HOW TO PROTEST PROPERTY APPRAISAL

Review board increased by more than 14%, according to the Texas Comptroller of Pub- lic Accounts. Colleyville City Manager Jerry Ducay said property owners deserve a transparent process that allows them to object to the valuation pro- vided by the district. “That’s key in all forms of government,” he said. “You need an opportunity to be heard and object to some- thing that is cast upon you. In this case, that evaluation affects how much taxes you’re going to pay.” One reason property tax bills may be higher for resi- dents is increasing home val- ues, according to city officials. For Southlake, the aver- age home has increased 72% in assessed value since 2013, according to an October bud- get presentation. Colleyville and Grapevine are also seeing a rise in home value with the median home price increas- ing 77% and 51%, respectively, from 2019 to 2023, according to data from the Collin County

To contest property appraisals, form 50-132 is required or Notice of Protest.

Step 1: File a Notice of Protest Form (50-132), which includes the reasons for protesting. The deadline to submit this form to the appraisal review board is May 15 or 30 days after the notice is received.

Step 2: To prepare for a hearing, gather any information that can support the claim that the property is valued too high, such as photos, engineering reports or other documentation.

Step 3: Attend a hearing to review the evidence and protest the property value. The appraisal district representative will also present their case at the hearing.

Colleyville Assis- tant City Manager Adrienne Lothery said it is a local gov- ernment’s responsibility to manage residents’ tax rate. To offset increasing prop- erty values, the city has been lowering its tax rate since 2018. In 2022, Colleyville passed its fifth consecutive no-new-revenue tax rate. Southlake also dropped its tax

rate for the fifth year in a row and passed a rate below its no-new-revenue rate to pro- vide residents tax relief, city documents stated. In Grapevine, a tax freeze was approved for seniors and those with disabilities in July 2022. Property taxes owed for those groups will not increase beyond the property bills paid in January 2023, regardless of the city’s tax rate or a home’s appraised value. Lothery said balancing a low tax rate requires a city

to be efficient with its tax dollars. “If we’re going to continue to manage that tax rate, then we need to be looking for every opportunity to maxi- mize the dollars that we do have,” she said. Mark Fadden, Colby Farr and Cody Thorn contributed to this report.
