A curfew originally designed to keep younger Frisco residents inside after midnight will no longer be enforced in the city. Frisco City Council members repealed a 2007 ordinance mandating a 12:01-6 a.m. curfew for juveniles aged 10-17 years old during their Aug. 15 meeting. The request to repeal the ordinance did not come from the city. The 88th Texas Legislature passed House Bill 1819 in June prohibiting cities from enforcing their own juvenile curfews starting Sept. 1. “It’s been an effective tool in our tool kit ... to help juveniles sometimes when they’re in need of help,” Frisco Mayor Jeff Cheney said. “It’s a disappointment ... that we’re being mandated from the state level on how we keep our citizens safe.” Some context Frisco is one of many cities across Texas repealing their curfew ordinances ahead of HB 1819’s deadline. “[Repealing the ordinance Juvenile curfew repealed to abide new law
would] take it off the books so there’s no confusion,” Frisco Police Chief David Shilson said Aug. 15. “So, it’s not still out there for people to look at and wonder if this is enforceable.” Repealing the curfew does not mean there will be a sudden surge in juvenile crime, he said. “Beyond the curfew violation, the goal was to get these juveniles off the streets after hours and get them back home to prevent them from being victims of crime that take place in the late-night hours,” Shilson said. Keep in mind The curfew was enforced with 518 citations written over the past 13 years. There were also 1,224 incident reports involving juveniles during the same hours over the same time period. Police officers still have other methods to monitor situations involving juveniles—such as soliciting or trespassing—without the curfew, Shilson said. “While we hate to lose this ordi- nance as a tool, it’s appropriate to repeal our ordinance based on HB 1819, which was passed this past legislative session,” Shilson said in an emailed statement. “We will continue to utilize other statutes for enforcement and as a means to keep our young people safe.”

Frisco officials are one step closer to approving the city’s new budget and tax rate. Frisco City Council members held the first of two budget-cen- tered public hearings during their Aug. 15 meeting. What you need to know The city’s proposed general fund for fiscal year 2023-24 is $266.84 million. Some items listed in the fund include: • more than 55 new full-time-equivalent positions, 32 positions of which would go to the Frisco Police Department • the city’s budget is slated to add more than 70 new positions altogether • $7.38 million for library expenditures Another update in the budget is a new $0.432205 per $100 valua- tion property tax rate to replace the city’s $0.4466 rate. Budget shows lower property tax rate Universal Kids Frisco is one step closer to its June 2026 opening. Frisco Planning and Zoning Commission members unani- mously approved a preliminary site plan for the park during their Aug. 8 meeting. The gist The plan includes: • An 8-foot-tall berm and hedge screen in a 30-foot buffer along Dallas Parkway • A 6-foot-tall berm and hedge screen in a 25-foot buffer along Fields Parkway and Panther Creek Parkway

Collin County residents will see a $683 million bond package on the Nov. 7 ballot. County commissioners unanimously approved placing ve propositions on the ballot during an Aug. 14 meeting. The bond includes ve measures with the larg- est at $380 million dedicated to roads and county transportation projects. The county animal shelter and detention center are among other items up for improvements. The details Proposition A includes $261.86 million for justice facility projects , such as: • The completion of the Adult Detention Center inrmary expansion and renovation project along with the jail kitchen • Russel A. Steindam Courts Building expansion to add 12 courtrooms and oce suites as well as a 400-plus-vehicle garage • Construction of an additional housing cluster at the juvenile justice facility as well as the relocation and expansion of the Plano Juvenile Probation Oce Proposition B includes $5.7 million for the county’s animal shelter . Renovations would include the construction of a one-story, 10,000-square-foot addition attached to the north side of the existing animal shelter building. This addition would include: • Four kennel runs Collin County bond to update roads, animal shelter

Frisco ISD STAAR grades 3-8 scores show improvement from last year
In all subjects tested in grades 3-8, FISD performed above the state average. When compared to the district’s 2022 scores, most of the reading exam scores either stayed the same or showed academic growth. The approach The 2023 STAAR was rede- signed to align the assessments closer to how students are taught in the classroom. Changes include the type of questions asked and switching to an online format. STAAR scores were delayed as a result of the new format. One more thing Officials will release the campus accountability report in late September.
On average, Frisco ISD students improved in most subjects in the spring administration of the State of Texas Assessments of Academic Readiness, or STAAR, according to Aug. 16 results. “While we are pleased with the spring 2023 STAAR and [end of course] scores, we know that the true measure of a student or campus cannot be captured by the score of a single standardized test,” FISD Associate Deputy Superintendent Wes Cunningham said in an emailed statement. Some Frisco ISD residents could see nearly $900 taken off their tax bills with the district’s new tax rate. FISD board of trustees lowered the district’s tax rate for the 2023-24 fiscal year in a unanimous vote. The new tax rate is $1.0275 per $100 valuation, which is $0.18 lower than last year. The overview The new tax rate is broken down into two pieces. Maintenance and operations, covers the district’s operations such as payroll. That rate is $0.7575 per $100 valuation. The second piece is interest and sinking, which pays for the district’s principal and interest on its debts. That rate is $0.27 per $100 valuation. Frisco ISD officials have claimed an exemption to newly passed state legislation regarding security officers due to a lack of available qualified officers. FISD board of trustees approved a good cause exception to the law Aug. 14 in a 6-1 vote. Trustee Stephanie Elad voted against the resolution. Under the new law, FISD would need an additional 44 security officers to comply with House Bill 3, Executive Director of Opera- tions James Hill said. If the school board did not claim an exception, Hill said the district would not be

Texas Central, Amtrak begin talks to advance high-speed rail
Texas Central and Amtrak ocials are exploring a partnership to potentially advance the 240- mile high-speed rail project proposed to connect Houston and Dallas, Amtrak ocials announced in an Aug. 9 news release. The high-speed rail project connecting Dallas to Houston, which was announced in 2014 by Texas Central, was set to be operational several times between 2023-2026, according to prior reporting. However, construction has not yet begun on the route. Two-minute impact Amtrak’s announcement states the two entities are evaluating a partnership to further determine the project’s viability. “We believe many of the country’s biggest and fastest-growing metropolitan areas, like Houston and Dallas, deserve more high-quality high- speed, intercity rail service,” said Andy Byford, Amtrak senior vice president of high-speed rail

Frisco sees 1,001% spike in year-over-year economic growth
Music awards, downtown events and sports have made their mark on Frisco’s economy, May data gathered by Visit Frisco shows. “[Residents] may not see that dierence them- selves, but we know that through third-party research that it is having an impact on Frisco,” Visit Frisco Executive Director Marla Roe said. Visit Frisco is the marketing organization for the city. In May 2022, nearly 2,800 visitors brought an estimated $1.03 million to the Frisco economy. In May 2023, that number shot up by 1,001% to $11.34 million, the data shows. Roe said one factor behind the increase was the high-visibility events hosted in Frisco, such as the Academy of Country Music Awards and the 2023 KitchenAid Senior PGA Championship. “It’s just a huge win for everybody, and these events are just the beginning,” said Christal Howard, Frisco Chamber of Commerce interim co-president and CEO. The breakdown Residents might not notice the ripple eects of the inux to the economy until they do their taxes next year, Roe said. “Tourism in general saves homeowners $1,653 per year [in property taxes],” Roe said. Months such as May are also a good sign of new business opportunities in Frisco, Howard said. For example, the hotels, restaurants and events at the Professional Golfers’ Association of America’s North Frisco campus would not exist without the larger championship events, she said. “The bigger benet is long term,” Howard said. “All of those people now know about Frisco and may come back, whether that means moving here

or visiting again.” Dig deeper New businesses coming to the area mean jobs for future residents and workers, Howard said. “I think about it through the perspective of my daughter,” she said. “Whether it’s waiting tables at a restaurant or working at a golf course or Universal Studios coming in the future, I am excited for her to have more opportunities to work but work here near home, when she’s starting out as a teenager.”
What else? Local events also brought revenue during May, Howard said. Music on Main was able to bring North Texas musicians back to the Rail District starting in April after a two-year hiatus due to the pandemic. Another benet from May was in its year-over- year earned media value, which jumped from $1.28 million to $108.69 million, according to Visit Frisco. “We’re still going to reap the benets of this for some time to come,” Howard said.
