Keller Mayor Armin Mizani said those entities can vote to begin a recall process of a board member, but only if they initially voted for the member. “We’re unapologetic about protecting our taxpayers,” Mizani said Feb. 21. Mizani cited a few issues the board had not handled well recently, such as a surge in appraisal protests and a controversy involving a com- plaint filed against Chandler Crouch, a Realtor who helps taxpayers protest their prop- erty values. Filed by the board’s Direc- tor of Residential Appraisals Randy Armstrong in October 2021, Crouch was accused of “intentionally” misleading the review board in a protest hearing about the value of a property in Colleyville. Armstrong and Law were suspended by the board for two weeks without pay in August for their handling of the dispute. In August, the Texas Department of Licensing and Regulation’s investigation found no evidence of Crouch committing a violation. After Keller’s recall vote, Wilemon resigned from her position, and the appraisal board voted to file for a notice of vacancy on March 3. Protesting appraisals While each taxing author- ity sets its property tax rate, the Tarrant Appraisal District determines property apprais- als. Taxing units then allocate the tax burden. The district also determines the eligibility of various types of property tax exemptions, such as homestead exemp- tions for the elderly, disabled persons, and charitable or religious organizations. Residents can protest their property tax appraisals if the valuation is deemed too high or if the appraisal records are incorrect. Homeowners receive notice of their prop- erty values around April. The deadline for protesting the value is May 15 or 30 days after it is received. The dis- trict reviews protests through the appraisal review board or informal hearings. In the midst of the district’s changes, the board decided March 17 that Chief Appraiser Jeff Law would be given 90 days to address the board’s transparency issues written out in a Letter of Repair. “We want to be able to get back and allow the district to do the job that they do,” Pompa said. During the March 17 meet- ing, Board Secretary Rich DeOtte said he will be acting chair, which is in accordance with the tax code.
