Pugerville voters to decide on council pay The city of Pugerville will hold a special election to consider an amendment to the city charter, which would allow council members and the mayor to be compensated. Overview Pugerville City Council approved a resolution to call the Nov. 7 special election, asking voters to decide whether council members should be paid and the city’s executive assistant to City Council position be eliminated. Council members would receive $9,000 annually, while the mayor would be com- pensated $12,000 a year. The executive assistant to City Council position—dened as an employee who acts as a point of contact, manage calendar and assist with collecting information—is empty.

Pugerville parks system sees increase in guests After the city of Pugerville saw a 14% increase in visitors throughout its park system last year, ocials are making plans for more improvements to trails, playgrounds and other amenities. The proposed rate—set to be approved Sept. 12—marks an 11% increase from last year’s adopted rate of $0.4813. Council is also considering a budget with around $616.3 million in spending. Hutto City Council, meanwhile, is eyeing a $351 million overall budget, including $263.6 million in capital improvement projects. It was built on a proposed no-new-revenue tax rate—the rate at which the city would raise the same amount of money as last year before accounting for new property—of $0.402114 per $100 valuation. However, as of press time Aug. 31, Council was considering a measure to repeal its adopted no-new-revenue rate and set it at the maximum rate allowed without an election.
"This isn't our operational budget per se, but this is the total budget for all combined funds—over $350 million for the coming year. That is an astoundingly large number that says that this city is serious about investing in infrastructure."

Pflugerville ISD trustees decided Aug. 17 not to change its policy guiding the delivery of public comments to the board. In a nutshell The decision came after a review by the policy committee over the summer. The existing policy allows the public to make comments not related to the posted agenda at workshops but requires comments at meetings to be related to items on the agenda. District staff recommended updating the policy to eliminate comment limitations to agenda items from the board’s regular meetings and maintained for special meetings with non-agenda items deferred. Some community members asked trustees to adopt the recommended policy.

Pflugerville ISD joins TEA accountability lawsuit Pflugerville ISD officials voted Aug. 17 to join several other Texas school districts in a lawsuit against the Texas Education Agency. What’s happening? The PfISD board of trustees signed on to a law- suit against the TEA over changes to calculations
for accountability ratings. In September, new accountability ratings for Texas schools will be released based on adjusted criteria including a new threshold for college, career and military readiness scores, raising it from 60% to 88% to earn an A rating. The rating change is expected to negatively impact many Texas high schools. What they’re saying “It’s time for folks to hear that the fairness of the accountability system is in question right now,” PfISD Superintendent Doug Killian said.

Raúl Peña named sole finalist in Hutto ISD superintendent search Raúl Peña was hired Aug. 31 to lead Hutto ISD as its next superintendent. What happened HISD trustees voted unanimously to select Peña, Fort Worth ISD’s chief talent officer, as the sole finalist in its superintendent search. He was hired by vote of the board after a mandatory 21-day waiting period. How we got here In May, HISD Superintendent Celina Estrada Thomas announced her retirement, prompting a superintendent search guided by community involvement. She was first hired in 2017, seeing the district through a period of high growth and the COVID-19 pandemic.

Hutto ISD officials will finalize new atten- dance boundaries this fall in anticipation of Gus Almquist Middle School’s opening set for the 2024-25 school year. What’s happening? Over 900 of these schools are nonprofit and represented by the Texas Private Schools Association. Accreditation is an important factor to consider for a private school to ensure the school is meeting or exceeding basic standards in public education, said Laura Colangelo, executive director of the Texas Private School Accreditation Commission and the Texas Private Schools Association. Five streets receive funding for upgrades The city of Pflugerville will spend around $4.55 million in 2020 bond dollars to rehabilitate five city streets over the next several months. The context City Council members approved a construction contract Aug. 22 for the work, which will begin in September and wrap up in June 2024. Brushy Creek trail work continues
A closer look
In Cedar Park, work is ongoing on the Brushy Creek North Fork Trail, which starts near West Parmer Lane and will extend to the existing trail near Brushy Creek Road. Round Rock’s Heritage Trail East and Heritage Trail West projects also tie into the regional trail system. Sara Bustilloz, Round Rock’s communi- cations and marketing director, said the western trail resumed construction earlier in 2023 and the eastern portion is not yet in the works. Hutto’s portion of the trail remains undeveloped due to a lack of funding, Director of Communica- tions Allison Strupeck said. Williamson County has proposed in its five-year capital plan to create a trail link to Hutto that would run under SH 130 to Adam Orgain Park.

Russell Fishbeck, Williamson County parks and recreation senior director, explained that the county is responsible for trail segments that lie outside of city limits, called the extraterritorial jurisdiction. For portions of the trail within each city, individual cities are responsible for the funding and construction of its segments within its boundaries.
The vision for a regional trail project connecting Williamson County communities was born nearly 25 years ago. Now, the cities of Cedar Park, Round Rock and Hutto are working to fund and construct trails and parks to bring this vision to life. The ambitious Brushy Creek Regional Trail aims to connect these three cities through a shared- use trail for walkers, joggers and bikers. The project would ultimately link residential communities to commercial spaces with parks
Several Williamson County segments are completed or planned for, and portions in Cedar Park and Round Rock are seeing movement. Hutto’s timeline remains unknown.

For Williamson County, Fishbeck said a consultant is designing the 1.5-mile gap at Hairy Man Road between Cedar Park and Round Rock. The county is proposing a $59 million bond in November for more trail projects— including this gap. “It’s an ongoing vision of the county and these communities,” Fishbeck said. “Due to the complexities of how it happens, when funding becomes available and who’s willing to participate, it’s hard to put a timeline on it.”

City Council approves zoning request for multifamily housing Additional housing in the Sam Bass corridor can move forward after a rezoning request was approved by Round Rock City Council on July 27. What’s happening Round Rock ocials approved a request to rezone 8.51 acres of land at the intersection of Sam Bass Road and Meadows Drive. The land was pre- viously zoned for public facilities, such as assisted living, government services, medical clinics, places of worship, schools and public oces. The property was formerly owned by Freedom Church but was recently sold to a residential developer, said Brad Wiseman, Round Rock’s director of planning and development services.
Wyndham Hotel to bring extended stay brand to Round Rock Wyndham Hotel is planning to bring a new ECHO Suites location to Round Rock. The gist The ECHO Suites Extended Stay by Wyndham is expected to go in at 1485 Meister Lane, Round Rock. Plans for the new hotel come as Wyndham Hotels and Resorts announced an expansion of its ECHO Suites portfolio in late July. City’s Lake Creek Trail construction greenlit Construction on the next phase of a trail connection project bridging Round Rock West Park and Centennial Plaza in the city’s downtown is expected to begin later this year. Current situation Round Rock City Council voted July 27 to approve a $2.46 million contract for the construc- tion of a 1-mile stretch of trail connecting Round Rock West Park and Centennial Plaza, awarding it to Muniz Concrete and Contracting. How we got here The trail connection was designed using 2013 bond funding and will be tied into the Chisholm Trail. This trail connection will not connect to the Greater Lake Creek Trail that runs through east central Round Rock. However, it is part of the city’s larger eort to expand its trail system,

Long story short The city’s comprehensive land use plan shows this property is compatible with low-density multifamily, Wiseman said, as long as certain criteria are met: • The development would have access through an arterial roadway or collector street. • Access to nearby single-family neighborhoods is discouraged except for transportation needs or if it were to be part of a master-planned community. • The development will not be adjacent to another low-density multifamily project.
