Tomball ISD is expected to face a $9.1 million shortfall for fiscal year 2024-25, district leaders said April 8. The overview District leaders originally estimated FY 2024-25 having a $22 million shortfall, but it has since “been brought down,” Superintendent Martha Salazar-Zamora said April 8. The FY 2023-24 budget is expected to end with about a $5 million shortfall, Chief Financial Officer Zack Boles said. “I’m not sure that we’re going to be able to get [$9.1 million] down this cycle, but we absolutely know that we cannot continue this,” Sala- zar-Zamora said. salaries and benefits, Boles said. For FY 2023-24, TISD gave employees raises of around 4%, but for FY 2024-25, TISD leaders recommended: • A 2% raise for employees and pay scale adjust- ments for employees such as custodians and paraprofessionals for about $4.3 million • A bump to the starting teacher salary from $60,500 to $61,000 annually, with adjustments according to experience, up to 40 years Due to growth, around 115 new employees will be needed next school year, Boles said. “If 87% of our dollars [fund personnel costs], then we start cutting things, it’s people we’re cutting. ... Sadly, I just think it will come down to personnel, and we don’t want that to be the case,” trustee Lee McLeod said.

The takeaway Boles said TISD’s shortfall is due to factors such as the cost of opening new facilities, increased inflation, a lack of funding for public education during the 88th legislative session and the ending of some federal stimulus funding. The FY 2024-25 budget and tax rate are set to be approved June 18 and Sept. 10, respectively.
