Katy, Fulshear see population growth over 5 years

to 354,033. ZIP code 77441 saw the largest percentage increase at 229.04%, with the population rising from 12,559 to 41,324. The area is also becoming more diverse, data shows. While the percentage of residents who identify as white decreased from 70% to 45% between 2019 to 2024, the number of people who identify as two or more races, or Hispanic or Latino has increased.

The population in Katy and Fulshear area ZIP codes is growing and becoming more diverse, according to U.S. Census Bureau data. On Jan. 29, the U.S. Census Bureau released new data for 2024 as part of its American Community Survey, which represents a 5-year estimate of the population across the country from 2020 to 2024. The data compares with the 2019 survey results, which studied the country from 2015 to 2019. The overall population increased 34.34% across the Katy and Fulshear area, rising from 263,534

Fulshear limits access for commercial trucks

County breaks ground on $2M juvenile vocational training center Fort Bend County officials broke ground Feb. 18 on a $2 million juvenile vocational training center in Richmond to ensure the county is meeting the growing number of juveniles entering the deten- tion system. The details Kyle Dobbs, executive director and chief juvenile probation officer at Fort Bend County’s juvenile probation department, said the 6,700-square-foot center will offer instruction for approximately 60 kids ages 14-17 in six different skills. “We feel this is a new way of helping juvenile justice involve kids by providing them with a real opportunity of career training that will impact gener- ations to come by preparing them for high-demand careers and great-paying jobs,” Dobbs said.

The city of Katy and Katy Man- agement District No. 1 are part- nering to create a new reclaimed water system to provide irrigation water to the Katy Mills Mall and Katy Boardwalk District areas. The details The system is projected to pro- duce and use as much as 300,000 gallons per day in this first phase of the program, City Engineer David Kasper said. At full utiliza- tion, the reclaimed water system is capable of producing as much as 885,000 gallons per day, which Katy launching reclaimed water system

will be utilized as new users are added to the system. The Katy Reclaimed Water System includes a new treatment and pumping facility at the Katy Wastewater Treatment Plant, and 18,350 linear feet of new water lines up to 12-inches in diameter. Why it matters “Katy Mills has all these entrances so … we’re gonna con- solidate some of these entrances to make larger green spaces then we can irrigate and have nicer flowers and tree,” City Adminis- trator Byron Hebert said at the Jan. 29 State of the City luncheon. Looking ahead The plan is expected to begin construction this spring, Kasper said.

Texans Toro District coming near Katy An 83-acre sports and entertain- ment hub called the Toro District is coming to the Bridgeland commu- nity near Katy by 2029 as part of a public-private partnership between the Houston Texans, Howard Hughes Communities and Harris County. $41.02M contract for new school approved At a Feb. 23 meeting, Katy ISD board of trustees approved a nearly $41.02 million con- struction contract with Drymalla Construc- tion Company for the construction of its 49th elementary school at Pitts Road and Sunterra Point Drive on the district’s northwest side. Officials eye Downtown Fulshear projects

While the city continues to develop, Tommy Kuykendall, the Economic Development Corporations’ B-board president, said it’s important to keep the city's “small town feeling.” “People probably moved to Fulshear because of how it felt when you were here,” Kuykendall said. “In the old days, you would always have the same few people that were either on City Council or serving on the boards.” As the city continues to grow, “new blood” has entered those spaces, and people no longer all know each other, Kuykendall said. But it’s not all bad, he said. With a growing city comes an increased opportunity for business development as well as a potential move to downtown for City Hall.

In the last five years, Fulshear has grown at a 252% rate, according to five-year estimates from the U.S. Census Bureau’s American Community Survey. As the city grows, Fulshear has completed or is undergoing several downtown street projects and could soon bring up a new idea: one-way pairings. Instead of widening Main and Harris streets, which may require acquiring and tearing down existing buildings, the city would make each a one-way, with Wallis Street designated as a “release valve,” City Manager Zach Goodlander said. “If you have a very wide road, a major artery in downtown like that, it just means you’re going to have higher speed traffic, more traffic on just one particular road,” Goodlander said. Goodlander cited Rosenberg and Conroe—where the downtowns are split by Hwy. 90A and U.S. 105, respectively—as Houston area cities already employing the pairing systems.

The committee comes after the city saw a 67.1% population increase from 15,071 to 25,184 between 2014 and 2024, according to the U.S. Census Bureau American Community Survey five-year estimates. However, Mayor William “Dusty” Thiele said city officials estimate the population is currently around 27,000, with the number still growing as housing development in Katy Boardwalk continues. Amid the growth, Thiele said the city is working to maintain its charm in Historic Town Square, an area where Katy still feels like the small town it was. “We want to keep the small town feel, and that’s the reason why we have all the events that we have down here on the square,” he said.

Corte said she wants the committee to include about seven people. The Dryer is only one of several properties in Old Katy that officials are looking to revitalize and turn into a community hub, with the city focusing its priority on Historic Town Square.

The city of Katy has launched a historic preservation commission advisory group to help keep the city’s landmarks up to current safety standards while preserving the city’s historic charm as the population grows. The committee, brought to City Council by Ward A council member Janet Corte and Ward B council member Gina Hicks, will prioritize its focus on the city’s historic rice dryers. The historic J.V. Cardiff & Sons Rice Dryer, now owned by developer Hadi “Andrew” Nurcahya, is undergoing a 3-acre revitalization project. That project is now in its second phase after the first phase concluded with the opening of the Katy Beer Garden in June 2024. Nurcahya said he has run into roadblocks with modern coding laws, trying to preserve The Dryers since starting work on them in 2021. With the building failing to meet the International Building Code, he described

In addition to preserving the historic charm of The Dryer, city officials are working to revi- talize downtown with several projects, includ- ing new buildings, art projects and roadway improvements. Efforts to revitalize the area began with City Council discussions in 2012, and work began in 2015, as Community Impact reported.

The advisory group will present findings to the council at an April 27 meeting—the final meeting before newly elected City Council members take the seats of outgoing members, officials said. Meanwhile, Nurcahya will continue Phase 2 of The Dryers, which is slated to bring a playground, black shipping containers with space for 16 food and beverage vendors, a stage and a large TV, as well as green space. The development is also set to see a third phase, which includes a three-story building featuring a food court on the first floor, coworking office space on the second and a banquet hall on the third, Nurcahya said. The third phase is set to begin permitting this year, and construction will start in 2027. “[This project is] important to anybody in Katy, especially the ones that are born and raised here, and have multiple generations here,” Nurcahya said. “This is the historic landmark of Katy.”
