August, the instal- lation of the permanent traffic signal is estimated to finish in March 2026.
Celina City Council discussed possible zoning for dealerships at its meeting July 8. Council did not vote regarding the item. The details Dusty McAfee, Celina’s director of development services, said dealerships such as Chevy, Honda and GMC are actively looking to set up in Celina. Currently, new auto sales are only allowed by right in Celina’s industrial zoning districts. Every- where else, a dealership would need a specific use permit or be part of a planned development to operate, McAfee said. A lot of dealerships are wanting to open in the city along the Dallas North Tollway. “That is prime real estate in Celina,” McAfee said. The planning and zoning commission’s feedback

Prosper officials consider new retail center Prosper residents could see a new retail center, including a gas station, at the intersection of First Street and Legacy Drive. What happened Planning and Zoning commissioners approved a zoning change at a July 15 meeting to allow a gas station at the intersection of a major and minor thoroughfare, which is an exception to current town rules that only permit gas stations at the intersections of two major roads. Hector Leon, project manager with Westwood Services and a representative for the developer, said the current concept plan includes a grocery store and restaurants, but only the gas station and some infrastructure are moving forward as of now. The gas station will still require separate approval. “[The gas station] is the only thing that is set in stone [in the site plan],” Leon said. “As soon as

Celina City Council tabled a development agreement to expand the Uptown commu- nity until July. Council voted to table the item because the agreement wasn’t finalized in time for the council’s June 10 meeting. The new portion of the development will be called Glen at Uptown and will bring 125 single-family homes. It will also add another 41 acres to Celina from the city’s extraterri- torial jurisdiction.

Prosper council plans budget adjustments, keeps tax rate flat
Prosper Town officials have started the budget process, which shows a need to reallocate expen- ditures to meet growing demands. Early talks in June show residents will not see a property tax increase for the 2025-26 fiscal year, and town officials are expected to approve the budget in September. What happened At its June 24 work session, Prosper Town Council discussed the preliminary budget for fiscal year 2025-26 and how Prosper will adjust to slower growth and changes in sales tax revenue. Chris Landrum, Prosper’s finance director, said the town is still in growth mode, but sales tax revenue is not increasing as fast as previous years because some of the sales taxpayers are moving out of town quicker than anticipated. “The sales tax [decreased growth] just hap- pened maybe one year quicker than we otherwise anticipated,” Landrum said.

falls $53,380 short of its minimum reserve. Despite the slight projected shortfall, Landrum said property taxes are not expected to be affected, which means they will remain at the previous rate of $0.505 per $100 valuation.

Prosper ISD may be facing a multimillion-dollar shortfall in the fiscal year 2025-26 budget, according to preliminary totals. Historically, about $10 million of projected expenses are not spent by the district, said Kyle Penn, PISD’s deputy superintendent of district and employee services, in a June 13 board meeting. While estimated revenue and expense totals show a $45 million difference, district officials are project- ing the shortfall in the 2025-26 school year to be approximately $39 million. “We know there’s some challenges with that and we’ve taken steps already ... to begin working on [the shortfall],” Penn said. The overview The preliminary budget includes: $390.94 million in revenue and $436.73 million in expenditures. The majority of PISD’s budget goes toward

payroll. Payroll is 81% of the total budget at $351.72 million—a $57.7 million increase from the 2024-25 school year. Nonpayroll budget expenses, which account for 19% of the budget, have increased by $16.3 million from last year. PISD officials are anticipating a growth of 2,500 students in the 2025-26 school year. An additional 566 positions were added to the district since the 2024-25 school year budget was adopted, Penn said. District officials expect to adopt the FY 2025-26 budget and tax rate in August.
The Celina ISD board approved other pay increases including: $2,300 increase for teachers with 0-2 years experience and 4% increase for all staff. Prosper ISD board members set aside local funds to increase the pay for other teachers and staff members outside the state requirements. Those increases include: $2,500 increase for teachers with 1-2 years of experience and 4% increase for staff.

Simply Pho blends Thai, Chinese and Vietnamese dishes in Celina Although husband-and-wife Tony Nguyen and Mary Wong’s restaurant is named Simply Pho House, the business owners said their menu encom- passes much more than pho options. “A lot of people think we’re solely a Vietnamese restaurant because of the name, but they see our Thai and Chinese menu [options] and that sets us apart,” Nguyen said. “We’re able to provide other Asian dishes that are more well known. People know Thai and Chinese food, I feel like Vietnamese food is catching up.” On the menu Popular menu items include shrimp spring rolls, beef pho, stir fry noodles and stir fry protein dishes. Another popular item, and one of Nguyen’s personal favorites, is shaken beef—a traditional
Vietnamese dish—which is marinated let mignon cubes prepared by continuously shaking the meat in a wok so the meat is charred on all sides. “A lot of our menu is very aordable where you can bring your whole family out and feel like you got your money’s worth and got a fair portion,” Wong said. In addition to slushes, smoothies, milk tea and fruit tea, Simply Pho House also oers a variety of alcoholic items from their full bar. The backstory Nguyen and Wong opened Simply Pho House in Celina in August 2024 along with Nguyen’s sister Carolyn Nguyen. The rst Simply Pho House was opened in 2014 by the Nguyens’ aunt and uncle, Loan Huynh and Sonny Tran in Beecave. Today, Tran and Huynh have four Simply Pho House locations, including one in McKinney. The Celina location is the only one not owned by the founders. “We saw a lot of growth in the area and bought this land four years ago,” Nguyen said. “We built a commercial building and while everything was coming up, we thought ‘Why not open our own

restaurant?’. We also own OMG Tacos.” The Celina menu features approximately 80% of what the other Simply Pho House locations oer including pho and stir fry dishes. However, the other 20% are Nguyen’s recipes. “We added more traditional Thai and Vietnamese dishes,” Wong said. “We noticed a lot of customers were dousing their soup with chili oil, because they wanted that spice—that kick. That’s when Tony [Nguyen] thought of adding a traditional Vietnam- ese spicy beef noodle soup.”

As the summer temperatures heat up, Master Gardener SuEllen Mooney oers expert tips on how to maintain your landscape and garden as well as best practices for water conservation. Mooney is a Collin County Master Gardener, a title she earned in 2016 following the required completion of 12 weeks of horticulture-centric classes and 65 volunteer hours, eight of which must be done at the county-owned Myers Park Research and Demonstration Gardens in McKinney. Collin County Master Gardener Association classes include soil science, plant science, landscaping, water conservation, container gardening, vegetable gardening and more. Expert shares garden, lawn tips What you need to know Mulch: Apply adequate mulch. CCMGA recommends nely shredded hardwood mulch layered about three inches deep which will result in the soil being about 30 degrees cooler than uncovered soil. Don’t plant in the summer: Understand Texas summers and know that planting new plants in the middle of the summer is not a good idea because they will require a lot of water. Wait to plant when the temperatures are cooler. Water eectively: The most eective watering is a drip system. If you don’t have drip installed, water early in the morning and water around the base of the plant so there’s not a lot of wastage. If you water the leaves, it can result in mold.

Kathy Fonville, who serves as the public education manager for the North Texas Municipal Water District, provided additional tips on conserving water in existing lawns and landscapes. She also pointed out that these actions can help manage water bills. Water no more than twice a week: A critical factor to a healthy, drought- tolerant landscape is applying the right amount of water, at the right times. Watering deeply, but infrequently, develops a strong and healthy root system. Any more than that is not needed, even during the summer. Check your sprinkler system: At least once a month, check the system to make sure it’s functioning properly and not wasting water. Water before 10 a.m. or after 6 p.m.: This will help minimize water loss due to evaporation during the active growing season. Also, it is better to water in the early morning. Cycle & Soak: Use the Cycle & Soak irrigation method, which involves short period of watering with half-hour breaks, to minimize water runo.
Mooney polled a group of CCMGA members requesting their list of must-have gardening tools. The top responses included:

Mooney said members of CCMGA work in the Myers Park Research and Demonstration Gardens in north McKinney starting at 7 a.m. every Monday, Wednesday and Friday. Guests are invited to visit with them as they work and ask gardening questions. Other upcoming events include a summer speaker series, viewable via Zoom, and A Walk in the Park 2025 to be held Sept. 27. This annual event features Q&A opportunities with master gardeners and watching local artists with the McKinney Plein Air Society at work. Artists in the group paint their art outdoors.

Housing market highlights According to data collected by the Collin County Area Realtors, there were several notable year- over-year changes in various portions of the metro area during the month of April.
The number of homes sold decreased in all ZIP codes across the areas of Flower Mound, Highland Village and Argyle. Three of the four area ZIP codes in Colleyville, Southlake and Grapevine had a drop in median sales price year-over-year. The number of homes sold decreased year- over-year in ve out of six Plano ZIP codes.

In an interview with Community Impact , Realtor Newman Dalton of Keller Williams Realty in South- lake discussed some of the changes the market is seeing this summer for both buyers and sellers. We’re not necessarily going through a recovery in terms of ... going to go back to where things were in 2020, 2021, 2022; I think we’re actually going through more of a correction. It doesn’t look as though we’re going back to 2.5% or 3% mortgage rates. We’re probably going to be settling back into

normal. If you look at the last 40 years, ... between 1981 and 1983, mortgage rates got up to 18% and that was one anomaly on one end. Then the completely other end was what we saw in [20]21 and [20]22 with the lower mortgage rates, whereas the average is 7.42%. It’s actually looking like a market correction, maybe leaning toward more of a buyer’s market. What leads to the market becoming a buyer’s market? Some homes are experiencing price drops on listings in the area. The other thing is days on market. If you have price drops, [if] you have long days on market, then you’ve got a little bit more bargaining power on the side of buyers.
If somebody wants to sell a home, what are things you kind of recommend they do, or what should they do before they list it? You want to make sure that your home is in a good state of repair. Pay attention to the details. I was at a home, showing some folks the house. The seller had done, I want to say, approximately $20,000 worth of structural repairs, but then there was a ... vent in the ceiling that was missing, so it’s a hole in the ceiling. While the seller had spent all that time and money correcting their foundation and other things, all the person in the home could see was that missing air vent. That kind of mentally negated everything else. Just making sure your home is in a good state of repair is going to make you a lot more competitive.

Celina officials have approved plans for several developments in recent months that bring more land and homes into the city. In May, Celina City Council approved plans for three new single-family neighborhoods that could bring nearly 500 more homes and 196 acres of land to the city. More homes are up for consideration in Prosper as well. At a June 17 meeting, the Prosper Planning and Zoning Commission discussed a proposed 373.5- acre project that could bring a few hundred more homes to the town. The plans for the proposed development, called Prosper Oaks, call for 275 single-family homes and 525 age-restricted units for those 55 and older. The project was tabled and is still being considered by Prosper officials.

Cawthorn said. “[Celina] is destined to grow at that same rate that Plano did back in the day and that Frisco did and that we’ve seen Prosper experience. Celina is next.” The reason builders keep developing in the Prosper-Celina area is its proximity to long-stand- ing employment centers along the Dallas North Tollway, Cawthorn said. The continued expansion of the toll road northward into Grayson County will bring even more growth to the area, he said.
Single-family home permit filings have increased year-over-year in Celina between 2022- 24. In that same time, these filings have decreased in Prosper. Tom Cawthorn, president of the Dallas division of home builder Taylor Morrison, said Prosper is approaching build-out. He suspects this may be slowing down single-family home growth in the town and sending it to neighboring Celina. “The next logical step northward is Celina,”
